Abstract

The purpose of this syudy is to compare of effectively of credit and exchange rate channel in transmission mechanism of monetary polcy in Indonesia (1997.1-2004.12). Structural Equation Model method is used for analyzing the data. Credit channel are consist of money supply, deposits total, credit total, investment, GDP and price level. Exchange rate channel are consist of money supply, interest rate of inter banl ell money, exchange rate, net export, GDP and price level.By using SEM method, the result is exchange rate channel more effective than credit channel in transmission mechanism of monetaiy policy in Indonesia. Finally, this study has purpose to Bank of Indonesia as authority to make the priority of exchange rate stability in monetary policy.

Abstract

The problem of food security is availability, distribution, and consumption. The problem of availability is limited and decreasing production capacity; the distribution’s problems are infrastructure, institution, safety link of distribution’s and the variation production capacity between region and season. The problem of consumption is most of energy consumption are grain and rice biased. The policy of food security not only to create the food sufficiency with development economic with rural and agriculture are the basis, but also the sufficiency of food for poor society. In order to create food reserve of society, lumbung desa is important to be improved.

Abstract

This examination intend to know and analyses utilization investment research rate by research agency in coordination with Ministry of Research and Technology (KRT), and analyze ways and efforts to increase utilization of government investment in research field and reduces technical mistakes. Research conduct in BPPT, BAT AN, and LIPI, This research is a policy research with using normative - qualitative approachFrom research finding that, quantitatively human resources in non governmental department (LPND) having unbalanced ratio problem based on its functional position, especially in researcher category and non researcher. Quantitatively growth rate of research unmatched with retirement rate, resulted changing age structure tend to older age.Size limitation and lack of available data about utilization research facilities still not solved completely. Based on evaluation made by KRT, in macro, set up of condition and usage facilities lie near 50% to 75%. However, research facilities administrator still not satisfied yet with utilization of research facilities they managed. Other research facilities problems are slow supply, limited maintenance fund and lack of available spare parts.

Abstract

The development of local participation and economic potential is the aim of the policy of regional autonomy through regional expansion. The policy of regional expansion also brings new problems such as the problem of economic and bureaucratic burden that must be borne by the government and local communities. This study used some formulas to describe the objects of the research that has been established regarding the economic potential of the region, SMEs and entrepreneurship, investment gap and fiscal gap. To explain the policy implications of the expansion of the region to economic justice, then the economic analysis in this research comes with regional economic and investment disparities study. The object of this study is the province of Gorontalo which is a result of the policy of regional expansion. This research is a descriptive-analytic because in addition to get an overview of each condition variable such research, as well as to know the relation between the variables in the study.

Abstract

Institution has been investigated having indirect role on economic growth. This paper aims to evaluate whether the quality of institution matters for economic growth. By applying institution as instrumental variable at Foreign Direct Investment (FDI), quality of institution significantly influence economic growth. This study applies two set of data period, namely 1985-2013 and 2000-2013, available online in the World Bank (WB). The first data set, 1985-2013 is used to estimate the role of financial sector on economic growth, focuses on 67 countries. The second data set, 2000-2013 determine the role of institution on financial sector and economic growth by applying 2SLS estimation method. We define institutional variables as set of indicators: Control of Corruption, Political Stability and Absence of Violence, and Voice and Accountability provide declining impact of FDI to economic growth.

Abstract

Coastal communities are known to prone to vulnerability arising from their nature of work. As they are mostly working as fishermen, natural hazards, isolation and climate variabilities are often constraining their ability to obtain sufficient income to support their livelihood. Hence, finding sustainable alternatives source of income is a sensible way to cope with such uncertainty and vulnerability. Achieving sustainable income, nevertheless, is challenging issue since it is affected by various factors from socio-economic as well as institutional perspectives. This paper is an attempt to assess the issue of alternative livelihood by identifying key variables affecting its sustainability. A MICMAC method was used and key variables from the analysis were then identified to support sustainable alternative livelihood in the communities. Lessons learned were also drawn from this study for policy makers and fisheries authorities in the regions.

Abstract

Past experiences indicate that the success of many farm forestry projects is mainly influenced by farmer’s participation. Ex ante estimation of the likelihood of farmers’ participation in a particular farm forestry project might reduce the risk of project failure. This study aims to analyze ex ante, farmer’s participation in a hypothetical farm forestry project for climate change mitigation based upon a survey data of 117 farm forestry farmers in Tempurejo Village, Wonosobo Regency. Logit estimation suggests that the likelihood of a farmer’s participation is likely affected by age of farmer, education, farm household size and farmer’s experience in farm forestry business. Two policies implication of these findings are that government should increase farmers’ knowledge of climate change through extension programs, such as climate field school, and align the design of farm forestry projects for climate change mitigation with the prevailing farm forestry management system practiced by farmers.

Abstract

This research aims at determining the sectors, which have regional superiority in Wonogiri, as the consequence of the implementation of Regulation 22/1999 and 25/1999. Furthermore, it also finds out de­terminant factors, which cause positioning, and repositioning these sectors.LQ (Location Quotion) and DLQ (Dynamic Location Quotion) are used to determine superior sectors, and to identify determinant factors causing positioning and repositioning superior sectors, SSA (Shift Share Analysis) is used on this research.The result of this research indicates that statically, superior sectors in Wonogiri are: Agriculture; transport and communication ; Services; and Financial, ownership and business services. The sectors which are hoped to become superior in the next time are: Financial, ownership and business services; Agriculture; and Services. Positioning and repositioning superior sectors in Wonogiri are caused by Location superiority.

Abstract

This study analyzes factors affecting rice production and consumption in Indonesia from 1990-2014, the data source is from Central Bureau of Statistics (BPS). The method used is model of multiple linear regression equation with ordinary least square estimator (OLS). Our findings indicate that rice production can be affected by human capital, labor, wages, wetland, urban population, and rice prices; on the other side, technology has no effect on rice production. Other findings on the rice consumption model were influenced by human capital, per capita income, population, and consumption the previous year, and meanwhile, rice prices has no effect to rice consumption in Indonesia. It’s an important note for the government in making the right program policies such as the development of better irrigation systems, empowering the farmers by providing regular training, subsidizing material inputs to farmers, expanding farmland for farmers. Meanwhile, the government needs to create policy such as food diversification, price stabilization security, the increase of rice stock, and other agricultural policies.

Abstract

This study analysis whether there is any flypaper effect in local governments’ expenditures, and whether there are significant influences of grants from central government and original revenue of local governments on their expenditures, especially the operating and capital expenditures. The object of the study are all local autonomous governments in Java; and the focus of the study was the financial statement of the 2005-2008 fiscal year. Through an examination on financial statement of all kabupatens and kotas in Java, and applying multiple regression analysis, it is revealed that the flypaper effect was not found, which implied that the local government did not rely more on grant from the central government as the sources of their budget. The DAU (grant) and PAD (original revenues), however, were found to be significantly influencing the operating, capital, and total of local government expenditures, for the related year and the following year.
