Abstract

This research aims to evaluate the process of implementing PSAP 16 in toll road service concession agreements at the Ministry of Public Works and Housing and the obstacles in implementing accounting by applicable regulations. This research uses qualitative methods through a case study approach by analyzing documentation data, process assessment checklists, and semi-structured interviews. The research results show that the implementation process of PSAP 16 has several obstacles, including the computerized accounting calculation system that does not fully accommodate the calculation of service concession assets, especially for service concession agreements that were in place before PSAP 16 came into effect and the need for internal control to separate the portion of capital expenditure and operating expenditure in service concession assets so that it can be presented under economic substance. This research recommends that coordination is needed to develop an integrated accounting system for recording service concession assets, optimize effective internal control over service concession agreements, and adequate measurement mechanisms so that service concession assets shall be accounted for in accordance with PSAP 16.

The dependent variable in this study is the minimum wage of each province, while the independent variables used in this study are the need for a decent living, inflation, gross domestic product, and consumer price index. The data analysis method applied is panel data regression analysis with a random effect model. The research findings indicate that a higher standard of living, an increase in gross domestic product, and a rise in the consumer price index have a positive and significant effect on the minimum wage of each province. However, inflation does not appear to have a significant impact on the minimum wage of each province.

Abstract

The outbreak of COVID-19 pandemic in early 2020 has inflicted serious financial distresses for most firms in multi-sectoral industries. Each of them was enforced to deal with the economic downturns by working more efficiently. In this case, family and non-family firms might perform differently to protect themselves from bankruptcy. This research aims to measure firm efficiency by employing a total of 52 entities listed on Indonesia Stock Exchange (IDX), 26 entities for each type of firms from 2019 to 2022, reflecting the times before, during, and after the pandemic. At the first stage, date envelopment analysis (DEA) with constant return-to-scale (CRS) input-oriented approach is employed to generate deterministic efficiency scores of each sample which the bias is then corrected using Simar and Wilson’s bootstrap technique. At the second stage, hypothesis testing is conducted to examine whether the difference in efficiency score between both types of firms is significant. The result shows that family and non-family firms do not perform differently during a 4-year of research period (p-value=0.136). Nevertheless, family firms exhibit a significant drop in 2020 (p-value=0.0061), where this condition reversed with a significant increase in 2021 (p-value=0.0002). Non-family firms perform more stably throughout the research years. Finally this research may contribute to the development of organization-related science, business, and strategic management. The way most family firms operate might reflect the socio-cultural attributes of a nation. There is no other similar study found since COVID-19 pandemic is still considered as a relatively new global health crisis.

Abstract

Assessment of the financial performance of a pension fund can be done by analyzing the pension fund's financial reports. Based on the program, employer pension funds (EPF) are divided into two types, namely Defined Benefit Plan (DBP) and Defined Contribution Plan (DCP). This research aims to assess the financial performance of the Defined Benefit Plan (DBP) pension fund industry when compared with Defined Contribution Plan (DCP) pension funds pre-pandemic and during-pandemic for each financial ratio. Research was conducted on Pension Funds in Indonesia as a whole for the period January 2018 – December 2021. The ratios used to test the performance of each group of pension funds are Return on Assets (ROA), Return on Investment (ROI), Operational Cost Efficiency (EBO), Investment Cost Efficiency (EBI) and Pension Fund Growth (PDP). By using the Shapiro-Wilk W Test, Paired t Test, and Wilcoxon Signed Rank Test, the test results show that in DBP-EPF there are significant differences between pre-pandemic and during-pandemic for ROI and ROA. Where the ROI and ROA performance values pre-pandemic were higher than during-pandemic. There are no significant differences between EBO, EBI and PDP between pre-pandemic and during-pandemic in the DBP-EPF. Meanwhile, in the DCP-EPF there were no significant differences between pre-pandemic and during-pandemic for all variables. This proves that DBP-EPF experienced significant shocks during-pandemic. DBP-EPF is anticipating a strategy by reducing asset allocation to equity investment instruments, resulting in returns received that are not as good pre-pandemic
