Abstract

This research aims to analyze the application of good governance principles in the management of the Village-Owned Enterprise (BUMDes) "Mutiara Welirang" in Ketapanrame Village, which focuses on improving the competitiveness of the tourism village. This research uses a qualitative approach with a case study to understand how principles such as consensus, participation, accountability, transparency, and sustainability are applied in the management of the BUMDes. The results show that most of the principles of good governance are well implemented, especially in the aspects of community participation and decision-making through village deliberation. However, challenges still exist in the aspects of transparency and accountability, especially in terms of the accessibility of financial information for the community. In addition, limited human resources in management and funds for infrastructure development are major constraints in improving the competitiveness of tourism villages. This research suggests that BUMDes should improve the capacity of managers through managerial training, strengthen transparency, and seek alternative funding sources to support the development of tourism village infrastructure. Optimal implementation of good governance principles can assist BUMDes in creating sustainable, efficient and competitive tourism villages in the future.

Abstract

This research aims to analyse the application of Agile governance principles in Jabar Quick Response as a channel for social and humanitarian complaints for the people of West Java. The research used descriptive qualitative research. The data sources in this study consist of primary data and secondary data. Data collection techniques used observation, interview, and document data collection methods. The results indicate that the implementation of Agile governance principles in Jabar Quick Response is still experiencing obstacles due to several existing problems. On the principle of Good Enough Governance, although governance is adapted to the organisational context, the main problem is the lack of human resources in Jabar Quick Response. For the principle of business-driven, although Jabar Quick Response has focused on business orientation, budget limitations hinder its enforcement. Meanwhile, on the human-focused principle, Jabar Quick Response has succeeded in making individuals, both members and communities, feel valued.

Abstract

Fiscal decentralization in the digital era brings new opportunities and challenges for its effectiveness in Indonesia. This article aims to analyze the implementation of fiscal decentralization in the digital context, evaluate its effectiveness, and identify the challenges faced. The methodology used includes a literature review and secondary data analysis. The research findings indicate that implementing fiscal decentralization in the digital era can enhance effectiveness in several aspects, such as financial transparency and accountability, efficiency in regional financial management, and increased public participation. However, this implementation also faces several challenges, including disparities in digital infrastructure between regions, limited human resource capacity in the areas, and insufficient regulations supporting the implementation of fiscal decentralization in the digital era. Therefore, although budgetary decentralization in the digital era holds significant potential to improve the effectiveness of regional financial management, serious efforts are needed to address these challenges. This includes investment in digital infrastructure, enhancement of human resource capacity, and the development of regulations that support the practical and safe application of technology.

Abstract

This research aims to find out, analyze, and describe the effectiveness of the application of the Social Welfare Information System - Next Generation (SIKS-NG) application in proposing social assistance. This research uses a qualitative descriptive method with data collection techniques through direct observation, interviews, and documentation. The informants in this study were determined by purposive sampling, namely the Keper Village SIKS-NG operator, Mr. Imam Sugiantoro as the Head of the Welfare Section. The results of the research adjusted to the theory of Richard M. Steers show that in the adaptation indicator there are still obstacles in the lack of training, system update problems, and technical constraints. In the goal achievement indicator, there is a mismatch between the data on beneficiaries proposed by the village and those that come down from the center. And the integration indicator shows that there is a lack of socialization related to this application so that community involvement in proposing beneficiaries is also lacking.

Abstract

In today’s digital era, television stations face competition not only from other traditional broadcasters but also from the growing presence of social media and digital platforms, which are increasingly favored by the public. Digital transformation has become essential for maintaining relevance in a highly competitive broadcasting landscape. This study explores how LPP TVRI Jambi’s digital transformation enhances public broadcasting services, examining both supportive and hindering factors in the process. Using a descriptive qualitative approach, data were collected through interviews, observations, and documentation, and analyzed through the stages of Data Collection, Data Condensation, Data Display, and Conclusion Drawing/Verification. The findings indicate that LPP TVRI Jambi’s digital transformation, aligned with Mergel’s theory, encompasses motivations, objectives, processes, and outcomes. Key drivers include external factors such as government policies and increased competition, along with internal initiatives driven by team creativity. Transformation efforts focus on establishing new policies, procedures, and public service programs, along with broadcasting on social media platforms like YouTube and Instagram, helping TVRI Jambi sustain its public broadcaster role through digital engagement. However, limited resources for live broadcasts and a shortage of skilled personnel pose significant challenges to full implementation in the field.
