Abstract

Flooding is the most dominant disaster in the world and it takes place until recently. So far, the urban flood reduction is carried out through the structural and non structural mitigation approaches. The spatial mitigation approach is very needed to be considered in the flood risk management besides those approaches. The spatial transformation (land use pattern), and environmental carrying capacity can be used to realize the spatial approach in disaster risk management. This research aims to analyze the flood risk area typology in Kali Pepe River Basin, Surakarta City. It uses deductive approach with quantitative methods being supported by spatial analysis. The results indicate there are 42 spatial types, but only 18 types being the flood risk areas. Land caracteristic tends to be not correlated to the flood impact intensity. Land use pattern and drainage caracteristics have a tendency to be correlated to the flood impact risk. The spatial planning could be focused on urban settlements, especially in areas with high building densities. The built-up space restrictions should be implemented in the river sourrounding areas, and the infrastructure engineering concern with the river upstream-downstream system.

Abstract

This study aims to provide an understanding of why CSR planning does not necessarily bring about community satisfaction even though it has been through participation in its planning, through a philosophical perspective of science. Using evaluative descriptive methods with secondary data sources such as literature and journals (current research), then represented through several focus discussions include: (1) Concept of planning and CSR through the perspective of science philosophy, (2) Ontological, epistemological and axiological aspects of complexity CSR, (3) Theoretical debates, empirical facts and discussions. Conceptual review through this literature review has found the complex connectivity between community and company implicated in understanding that CSR planning is not only participatory planning but also more to transactive planning. In here, CSR understanding tends to transactional, developing value in here is ”who will get something”, not only interpreted as community participation but tended to transactional.

Abstract

The phenomenon of the living house functional change in batik craftsman settlement is the result of the transformation processes of cultural and social development that exsist in the community. Firstly the pattern of batik craftsman living houses in Babagan had a social function, and eventually almost all houses now have mixed functions; primarily as a living place for family and alternatively as a place to run the batik business.   A house that is supposed to be a living place now has additional function as a place to produce batik. The purpose of this research is to identify the pattern of living house use done by batik craftsman in Babagan village; where in this circumstance, women play their role as an effort to improve the economic condition of their families. This research employed descriptive-interpretative method to conduct the analysis, and the result showed that there was place utilization having the mixed use gender-based pattern. This pattern is a concept of a living house with mixed functions, as both living place and batik business place, without changing or adding something to its layout, and these places are interchangeably used by the women as a place to make batik. This pattern creates flexible use of a living house’s place as a gender-based business place.

Abstract

Land use has become one of the causes of watershed damage, resulting in complex physical, economic and social problems in both upstream and downstream. This study aims to determine the direction of land use planning for the development of agroforestry in the Upstream of Ciliwung River Watershed of West Java Province. The orientation of the land use planning for agroforestry development was conducted by determining the type of agroforestry to be developed, the land capability class, as well as soil and water conservation agroforestry techniques to be applied. The results of this study showed that the determination of the agroforestry land use planning in the Upstream of Ciliwung River Watershed of West Java Province is directed to the development of agroforestry. Plant recommended to be developed on agroforestry land use include the annual crops combined with seasonal crops, and the application of conservation techniques; including terrestrial, gulud terrace, mulching, and terrace strengthening-plant.

Abstract

Tanggamus Regency has great mining resources potential of 152 831 928 tons. In order to contribute maximally to the local economy with well-preserved environment then the mining management should be wise. This research aims to analyze the role of the mining sector to the regional economy, analyzing the change of land use 2000-2015, as well as preparing the development plan direction of mining area in Tanggamus Regency. The methods used in this study include analysis of input output with aggregation and RAS, satellite image classification, and overlapping map techniques The mining sector has high value of forward linkages which demonstrate the ability of the mining sector in driving the sector in the future to grow, but the mining sector has low value of backward linkages, hence the driving force of the upstream sectors also low. Changes in land use in Tanggamus District from 2000 to 2015 are dynamics. The most changing land is agricultural land turned into developed land of 5 168 ha. At the mining site, the largest land use growth rate is developed land 265.74 ha/year. Identification result of area function utilization for mining activity shows that 6.03% of protected areas and 8.05% of cultivation areas utilized as mining area. Recommendations is the allocation of mining designated areas shall be directed to the area in the mining business permit of 20 773.82 ha.

Abstract

Landscape in Central Business District (CBD) is part of urban green spaces which have a role to enhance ecological value of the city, one of them is Sudirman Central Business Distict. The existence of birds will strengthen the ecological functions of the city. The aim of this study is to design the green spaces as bird habitat. Lot 17 SCBD has the potential to be developed as a bird sanctuary protection area divided into two areas: nesting and transition area. The method that will be used for this research is descriptive analysis through site survey and literature. The concept that used is eco-friendly bird park, a park that is able to present the directly or indirectly interaction between humans and birds without reducing the fulfillment of ecological functions of the park. The design concept applies the deco art style that has a dynamic impression and a pliable flexible shape. The dynamic impression will be applied in the form of arches on the park patterns and circulations to create natural impression. The existence of Lot 17 park can soften the surrounding condition, which is a storey building. Visitors can observe birds on tree canopies using binoculars that is placed on the deck view and canopy tree rail.

Abstract

Sejak tahun 2008, Pemerintah Kabupaten Klaten secara resmi mempromosikan industri batik lokal melalui Surat Edaran Bupati Klaten No. 025/575/08 tentang Uji Coba Penggunaan Pakaian Dinas Lurik/Batik Khas Daerah. Kebijakan ini ditindaklanjuti dengan Surat Keputusan Kepala BAPPEDA Kabupaten Klaten No. 050/08/09/2012 tentang Pembentukan 11 Klaster di Kabupaten Klaten, termasuk klaster batik. Selanjutnya, Bupati Klaten mengeluarkan Surat Keputusan No. 065/1154/2013 tentang Pakaian Dinas di Lingkungan Pemerintah Kabupaten Klaten yang mewajibkan PNS Daerah mengenakan pakaian batik dua kali seminggu. Secara formal, ketiga kebijakan ini menjadi payung hukum untuk memajukan pengembangan industri batik Klaten. Pada kenyataannya, industri batik Klaten hingga kini belum memiliki arah pengembangan yang jelas dan terukur, dan relasi di antara pemangku kepentingan terkait kurang terkoordinasi harmonis. Kelembagaan vertikal yang ada didominasi kepentingan pemerintah daerah yang berorientasi proyek jangka pendek. Sementara itu, kelembagaan horizontal pada tataran akar rumput belum berhasil memadukan usaha batik dari hulu ke hilir secara bersama-sama. Penelitian ini bertujuan untuk menginvestigasi kesenjangan antara kebijakan dan kebutuhan aktual pengembangan industri batik lokal. Metode penelitian campuran dengan strategi sekuensial eksplanasi digunakan dalam penelitian ini untuk menganalisis tren perkembangan industri batik lokal dan karakteristik kelembagaan yang terbentuk. Luaran penelitian menunjukkan bahwa kebijakan pemerintah daerah cenderung mengejar brand image batik Klaten sebagai produk unggulan dan media kampanye pariwisata daerah. Sebaliknya, pengusaha dan pengrajin batik lokal masih berkutat dengan masalah inefisiensi dan keberlanjutan produksi di dalam iklim persaingan yang tidak kondusif dan kerjasama antarindustri yang rendah. Peran aktor eksternal nonpemerintah diperlukan untuk menjembatani konflik kepentingan yang terjadi seraya meminimalkan intervensi pemerintah daerah yang berlebihan.

Abstract

The tourism area of Toba Lake is one of The National Tourism Strategic Areas (KSPN). In the last five years the number of visitors is still low. The aim of this study is to identify the problematic aspects in developing tourism area and the efforts to overcome it. This research is quantitative and used design survey. The aspects in developing the tourism area analyzed were: tourist attraction, accessibility, infrastructure and facilities, as well as social condition and community support. All those aspects was elaborated into indicators which set to be the statements in questionnaire using Likert scale. Based on  chi square test, all the aspects has different category significantly. The results showed that accessibility and community support were the aspects with the lower category than others. But, the accessibility need to be prioritised in developing the Toba Lake tourism area in Toba Samosir regency. It is required efforts to provide and improve its accessibility in developing this Toba Lake tourism area in Toba Samosir regency.

Abstract

The phenomenon of the continuous development of rural tourism in Indonesia is not balanced by skill capacity and professional knowledge on the managers. By self-taught and learning by doing they proceed to realize the rural tourism to capitalize local resources in order to improve their welfare. Community leaders as key figures in village development have an important role in mobilizing people to marketing (the village). The importance of community leaders is the goal of this article, focusing on the role of community leaders in the management of community-based tourism. The case study was taken from the management of Kaligono Tourism Village in Purworejo Regency which is one of the best national rural tourisms according to the Ministry of Tourism and Creative Economy in 2014. Using qualitative methods by selecting interviewees as the informants through snowballing, this article provides information on the role of community leaders in managing the rural tourism, learning and building collective initiatives for rural tourism management. Despite the the low skill and professional knowledge, the community is able to manage the rural tourism by relying on the power of social cohesion to create collective initiatives.
