Abstract

The purpose of the research is the research is menganalisisdinamikaconflicts between stakeholders on the implementation of the policyprocessing and refining of minerals in the country in the province ofLampung. This research is descriptive research using the analysis of thecontents of documents and interactive analysis. Primary data come fromin purposive sampling techniques with informants from the Department ofmines and energy, entrepreneurs, workers, society. Research datacollected through interview techniques, documentation, and observations.The next step using triangulation data source to gaThe validity of thedata. The results showed the existence of conflicts betweenstakeholders to create a policy this is not teraplikasi in the province ofLampung. The process of the conflict at the stage of interpretation aredominated by the conflict discourse at the central; organizing stage,marked by conflicts between the implementing policies; Stage of theapplication, with regard to the conflict between local entrepreneurs withthird parties arising due to the suspension of the company. Factors whichaspects influenced the conflict include differences between stakeholderNeeds; the less effective communication; Emotional tension with peaks onthe filing of a judicial review; The difference in value; strukturdengan theexistence of suppressor groups; The history of past management andforeign investment. The type of conflict by subject is interpersonal conflictbetween the Governments, local entrepreneurs, a third party. Substancesare realistic conflict, with reserves of the deposit, high investment andinfrastructure facilities that do not support the output of the constructivenature of the conflict, with the presence of negotiation and it embodied inthe form of a revision of policy. According to the areas of life, the conflict isa conflict of ekonomidan politics, namely the scramble for mineralresources by using the power and authority.Key words: conflict, stakeholders, policy processing and refining of minerals

Abstract

This research was intended to describe work performance of honoraryemployees at the Office of Education in Jaya Wijaya Regency. Workperformance was measured by using indicators of work performancequality, work performance quantity and timelines of work performance.This research also describes the inhibating as well as supporting factorsinfluencing upon work performance. This research manipulatedqualitative approach. Research result indicated that firstly, the quality ofwork of the honorary employees found to be effective, regardless oftheir degree of educational level and of geographical obstacles in whichthe roads have not been paved. Secondly, dealing with the quantityaspect, it was found that the amount of 50 honorary employees were notenought to run the job. In order to overcome this problem, the civilteachers collaborated sinergically with the honorary teachers.Meanwhile, so that the learning process in remote areas works well, thenumber of voluteer teachers were added. Thirdly, concerning thetimelines aspect, research result showed that especially in remote areasin which there is no paved road, teaching and learning process did notrun effectively.Key words: work performance; quality of work; quantity of work; timelines

Abstract

This Research aimed to analyze the implementation of to delegating part ofthe authirity of goverment affairs to Capital Investment and Integrated OneStop Service Office in Wonogiri Regency. This research was descriptiveresearch type. Capital Investment and Integrated One Stop Service Officein Wonogiri Regency Office (PMPTSP) was selected as the research site.Two kind of sampling techniques was implemented. First, purposivesampling technique was used to select the informants originating from theemployees of PMPTSP. Secondly, accidental sampling technique wasemployed to collect the data coming from the community opinions. In-depthinterview, direct observation, and documentation data collecting techniqueswere used. Interactive data analysis model as suggested by Miles andHubberman was employed in this research analysis. This interactiveanalysis model covers: data gathering, data reduction, data display, andconclusion drawing. Research results indicated that: 1. Relating to theaspect of communication, it was discovered that PMPTSP Office hasalready implemented to socialize its policies using some activities andemploying some existing information media and has already coordinatedwith the OPD Technique Unit. 2. Relating to the resources, research resultindicated that PMPTSP was lack of human resources, minimum budget,and deficiencies in the aspect structure and infrastructure for supportingservice. 3. In term of implementation aspect, it indicated that the apparatusof PMPTSP had clear commitment and responsibilities and supported thepolicy implementation. 4. Beureucratic and organizational structure did notsupported yet the implementation of the delegation part of governmentaffairs authority in field of service licenses and non-licenses. 5. Dealing witheconomic, social and political environtment, research result showed thatpeople in Wonogiri Regency supported the policy implementation, however,on the other hand, OPD less supported the implementation of to delegatingpart of the authirity of goverment affairs to Capital Investment andIntegrated One Stop Service Office in Wonogiri Regency.Key words: Communication; resource; delegation; authority; beureaucratic andorganizational structure; economic, social and political environtment.

Abstract

Relating to planning of waste management executed by LivingEnvirontment Agency of Magetan Regency this agency adopted newparadigm, that is to reduce and to utilize the waste as maximum aspossible by using 3R program. This method is intended to reduce theamount of disposed waste to the end of landfill (TPA). It indicated thatservice area with eight kelurahan the existing structure and infrastrucurewere considered quite to manage the existing amount of waste. Theoffice which has obligation and authority to manage the waste is the ofLiving Environtment Agency. This was based on Act no. 18 year of 2018.Its 60% of budget comes from the revenue of reggional budget (APBD)and the rest i.e. 25% comes from the reveneu of national budget(APBN), and 15% comes from the community retribution. In thecommunity level, the agency maximized service and developed what iscalled ‘bank of waste’ and to socialize the 3R program. Dealing with thecontrolling activities, it was done by the Living Environtment AgencyMagetan Regency.Key words: planning; organizing; directing; controlling.

Abstract

This research was intended to describe the degree of apparatusprofessionalism among the employees at the Capital Investment and OneStop Service Agency in Wonogiri Regency. This research is descriptiveresearch type. Purposive sampling technique was employed to select theinformants. Primary data was derived from the selected informants;meanwhile the secondary data was collected from several resorces suchas books, written reports, minutes meetings, and other related documents.Interview and observation were used as the data collecting techniques.This research used creativity, inovation, and responsiveness as thedimensions of professionalism variable. Related to the dimension ofcreativity, research result indicated that the employees have alreadyconveyed new and positive ideas, however, those ideas did notimplemented due to budget limitation, human resources limitation, anddue to existing regulation. Employees worked rigidly and highly depend oninstruction coming from above level. Dealing with inovation dimension,research result indicated that the employees had already used newestinformation technology for supporting their tasks and their works. Therewas sustainable placement of the employees on the basis ofcompetencies. Related to the degree of responsiveness, it was found thatthe employees already developed good attitude to serve community atbest. It was however, policies and work programs became obstacles tocover optimally community aspirations and needs. Based on researchfinding, it can be concluded that the degree of professinalism measuredby the degree of creativity and of responsiveness was still low. However,the degree of innovation dimension, it was found had alreary be well done.Based on the research result, it is recommended that the promotion ofapparatus resources by promoting their educational level and trainings isstill needed. It is also recommended that work program reflected instrategic planning and in work planning should be oriented on communityneeds and to meet better public servises.Key words: professionalism; creativity; innovation; responsiveness.

Abstract

Tourism is one of the main assets that must develop as a capitaldevelopment in Bandung regency. One of the attractions that are in greatdemand by the tourists is Love Garden located in Soreang. The purpose ofthis research is to know the development of love garden attractions as wellas the role of social media to promote it. The research method used isdescriptive analytical with qualitative approach. Data collectiontechniques consist of primary data obtained from respondents andsecondary data in the form of literature, scientific journals both nationallyand internationally. From the research results obtained garden love is aprivate property that began to be developed in 2016. In promoting thepark the manager is very dependent on social media to promote the objectof tourism. nevertheless support from the local government, especially theDepartment of Tourism and Culture Bandung regency less optimal andlimited capital owned by the manager.Keywords: Village Tourism, Social Media, Promotion.

Public Administration, Dr.Soetomo University Surabaya.The Partnership and Community Development Program (PKBL) is aprogram to improve the ability of small businesses to become resilientand independent through the use of funds from the profits of state-ownedenterprises (BUMN). The obligation for BUMN is stated in the Ministerof State-Owned Enterprises Regulation Number 05 / MBU / 2007 whereBUMN are required to set aside 2% of their net profit for PKBL. Thisstudy wants to describe how the implementation of PKBL PT. TelkomIndonesia, Tbk Regional Division V East Java Regional Office ofTelecommunications (Kandatel) West Surabaya in Weaving GloveIndustry in Wedani Village, Cerme District, Gresik Regency, East Java.The methodology of this research is qualitative descriptive. The analysisof this study using the Merille S. Grindle policy implementation modelincludes process factors, achievement of policy objectives, publicsupport, resources, communication, implementer programs andcompliance-responsibility. The loan process runs smoothly because thefostered partners can fulfill the specified requirements but in the processof repayment the installments are not running smoothly. PKBL hassucceeded in achieving its stated goals despite its success varies amongthe fostered partners. Public support is shown by the number of fosteredpartners applying for capital loans with consideration of low interest,flexible requirements and there are various programs to help themsucceed in achieving their business goals. Resources from PT. Telkomhas worked optimally because it has carried out socialization, assistance,monitoring and guidance so that a maximum of 100 million loans aresufficiently absorbed by the trained partners with a variety of loans.Communication has been carried out continuously to obtain measures ofachievement of results and levels of satisfaction. The implementation program continues to be carried out quite a lot, not only soft loanassistance, but also followed by online marketing techniques, training onwebsite marketing for woven sarong products, and facilitatingparticipation in home industry product craft exhibitions, management ofwoven glove cooperatives in Wedani village, and internet networkinstallation. . Abstract

This study examines the level of dependence (flypaper effect) and theeffect of regional transfer funds, in this case the General AllocationFund (DAU), Special Allocation Funds (DAK) and Regional OriginalIncome (PAD) for Regional Expenditures. While the location of thestudy was conducted in nine cities and 29 districts in the East Javaregion of the 2010-2017 series.Based on the t test (partial) the regional transfer funds consisting of theGeneral Allocation Fund (DAU), Special Allocation Fund (DAK) andRegional Original Revenue (PAD) have a positive and significant effecton regional expenditure (Regional Expenditure). This means that theexistence of DAU, DAK and PAD in each city and district contributesto the ability to increase regional spending,However, in the analysis of the dependence of the budget from 38districts and cities, only four cities / districts did not show symptoms ofthe fly paper effect, namely Malang City, Surabaya City, TulungagungCity and Jember. While 34 cities / regencies show symptoms ofbudgetary dependence from central transfer funds or symptoms offlypaper effects. This symptom of the flypaper effect is caused by theaccumulation of regional budget in 34 cities and districts, thecomposition of the contribution of PAD is lower than DAU and DAK.Suggestions from researchers for 34 cities / regencies in East Java tooptimize development transfer fund assistance in accordance with LawNo. 33/2004 in order to improve financial capacity and regionalindependence in development spending. Abstract

the performance of Population and Civil Registration Agency ofKaranganyar needs continuously carried out and improved to realizebetter implementation of population administration.The research purposewas described performance Population and Civil Registration Agency ofKaranganyar Regency in population administration services.Performanceis a multidimensional construct, the measurement also varies dependingon the complexity of the factors that build up the performance. Theperformance assessment indicator was used performance assessmentindicator from Agus Dwiyanto (2006: 50-51) consist of productivity,service quality, responsiveness, responsibility, and accountability.This isqualitative descriptive research.The research was carried out inPopulation and Civil Registration Agancy of Karanganyar.The data wereused primary and secondary data.Data collection techniques were usedinterviews, observation, and documentation.The research informants areheads of fields and staff of the Population and Civil Registration Agencyof Karanaganyar and the people who use products/services.Data analysistechnique was used Miles and Huberman’s active model. The validitydata testing was used triangulation techniques.Based on the researchresults, it can be concluded that 1) the productivity of the issuance ofpopulation documents reaches 87%;2) The Population and CivilRegistration Agency of Karanganyar Regency has provided threecounters to serve the issuance of population administrations;3)Responsiveness in the issuance of population documents was evidencedby the responsive in receiving input and complaints from the public;4)Responsibility in the population administration services was indicated bythe fulfillment of regulations on the issuance of populationadministration;and 5) Accountability in population administration wasindicated periodic accountability report to the administrative publicofficials.Key words: productivity, service quality, responsiveness, responsibility,accountability

Abstract

The purpose of this study is to describe a performance Integrated povertyreduction Service Unit (UPTPK) in the repair of the House is not Livablein Sragen.Type of this research is a descriptive qualitative research. Theresesrch colleced of data using interviews and documentation. Thevalidity of the data using a data triangulation in which researchers usemultiple data sources to collect the same data. Data analysis techniquesusing interactive analysis. Based on the results of the research on theperformance of the policy of home repairs are not feasible based on theregulations of Regent Sragen number 11 Year 2017 About Guidelines thegranting of social assistance Expenditures shows that organizationalperformance UPTPK Sragen is already optimal. It appears from theproductivity performance of UPTPK Sragen district in homeimprovement is not Livable (RTLH) can be said to have succeeded. Thisis apparent from the presence of targets that have been set byperformance UPTPK Sragen district that already can be achieved to themaximum, that is, the number of home is not livable as much 61,729units have done the repair as much of the 60,716 units or reach 98.36%.UPTPK responsiveness Sragen district in home improvement is notLivable (RTLH) can already be said either. Quality of service UPTPKSragen district in home improvement is not Livable (RTLH) can alreadybe said either. Accountability UPTPK Sragen district in homeimprovement is not Livable (RTLH) can be said to be quite good. Incarrying out its work, the obstacles experienced by UPTPK divided intothree things, namely, infrastructure, budget, and human resources (HR).In terms of facilities and infrastructure are still limited. In terms ofbudget, a budget that is related to the limited number of budgets for eachhelp only Rp 7.5 million.
