Abstract

The lack of an active role in implementing policies, lack of human resources andbudget, as well as the availability of facilities and infrastructure were the causes ofthe inadequate implementation of bureaucratic reform in the Department ofCommunication, Informatics and Statistics, Ponorogo Regency. However, overallthe implementation of bureaucratic reform has been going well. It only needs anincrease and development of the quality and quantity of human resources. Abstract

The purpose of this study is to determine the effectiveness of the assistancein Improving the Village Community Resilience (PKMD) of 2020. The policy ofusing Financial Assistance for the Village Governments for PKMD activities in2020 was directed at the capital participation of BUMDesa to develop a villagefood-business unit as a provider of basic food-necessity for the community. Themethod used is descriptive qualitative by using management actuating principlesfrom Terry & Leslie in the implementation process. While to see its effectivenessthe researcher used the Kenneth Boulding system schema approach with inputprocess-output. The data collection technique used is interviews anddocumentation. The implementation of the financial assistance for PKMD inKaranganyar Regency has been implemented properly according to theregulations. From the input indicator to the actualization which becomes thebenchmark of the research, the actualization of this financial assistance has not metthe maximum results yet, especially in the purpose of assistance, meeting the needsof cheap basic-necessities for the village residents affected by Covid. Because, inthe distribution process, there are no strict rules from the village about who isallowed to buy cheap basic-necessities, everything is being entrusted to the villagestalls as sales-partners of Bumdesa.Keywords: Effectivity, Financial Assistance, Community Resilience

Abstract

Penanganan corona virus / Covid 19 di Indonesia melibatkan berbagai institusilintas sektoral, baik pemerintah pusat maupun pemerintah daerah. Gugus tugasCovid 19 dibentuk sebagai upaya penanganan secara berkelanjutan, terutama untukmemantau serta menekan angka jumlah orang yang terinfeksi. Bahkan covid 19dinyatakan sebagai bencana nasional. Kemendes PDTT melakukan beberapaterobosan kebijakan antara lain intruksi pembuatan relawan satgas covid 19ditingkat desa. Tujuan penelitian ini mendeskripsikan dan menganalisis peran yangdilakukan pemerintah Desa Sambirembe, Kecamatan Kalijambe, KabupatenSragen dalam penanganan Corona Virus Diseases 19. Peran pemerintah merupakangerak aktualisasi kedaulatan Negara dalam mencapai tujuanya yang dikendalikanoleh norma dan nilai dasar dalam hubungan interaksi dengan lingkungan.Coronavirus yang menjadi etiologi Covid-19 termasuk dalam genusbetacoronavirus. Hasil analisis filogenetik menunjukkan bahwa virus ini masukdalam subgenus yang sama dengan coronavirus yang menyebabkan wabah SevereAcute Respiratory Illness (SARS). Regulasi tingkat pemerintah pusat dan daerah ditindaklanjuti oleh pemerintah desa. Selain itu pemerintah desa menindaklanjutipembentukan program jogo tonggo yang di gagas oleh pemerintah provinsi jawatengah. Peran dinamisator lebih pada melibatkan masyarakat dalam penanganancovid-19. Pemerintah desa menggunakan mobil keliling untuk mensosialisasikanpenanganan covid-19. Pemerintah desa memperhatikan aspek fasilitas penanganancovid-19 yang meliputi bantuan masker, handsanatizer, penyemprotan cairandisenfektan, pengadaan tempat cuci tangan pada fasilitas publik, hingga bantuansembako kepada masyarakat prioritas terdampak covid-19. Penanaganan covid-19dari segi peran katalisator dengan melibatkan pihak di luar pemerintah desa ialahtugas pembantuan. Sebagai contoh tugas pembantuan dari puskesmas, karangtarunahingga unsur tokoh agama atau masyarakat.Kata Kunci : Peran Pemerintah, Desa, Penanganan Covid-19

Abstract

The results showed an evaluation of the implementation of Non-Cash FoodAssistance (BPNT) using William Dunn with six variables, namely effectiveness,efficiency, adequacy, leveling, responsiveness and accuracy, namely: BPNTimplementation starts from the stages of registration or account opening, educationand socialization. , distribution, and purchase of goods at e-warong and Bank BNI46. Achievement of BPNT implementation results, seen from BPNT objectives, isstill not optimal for all BPNT KPM. The assessment of the implementation of BPNTin Dayakan Village, Badegan District, Ponorogo Regency based on William Dunn'stheory is the effectiveness of achieving BPNT goals, efficiency of distribution timeand the number of e-warongs or BNI 46 agents who facilitate the purchase of goods,criteria for the leveling of BPNT program recipients, and responsiveness criteriafor problem handling not good. Meanwhile, the criteria for the adequacy of theresults / benefits of BPNT that are felt by the poor to meet food needs and thecriteria for BPNT's accuracy in answering the problems of poverty and hungerfaced by the poor are quite good.Keywords: effectiveness, efficiency, adequacy, leveling, responsiveness andresponsive

Abstract

The research purposes were: 1) determined the effect of tangibles, reliability,responsiveness, assurance, and emphaty on satisfaction of outpatient BPJS cardusers at Puskesmas Kedawung 1, Sragen Regency; and 2) determined the effect ofservice quality on satisfaction of outpatient BPJS card users at PuskesmasKedawung 1, Sragen Regency. This is quantitative descriptive research. Researchwas conducted at Puskesmas Kedawung 1, Sragen Regency. Research sample was50 outpatient who used BPJS cards who checked in August-September 2020 atPuskesmas Kedawung 1. Data collection techniques were used questionnaires,documentation, and literature study. Hypothesis testing were used multipleregression analysis, t test, F test, and coefficient of determination (R2). The resultsshowed that 1) Tangibles, reliability,responsiveness, assurance and empathy havepositive and significant effect on the satisfaction of outpatient BPJS card users atPuskesmas I Kedawung; and 2) Service quality has a positive and significant effecton the satisfaction of outpatient BPJS card users at Puskesmas I Kedawung.Keywords:tangibles, reliability, responsiveness, assurance, empathy, satisfaction

The Master Plan and Information and Communication Technology Roadmappolicies in Ponorogo Regency have been implemented. However, there are stilldeficiencies in its implementation. Abstract

Accountability in general can be defined as a demand for accountability forfulfilling responsibilities. Accountability really determines the success of policyimplementation, especially public policy by the government. The level of budgetabsorption and management of village funds which continues to experience positiveincreases from year to year, but in terms of the accountability report, it has notcarried out village financial administration properly. On the basis of theseproblems, this study aims to analyze and describe the accountability of village fundmanagement in Blembem Village, Jambon District, Ponorogo Regency in 2020. Theaccountability theory in this study uses Ellwood in Mardiasmo (2009: 21) that themanagement of village funds must be based on honesty and accountability law,accountability process, accountability program and accountability policy.This study uses a descriptive method with a qualitative approach. Researchinformants using purposive sampling technique. Data collection techniques usingin-depth interviews and documentation. The data analysis technique used isinteractive analysis consisting of data collection, data condensation, datapresentation and conclusion drawing.The results showed that the Blembem Village Government in managing villagefunds had shown accountability, both from the dimensions of honesty and legalaccountability, process accountability, program accountability and policyaccountability. From the accountability of honesty and law, it is evident that theyare willing to inform community members about the amount of village fundsreceived, do not abuse their positions, do not mark up budgets, and run accordingto Permendagri No. 113 of 2014 concerning Village Financial Management. Thedimension of process accountability shows that the procedures used in managingvillage funds are quite good in terms of the adequacy of accounting informationsystems, management information systems, and administrative procedures. In termsof program accountability, it shows that the programs that have been implemented,such as training programs for small industry businesses (sewing training, cakemaking training, etc.) can benefit the community and can improve the economy andcommunity welfare, even in terms of the capacity of village officials and training atMSMEs still needs optimization and assistance.Keywords: Honesty and Legal Accountability, Process Accountability, ProgramAccountability, Policy Accountability.

Abstract

The birth of Law Number 6 of 2014 concerning Villages has placed the position ofthe village as a customary law community unit in accordance with the rights of theorigin of the village, so that village autonomy is recognized and respected in thegovernment system of the Unitary State of the Republic of Indonesia.Village Funds are funds sourced from the State Revenue and Expenditure Budgetallocated to Villages which are transferred through the district / city RegionalRevenue and Expenditure Budget and used to finance government administration,development implementation, community development, and empowerment. Thepurpose of this study was to determine how the effectiveness of the use of villagefunds for economic development and empowerment of rural communities in thePulung district, Ponorogo district.This research is motivated by the existence of problems related to the governanceof village funds. The level of budget absorption, but in terms of the accountabilityreport, has not carried out village financial administration properly. On the basisof these problems, this study aims to analyze the implementation of village funds in2020 in Pulung District, Regency. Monitoring theory in this study uses Dunn in(1981) that the implementation of village funds must be based on honesty and legalaccountability, process accountability, program accountability and policyaccountability.This study uses a descriptive method with a qualitative approach. Researchinformants using purposive sampling technique. Data collection techniques usingin-depth interviews and documentation. Abstract

The research aims to describe the extent to which the implementation of thePonorogo Regent Regulation Policy Number 60 of 2020 concerning theAcceleration of Poverty Reduction Based on Integrated Social Welfare Data inPonorogo Regency, East Java Province provides complete up to date andintegrated poverty data information that will be used by the government in order toprovide poverty management programs. particularly in the Non Cash GovernmentAssistance (BPNT) Staple Food program for the community. BPNT-Staple Food isassistance provided by the Government for poverty alleviation and the welfare ofBeneficiary Families. Abstract

The purpose of the study to find out and analyze the impact of the provision ofAdditional Income on the performance of Civil Servants in the Office of The DistrictHead of Ngebel Ponorogo.Qualitative descriptive research type. Research objectsare based on people's data sources, documents and events.Selection of informantswith purposive sampling techniques. Interview, observation and documentationdata collection techniques. Data instruments in the form of a list of questions,observations and recordings. Data analysis techniques using interactive dataanalysis of miles &huberman models. The impact was analyzed with Finsterbuschtheory and Motz Single before-after program according to and performance theoryaccording to John Miner with indicators of quality, quantity, use of time in workand cooperation.The results showed that the implementation of AEI was going wellbut there were still technical constraints.Quality there is an improvement in thequality of the work and a decrease in the error rate although not too great.Thepositive impact on the quantity of budget realization efficiency and realization oforganizational performance achievement exceeds the target above 100%.The useof time in work there is a decrease in violations of working hours at the rate ofabsence, the rate of delay and quick return.The effective working time of employeesin 2020 averaged 85%. While in the aspect of cooperation is not seen the impactbecause it has been running well before the AEI.Keywords : Impact, Additional Employee Income, Performance
