Abstract

The Land Office as a public service office is also demanded to be able to always provide the best service for the society, one of them is land stewardship. This is stated in Article 14 and Article 15 of Law Number. 5 of 1960 concerning the Basic Rules of Agrarian Principles Jo, Article 33 of Law Number. 26 of 2007 concerning Spatial Planning in which spatial use refers to spatial plans implemented with land use, water use, and air use. The objective to be achieved in this study is to determine whether there is an influence of service quality on society satisfaction in the service of Land Technical Considerations (PTP) in the context of permission to change land use at the Karanganyar District Land Office.The type of this research is research with a quantitative descriptive approach. The study was conducted at the Land Office of Karanganyar Regency.The unit analysis of this study is the Land Management Section which provides services to the community related to Land Technical Considerations (PTP). This research uses simple random sampling technique. Based on data collection activities that have been carried out in March to April, the number of respondents is 50. The data used are primary data and secondary data. Data collection techniques using a questionnaire.The results of the study began with data validity using a r table comparison of 0.165 which found all valid data followed by multiple linear regression tests showed that partially reliability (reliability) had a significant effect on community satisfaction with a significance level (0,000)

Abstract

This thesis is motivated by the need for construction workers in Ponorogo Regency who must have work competency certificates such as Work Skills Certificate. Based on data from the Public Works, Housing and Settlement Service (PUPKP) of Ponorogo Regency in the past three years there are around 700 construction workers, but there are more than 500 construction workers who are still in the process of obtaining Work Skills Certificate (SKT). This study aims to describe and to analyze the implementation of coaching and empowerment of construction services in the management of the construction workforce at the PUPKP Office of Ponorogo Regency. The theory used to analyze the implementation of development and empowerment of construction services in managing the workforce at the PUPKP Office of Ponorogo Regency uses a model of public policy implementation according to Van Metter and Van Horn. This study uses a descriptive method with a qualitative approach. Research informants using purposive sampling technique. Data collection techniques using observation, in-depth interviews, and documentation. The data analysis technique used interactive analysis consisting of data reduction, data presentation and conclusion drawing. The validity of the data used source triangulation. The results of this study were obtained from six indicators of public policy implementation according to Van Metter and Van Horn, showing that it fulfills expectations, where the performance of the construction workers who are fostered can be more skilled, competent and can improve the quality of their work.

Abstract

Tujuan penelitian ini untuk menganalisis implementasi kebijakan Bupati Ponorogo terkait dengan pagelaran reog serentak setiap tanggal 11 di tiap-tiap desa. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Informan penelitian dengan menggunakan teknik purposive sampling. Teknik pengumpulan data menggunakan wawancara, dan dokumentasi. Teknik analisis data yang digunakan adalah analisis interaktif yang terdiri dari reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukkan semua desa terutama di Kecamatan Mlarak sampai sekarang ini mampu mengimplikasikan kebijakan Bupati tersebut dengan lancar. Baik dari aspek komunikasi, aspek sumberdaya, aspek disposisi maupun aspek struktur birokrasi. Aspek komunikasi telah sesuai dengan tujuan. Begitu juga dengan sasaran dari kebijakan tersebut telah ditransmisikan kepada setiap desa/kelurahan. Aspek sumberdaya, telah menunjukkan kompetensinya, yaitu semakin meningkatnya minat masyarakat pedesaan dalam mengenal seni reog Ponorogo. Begitu juga dengan sumberdaya financial, bahwa semua desa secara umum dapat terpenuhi walaupun tidak dapat menyeluruh karena terbatasnya penganggaran dalam APBDesa, tetapi dalam hal sarana prasarana kesenian secara umum sudah tercukupi. Aspek disposisi, menunjukkan telah mempunyai komitmen, yakni secara bersama-sama untuk memajukan kesenian reog di desanya. Aspek struktur birokrasi, menunjukkan sesuai dengan Standard Operating Procedure (SOP)nya, dan dalam pelaksanaannya tidak ada fragmentasi atau tekanan-tekanan dari luar unit birokrasi terkait, sehingga struktur birokrasi berjalan dengan lancar.

Abstract

Kelurahan Kepatihan Kecamatan Ponorogo Kabupaten Ponorogo, ditemukan permasalahan terkait dengan pengelolaan dana kelurahan, diantaranya; 1) adanya perjanjian batas waktu pengerjaan tidak sesuai dengan perjanjian di awal. Seperti dalam hal pengerjaan vaving untuk saluran air, di mana dalam perjanjian dengan pemborong selesai 1 bulan, namun kenyataannya dalam waktu satu bulan belum juga selesai. 2) Hasil pekerjaan tidak sesuai dengan RAB; dan 3) pembekakan anggaran karena batas pengerjaan molor. Tujuan penelitian ini untuk untuk menganalisis pengelolaan alokasi dana kelurahan dalam mewujudkan Good Governance di Kelurahan Kepatihan, Kabupaten Ponorogo. Teori yang digunakan dari LAN dan BPKP (2000), meliputi: partisipasi, aturan hukum, transparansi, daya tanggap, berorientasi consensus, berkeadilan, efektifitas dan efisiensi, akuntabilitas, dan visi strategis. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Informan penelitian dengan menggunakan teknik purposive sampling. Teknik pengumpulan data menggunakan wawancara, dan dokumentasi. Teknik analisis data yang digunakan adalah analisis interaktif yang terdiri dari reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukkan pengelolaan alokasi dana kelurahan dapat mewujudkan good governance pada pemerintahan kelurahan Kepatihan, hal ini dikarenakan pemerintahan kelurahan Kepatihan dapat memenuhi sembilan prinsip good governance, yaitu partisipasi, aturan hukum, transparansi, daya tanggap, berorientasi consensus, berkeadilan, efektifitas dan efisiensi, akuntabilitas, dan visi strategis.

Abstract

The research purpose was described the function of BKPP of SukoharjoRegency in civil servant recruitment viewed from the principles of accountabilityand transparency. The research used descriptive qualitative method. Datacollection techniques were used interviews, observation, and documentation. Thedata analysis technique was used Miles and Huberman’s intractive model. Validitydata testing was used triangulation techniques. The evaluation of BKPP ofSukoharjo Regency function in the implementation of CPNS recruitment is viewedfrom the principles of accountability and transparency conveyed by Sedarmayanti(2013). The results of the study indicated that 1 ) Function of BKPP Sukoharjoregency in civil servant recruitment in terms of the accountability principle appearsfrom the implementation of civil servant recruitment carried out in accordance withthe legislation in force as well as the recruitment of civil servant accountable to thepublic and made a report to the parties concerned. 2 ) Functions of the BKPP ofSukoharjo Regency in terms of the transparency principle, the recruitment of CPNSis to carry out the recruitment of CPNS openly step by step. The announcement,application and filtering system is implemented transparently through theapplication of information technology so that the public can access it easily. Basedon the research results, it can be concluded that the BKPP Sukoharjo Regency hasimplemented the principles of accountability and transparency in carrying out itsfunctions in the implementation of CPNS recruitment in Sukoharjo Regency.

Abstract

Archive has a role as a memory center, a source of information as well as amonitoring tool that is indispensable in every organization. The research methodused is descriptive qualitative. Data collection techniques using interviews anddocumentation. The sampling technique in this study used purposive sampling sothat there is a key informant and four people as supporting informants. The dataanalysis technique used an interactive analysis model (Miles and Huberman). Theresults obtained conclusions, namely: 1) archive management has beenimplemented in accordance with existing procedures which include budgetplanning, activity program planning, and financial accountability. 2) The Libraryand Archives Service has been running well The coordination of activities bothvertically and horizontally runs smoothly. Socialization about archiving is alsoroutinely carried out both internally at the Library and Archives Service as well asto all OPDs in the Ponorogo District Government with the material presentedcovering the theme of archival governance. 3) Actuating has been routinely carriedout at the Library and Archives Service. This can be seen from the directives thatare routinely carried out by the leadership both in direct meetings with employeesand daily briefings in the official whatsapp group. 4) Internal archives supervisionis carried out by the district's internal archives supervision team, while externalarchives supervision is carried out once a year by the archives supervision team.from the Province.Keywords: Planning, Organizing, Actuating, Controlling

Abstract

This research is motivated by problems related to the management of village funds.The level of budget absorption and also management which continues to experiencepositive increases from year to year, but in terms of the accountability report, it hasnot carried out village financial administration properly. On the basis of theseproblems, this study aims to analyze and describe the accountability of village fundmanagement in Nglurup Village, Sampung District, Ponorogo Regency in 2019.The accountability theory in this study uses Ellwood in Mardiasmo (2009: 21) thatthe management of village funds must be based on honesty and accountability. law,process accountability, program accountability and policy accountability. Thisstudy uses a descriptive method with a qualitative approach. Research informantsusing purposive sampling technique. Data collection techniques using in-depthinterviews and documentation. The data analysis technique used is interactiveanalysis consisting of data collection, data condensation, data presentation andconclusion drawing. Abstract

This study aims to describe and analyze the factors that influence the delay indetermining the Village Revenue and Expenditure Budget. The type of researchused is qualitative research with the opinion theory of Subechan et al (2014) andNatalia Gradiana Aunsuni (2019). Indicators of factors that influence the delay indetermining the Village Revenue and Expenditure Budget are commitment factors,coordination factors, competency factors and infrastructure. Methods of datacollection are carried out through interviews, observation and documentation. Theresults showed that the delay in determining the Village Revenue and ExpenditureBudget that occurred in Wagir Lor Village, Ngebel District, Ponorogo Regency wasinfluenced by the Commitment of the Village Head and Village Consultative Bodywhich was still not optimal, the coordination of the Village Head with the Deviceswas not fully running well, the Competence of Village Officials showed some stilldo not understand their main duties and functions, the existence of Village OfficeFacilities and Infrastructure is an important factor in the activities of implementingVillage Government.Keywords: Commitment, Coordination, Competence, Infrastructure.

Abstract

The village government as the lowest layer of government directly facing thecommunity is required to hold an effective government and plan developmentwell.The obstacle faced by the village government in Sambi sub-district is the roleof the community in infrastructure development, the village government is lessexpert at compiling village documents.The method used in this study is descriptivequalitative by using the theory of policy implementation put forward by GoergeEdward III where variables that determine the effectiveness of implementation arecommunication, resources, disposition and bureaucratic structure.Theimplementation of village funds in infrastructure development in Sambi Subdistrict, on communication indicators has been good, where the village governmentheld a village development before village funds were implemented to buildinfrastructure. People give opinions in the musrenbangdes.Indicators of villagedevice resources in the village government need to receive guidance and directionin implementing this village fund.Human resources in the community are adequatebecause many people already have the title of S-1.Indicators of disposition includecommitment, nature of democracy, honesty, attitude of implementors have beenvery good in implementing village funds according to Perbup No. 84 of 2018 bycarrying out development and accountable administratively.IndikaktorBureaucratic structure in the formation of bureaucratic structure of village fundimplementation has not been in accordance with the toxic.Keywords: Implementation, Village Fund, Infrastructure
