Abstract

The research on flood-prone areas based on Geographic Information Systems (GIS) for disaster mitigation efforts is crucial due to the rapid and irregular development in the suburban areas, which leads to cities becoming prone to disasters. The objective of this study is to determine the extent of flood-prone areas through flood vulnerability mapping, in order to optimize flood impact mitigation efforts on Sustainable Agricultural Land in Palopo City. The research location is Palopo City. The research method used is the scoring and overlay method on 6 parameters for 5 categories of flood vulnerability. The analysis results of flood-prone areas in Palopo City show a flood vulnerability map with the following area classifications: vulnerable (16,725.33 ha), fairly safe (7,864.23 ha), moderately vulnerable (2,158.49 ha), safe (924.03 ha), and very vulnerable (71.92 ha). The generated map provides information about flood-prone areas to the Palopo City government, especially the Regional Disaster Management Agency and the Agriculture, Livestock, and Plantation Department of Palopo City

Abstract

Reclamation projects in Jakarta Bay, particularly on Islands C, D and G, have brought significant changes to the structure of coastal areas over the past decade. This study aims to analyze the spatial-temporal changes of the three islands using Google Earth satellite image data from 2014, 2019 and 2024 processed with Geographic Information System (GIS) software. The results of the analysis showed that in 2014 only Island D began to form with an area of 267.44 hectares, while Islands C and G were not yet visible. In 2019, the area of Island C reached 114 hectares, Island D 324 hectares, and Island G 21.37 hectares. By 2024, the area of Island C increased to 134 hectares, Island D to 319.19 hectares, while Island G decreased in area to only 1.37 hectares. This reclamation impacts land cover patterns, with open land turning into built-up areas and loss of mangrove vegetation around the islands. Environmental impacts include increased sedimentation, water quality degradation and risk of tidal flooding. In addition, there is a mismatch between reclamation management and sustainable spatial principles stipulated in DKI Jakarta's Regional Spatial Plan (RTRW). This research highlights the importance of more integrated and sustainable reclamation management. Recommendations include mangrove reforestation, reclamation waste management, and revision of spatial policies to support a balance between economic development and environmental conservation.

Abstract

Slum settlements remain a major issue in Donggala Regency. This includes residential areas with high economic potential but numerous environmental problems, such as in Wani 1 Village, Tanantovea District. The government’s handling efforts have not yet fully resolved the livability issues in the area. Therefore, this study aims to conduct a deeper assessment of settlement problems to formulate handling guidelines based on the conditions and levels of slum severity in Wani 1 Village. These guidelines are expected to serve as a reference for optimizing government efforts in addressing slum settlement problems. The research method used is quantitative with a descriptive approach. Based on the analysis and calculations, Wani 1 Village falls into the categories of moderate and light slum areas. The reduction in slum levels has been driven by government intervention programs initiated in 2017. This indicates an improvement in the quality of the area, particularly in basic infrastructure aspects such as the construction of neighborhood roads, drainage systems, individual sanitation facilities, and the provision of clean water. However, the handling efforts have not yet been fully optimized, as several unresolved issues remain. Therefore, the recommended handling direction for Wani 1 Village is to improve the quality of problematic aspects based on existing conditions, in order to organize and rehabilitate the area toward creating livable and non-slum settlements.

Abstract

The concept of smart tourism is commonly applied to cities or towns, which use information and communication technology (ICT) to improve efficiency, traveler experience, and tourism destination management. However, this concept is often considered less relevant for regional areas with different characteristics. In addition, tourism today is no longer focused on a single location, but rather encourages a trend of development based on inter-regional linkages. In Sarbagita, Denpasar and Badung's tourism GRDP is higher, supported by a smart city masterplan, while Gianyar and Tabanan do not yet have one. This research aims to describe regional linkages in smart tourism in the Sarbagita Region. Through a qualitative approach, this research makes the theoretical framework a guide to see inter-regional linkages in smart tourism. The findings are inter-regional linkages in smart tourism in the Sarbagita Region, at the level of strategy, planning, and tourism policy, there are indirect linkages through strategy and promotion. At the service development level, the role of the private sector supports linkages through e-ticketing, QR codes, and tour packages. Tourism promotion linkages can be seen in government initiatives, such as participation in tourism exhibitions and the Bali regional tourism website. Accessibility is adequate but still limited to the local level.

Abstract

The Gerakan Menuju 100 Smart City (Movement Toward 100 Smart Cities) is an initiative launched in 2017 by the Ministry of Communication and Informatics of the Republic of Indonesia to accelerate the implementation of the smart city concept in one hundred cities and regencies across the country. A smart city is an urban management concept that utilizes digital technology to improve the quality of public services. This concept promotes a more efficient and responsive government, which is realized through smart governance. This study selects Makassar City as a case study to measure the maturity level of smart governance, based on the city’s participation in the national smart city movement. The objective of this research is to evaluate the implementation of the smart city program, particularly in the aspect of smart governance. The maturity assessment in this study applies a mixed-method approach to provide findings that accurately reflect current conditions, emphasizing the maturity aspects of smart governance related to public service delivery. Overall, the maturity achievement of smart governance in public services in Makassar City is at the integrated level, indicating that service systems are well-integrated but still have room for improvement—especially in enhancing online public services and expanding sensor coverage within infrastructure components—to elevate Makassar’s maturity level to the next stage, namely smart.
