Abstract

The images in the mass media present a culture of mass that tends to be discriminatory against certain groups. Various mass cultures presented by the mass media construct a body that unilaterally imaged as the ideal body. The bodies presented by the media tend to represent races with white, straight-haired traits. The practice of mass media racism, makes us should re-question the role of the mass media who carry out the mandate to uphold the public interest. Racism is an example of how the mass media is more concerned with the market than the public interest. The ideal body construction that is represented in every opportunity such as advertising, film, soap operas, and ideal images are created to meet profit targets. The mass media must return to the basic principle for the common good, giving the same space of expression to the entire Indonesian blood spill.

Abstract

This article is meant to discus bureaucrate professionalism issue in national bureaucrate framework, particularly in university revitalization context. It was urgent to think how national discourse placed university proportionate with bureaucracy professionalism discourse and bureaucracy reformation in another side except as a post new order’s mandate. This became urge necessity to accelerate nasional development which based on human resource excalation. Thus, education bureaucracy affairs especially at the university level is emphasized in this article. By using descriptive method, the research took case in state universities in Jember region. The results showed that there was bureacracy professionalism discourse which had been interpreted differently at local and personal level. The interpretation developed into discussion and bureaucrate practices in social sphere which culturally formed whereas the social sphere could blur categories between status and roles that structurally tied individual bureaucrate.

Abstract

Persaudaraan Setia Hati Terate (PSHT) in applying the disciplinary practices of the body is inseparable from the roots to the Javanese tradition. The cultural root, become a ritual that must be passed by the students (siswa) to become citizens (warga) and they applied to any cultural spaces that are part of existence PSHT. In Suro, there is culmination of the ritual in PSHT that are part of the discipline include: body workout; mental; spiritual, and the consequences are intended to form the subjectivity of citizens. This research focuses on how the disciplinary bodies of PSHT can be formed in Jember cultural setting? This issue has become urgent in putting kejawen tradition that is part of the way PSHT articulating identity. The perspective used in this study is Foucault’s point of view, which focuses on power relations are structured through the practice of discourse. This study uses a discursive approach that put the subject on the space power that emerges from units of statements and events that organize how morality and knowledge driven.

Abstract

This research exercises the conceptual theoretical approach on public policy. Implementation and evaluation towards the outcome of the policy become one of the perspectives in observing the subject of this research. Data gathering will employ several methods such as observation, interview and FGD which will triangulated in order to retrieve valid data. Long term strategy that is used to overcome the problems faced by tobacco farmer was laid down in a form of Regional Law No 6 of 2008 which put a concern on Madura tobacco trading system. The implementation of this regional law faced many problems especially regarding the human resources. While other factors such as disposition and communication was done quite good and the bureaucratic structure was especially performed well. The flaw in resources factor leads to the lack of effectiveness, sufficiency, equality, receptiveness and accuracy which are used as an indicator for the successfulness in implementation of government policy in Pamekasan. In conclusion, the Regional Law No 6 of 2008 is still far from achieving its own designated goal which are building Maduran tobacco market that is honest, open and oriented towards tobacco farmers wellbeing.

Abstract

Broadcasting frequencies to produce television and radio stations among the social development of society. Many hunters feel the information and radio messages telelvisi only is the right of citizens who have high capital capital. People who are in the islands is far from informasi. Information spread society must be accommodated properly by the role of the broadcasting commission (especially the Indonesian Broadcasting Commission of East Java) as an autonomous body of regulation, so comes the equilibrium (balance) in the interaction between the individual or group -group man in public life. Broadcast content should be me-represent local culture, especially the culture of the people of East Java. The effort to keep the local culture from the onslaught of globalization is still serving or broadcast noble culture of East Java through the broadcast media for the next generation of Indonesia.

Abstract

Peasant today in neo-liberalism time is facing with land strengtening and agriculture labour sustainability. This article saw Sriharjo in agriculture area setting which is consider poor and observe significant transformation related to peasant values for their own land and opportunity shifting also labour problem. Young peasant in this context built narration of his susceptible, risk and position sustainability that saw state active role to encourage rural development in the sense of globalization and market openness which supply occupation opportunity in off-farm sector. Ethnography method is used as a frame to understand young peasant condition in struggling his ideas to sustain occupation scope especially due to cultural values changes of peasant society.
