Abstract

Farmer institutions as forums for farmer organizations have not yet functioned optimally. This study aims to examine and analyze the implementation of the Minister of Agriculture's Regulation Number 67 of 2016 on Farmer Institutional Development in Indonesia, specifically at the Plantation Service of West Java Province, as well as the factors that support or hinder its success. Using a descriptive qualitative method, the study reveals that communication remains suboptimal due to budget constraints and the large coverage area, while resources are inadequate due to a limited number of human resources (HR). However, the attitude or disposition is favorable, with tasks for regional facilitators or extension workers being clear and continuously implemented. The bureaucratic structure is well-organized, with facilitators providing counseling in accordance with Standard Operating Procedures (SOPs) and maintaining effective communication with farmers. Supporting factors include the quality of human resources, the commitment and support of central and local governments, and the enthusiasm and dedication of targeted farmer groups. On the other hand, challenges include the limited number of HR, the vast agricultural land area, the diverse ages of farmer group members, weak group organizational structures, budget constraints, insufficient facilities and infrastructure for facilitators, poor communication, and the mental attitudes of farmers. Overall, while the policy implementation is generally positive, it remains suboptimal and requires further improvement.

Abstract

This research aims to see how the implementation of non-cash basic food programmes and cash basic food programmes within the framework of policy networks. In addition, it also looks at the existence and existence of e-warong kube in the distribution of basic food programmes. The research method used is a qualitative method with data collection techniques of documentation studies, interviews and observations. The findings of this research are that the non-cash basic food programme is more optimal based on the seven dimensions in the policy network framework. In addition, e-warong kube is an empowerment target of the non-cash basic food program which is a major program benefit for the community, especially in terms of socio-economics. Whereas the cash grocery programme does not have an empowerment target.

Abstract

This study examines the implementation of the motor vehicle tax revenue policy in enhancing Regional Original Income (Pendapatan Asli Daerah/PAD) in the Province of Lampung, with a focus on the role of the Provincial Revenue Agency (Badan Pendapatan Daerah/Bapenda). The research investigates how effectively the policy has been applied, identifies the challenges faced in its implementation, and evaluates its impact on PAD. The study reveals that while the policy is well-structured, its implementation is still not fully optimal. The target group, which consists of vehicle owners, has not yet fully complied with tax obligations, leading to a gap in revenue generation. Despite the relatively conducive environmental factors and collaboration among related institutions, bureaucratic procedures and unresponsive staff remain key barriers to achieving the policy's objectives. Furthermore, there is a lack of public awareness regarding the importance of timely tax payments. This study emphasizes the need for improvements in public service quality, staff responsiveness, and taxpayer compliance to meet the set targets and ultimately increase the effectiveness of the policy in contributing to PAD. The findings provide valuable insights for policymakers and local government agencies to refine the implementation strategy and optimize tax revenue collection in the region.

Abstract

This study evaluates the performance of agricultural extension officers at the Food Security, Crop, and Horticulture Office of West Java Province in relation to the satisfaction of rice farmers in Majalengka Regency. Using a descriptive qualitative approach, the findings indicate that extension officers who provide accurate, responsive, and relevant technical information significantly enhance farmer satisfaction, despite challenges such as a limited number of officers, difficult access in remote areas, and insufficient attention to farmers' socioeconomic conditions. Key factors influencing satisfaction include accessibility, service frequency, and the relevance of extension materials, with farmers receiving regular services and personalized approaches reporting higher satisfaction and productivity increases of up to 20%. To improve service quality, the study recommends increasing the number of extension officers, ensuring equitable distribution, implementing continuous training, and adopting approaches that better address farmers' social and economic needs.

Abstract

Human resource development at the Regional Secretariat of Tanggamus Regency has not been optimally implemented by each section, as evidenced by the infrequent organization of training, seminars, and employee participation policies that are conducted in a simple manner without staged and continuous planning, even though these needs are urgent. This study uses a qualitative method, with data collection techniques including observation, interviews, and documentation, while data analysis techniques involve data reduction, data presentation, and conclusion drawing. The research results indicate that human resource development at the Regional Secretariat of Tanggamus Regency has been carried out through job rotations across departments to enhance experience and understanding of responsibilities, educational orientation training for employees in both formal and non-formal contexts, and leadership guidance aimed at improving employee performance, although such guidance has not been fully absorbed by some employees. Job rotation aids employees in understanding new responsibilities, while formal and non-formal training provides opportunities to enhance their competencies, yet leadership directions to employees still require improvement to be more effective. Therefore, leadership attention to human resource development through job rotation, training, and guidance needs to be enhanced and carefully re-planned to ensure that human resource development implementation significantly impacts employee performance improvement.

Abstract

The province of Lampung implements the Family Empowerment and Welfare Information System (SIPPK). The management of this system is based on the work programs of the PKK Mobilizing Team, aimed at facilitating online services for the team and emphasizing the importance of family empowerment and welfare programs. However, it is observed that the cadres face challenges due to inadequate equipment, limited work facilities, and unappealing communication methods, which hinder the implementation of family empowerment and welfare programs. This affects the cadres' performance in carrying out the PKK programs optimally. When the information system is not well implemented, the cadres struggle to identify or plan programs that meet community needs. They also face difficulties in gathering, mobilizing, and nurturing community potential, particularly families, leading to less effective implementation of PKK programs. This study aims to understand the implementation of the Family Empowerment and Welfare Information System and assess the performance of PKK cadres in Lampung province. Data was collected through observations, interviews, and documentation, and analyzed qualitatively. The results show that the implementation of the information system in Lampung faces challenges, such as the lack of supporting devices like laptops or projectors, which hinders effective communication and socialization. This leads to monotonous, less engaging communication and affects the cadres' performance in executing the Family Empowerment and Welfare Information System.

Abstract

The study titled "Implementation of the Main Duties and Functions of the Narcotics Investigation Unit of the Bandar Lampung Police" examines how this unit carries out its core responsibilities and what factors hinder their effectiveness. Using qualitative descriptive research, the study gathers data through interviews and document reviews to provide a detailed account of how the unit’s duties are executed in the field. Findings indicate that while the Narcotics Investigation Unit’s leadership aligns tasks with members’ backgrounds and skills according to policy, challenges remain in achieving full operational efficiency. Limited human resource capacity poses a significant barrier, requiring ongoing development for optimal performance. Hindrances include (1) occasional task mismatches with members’ roles, (2) assignments unrelated to primary duties, and (3) task overload and overlapping authorities, which can complicate task management within the unit.
