Abstract

Various challenges in the era of globalization, decentralization, and knowledge-based economy, and the advancement of information technology in the 21st century requires government institutions in the developed as well as developing countries to develop models of new public sector leadership. In this case, the issues of globalization, decentralization, and advances in information technology should be a major concern for government institutions in this century. Globalization of economic and social policies have led to the importance of having new capacity in response to a variety of opportunities related to the implications of international policy issues and interests of national development. One of the essential components of these issues is leadership in knowledge based public sector.

Abstract

Influence of Implementation of Fund of Society Enableness To Effectiveness of overcoming Poorness In Subdistrict of Bakauheni Regency Float the South archProblem of this research is : (1) What Implementation of Fund of Society Enableness have an effect on to Effectiveness of overcoming Poorness In Subdistrict of Bakauheni Regency Float the South arch, (2) How big influence of Implementation of Fund of Society Enableness to Effectiveness of overcoming Poorness In Subdistrict of Bakauheni Regency Float the South arch.Research Method which is according to researcher as according to this research method is use the this research type is explanatory survey. Research population as much 510 group of family of receiver of Implementation of Fund of Enableness of Regency Society Float the South arch. By utilizing formula opened by Riduan (2004:5) hence sum up the sampel determined by as much 60 people.Result of research indicate that there is Influence of Implementation of Fund of Society Enableness to Effectiveness of overcoming Poorness In Subdistrict of Bakauheni Regency Float the South arch, biggest influence from variable of maker of Implementation of Fund of Society Enableness that is organizational dimension of executor of equal to 69.72, while smallest dimension from variable of maker of Implementation of Fund of Society Enableness is ideal policy dimension that is equal to 64.86. contribution of Variable of Implementation of fund of society enableness to effectiveness of penanggulangan poorness be at the category enough. The mentioned happened by because Implementation of fund of society enableness conducted by not yet full according to rule which have been determined, so that uncommitt optimally.

Abstract

Globalization no longer be at the weir, advances in information technology have supported change in the mindset of a nation to always follow the changes and demands of developing physical and social environment. The success and failure of a nation in the conduct of administrative reform, has more or less influence on other nations that do not want to miss implement the concept.Faced with the changes in society that is more intelligent and increasingly more demanding, the necessary role of government in providing services is tremendously effective, efficient and professional. Currently the government as public servants should strive for minimizing the gap between the demands of public service with the government's ability to comply, because of limited facilities and existing infrastructure can not be used as justification for the low quality of service to the community. Independence and reliable ability of the government is a basic requirement in order to keep the maintenance of public confidence in the government to meet all the needs of the service.To realize that goal, there should be the arrangement of government bureaucracy in order to build an effective government performance, efficient, and professional. At least, the stigma of the poor convoluted bureaucracy at both central government and regional levels can be reduced.From the results of the application of principle study that reinventing government applied but not yet fully fit is the principle of Competitive Government, this principle is in line with the principles of aid effectiveness and efficiency, Eccountability and Professionalism in GoodGovernance. Then the principle of reinventing government applied but erred in its application is the principle Enterpriting Government, is consistent with the principles of Professionalism, Effectiveness and efficiency as well as Eccountability in GoodGovernance. As well as the Application of reinventing government that can not be implemented is the principle of Market Oriented Government. This principle is actually aligned denganParticipation, Effectiveness and efficiency in Good Governance..

Abstract

Public Works Department City of Bandar Lampung is one of Bandar Lampung city government organization that is required to be able to provide excellent service in the sense of satisfaction of society and eliminate sekicil possible disappointments. To meet it should be supported by elements of adequate management and considering the breadth of the strategic plan should be formulated. Because the human resources at the Department of Public Works Bandar Lampung is quite interesting because factors analyzed human resources is an important factor in an organization then with the writer trying to raise the issue of human resources that exist in the Public Works Department in Bandar Lampung.Penelitiaan aims to analyze the influence of resource planning Public Works Department of the city of Bandar Lampung to improving the quality of school buildings in the Public Works Department of the city of Bandar Lampung, as well as to analyze the most dominant factor that has a significant effect on improving the quality of school buildings in the Public Works Department in Bandar Lampung.The method used in this research survey method and sampling through random sampling as many as 33 people in the category LS sample population, staff of Department of Public Works and the city of Bandar Lampung Bandar Lampung City Government Employees. The data collection techniques through field studies included interviews, observations and kuosioner and literature study.The relationship indicates that increasing or decreasing influence human resource planning Public Works Department of the City of Bandar Lampung will be followed by the increase or decrease in the physical quality of the Public Works Department building in the city of Bandar Lampung.

Abstract

The purpose of this study is to analyze and describe the empowerment of citizens by local governments in the management of basic education. The method used in this study is a research method using a qualitative approach, a procedure that emphasizes research on the characteristics of natural background, the researcher as an instrument, while collecting data methods are deep interview, obsercation and documentations. The focus of research produces descriptive data in the form of the written and spoken word and analyzed inductively.The results showed that the Kendari municipal government has been trying to empower citizens by involving them in decision making related to the implementation of basic education management. Citizen empowerment is not optimal. Forms of citizen empowerment visible in activities (1) Regional Development Planning Meeting, (2) the School Committee, (3) The hearing in Parliament of Kendari and (4) Meeting at the Department of Education and Culture in Kendari City.

Abstract

In improving the performance of employees of organizations or institutions through several ways through increasing employee discipline and enhancing a good organizational culture. The purpose of this study was to determine and analyze the influence of organizational culture and work discipline on employee performance in the Lampung Regional Police.This study used a quantitative descriptive analysis design, with organizational culture and work discipline as independent variables and employee performance as the dependent variable. The sample used in the study amounted to 100 respondents with proportional random method (proportional random sampling). The analysis used was validity test, reliability test and multiple linear regression analysis.Based on the research results, it can be seen that: (1) The results of hypothesis testing partially show that organizational culture partially has a significant effect on employee performance in the Lampung Regional Police. (2) The results of the hypothesis test partially show that work discipline partially has a significant effect on employee performance in the Lampung Regional Police. (3) The simultaneous hypothesis test results show that the variables of organizational culture and work discipline simultaneously have a significant effect on employee performance in the Lampung Regional Police. While the results of the Determination Coefficient (R Square) are known to have a value of 0.671, meaning that organizational culture and work discipline have an influence of 67.1% on the performance of employees in the Lampung Regional Police.

Abstract

The problems faced by several developing countries today are reducing the amount of poverty and increasing the welfare of the community by using various methods, both through improving economic infrastructure such as building roads, bridges, markets and other facilities, as well as building the degree and participation of the community through improving education and health and - government programs in terms of improving community welfare. Law Number 52 of 2009 concerning population development and a Prosperous Family is a solid foundation in controlling the population and the development of Indonesian families towards a balanced growing population and creating a happy and prosperous small family.The focus and location of this research is on the Implementation of the Prosperous Family Program in Kampung KB, Sungai Cambai District, which aims to examine the implementation of the Prosperous Family program as well as knowing and analyzing the factors that influence policy implementation. With a phenomenological approach, using qualitative methods, the researcher concludes that policy implementation has been good but there is still something that needs to be improved. Inhibiting factors for implementing a prosperous family program include resources, the degree of change desired, the position of policy makers, program implementers and the resulting resources. Supporting factors for the successful implementation of the Prosperous Family program, including information on socialization to the community, explanations that are quite clear and understandable from officers and positive interest from the community
