Abstract

The prevailing regulations in regulating the implementation of technical seraca protocol are stipulated in Government Regulation No. 39 of 2018 concerning the Implementation of Law No. 9 of 2010 on Protocol. In the regulation regulates various technical implementation of protocol ranging from the layout of the venue, ceremony, respect, regulation of the protocol of state guests, government guests and guests of foreign state institutions, as well as the arrangement of visits and banquets. On the other hand, members of the protocol of the West Lampung Regency District Government still do not understand many rules governing the protocol itself, this often happens to the placement of the order of invited guests who have not complied with the applicable rules. This study aims to identify and analyze the Government Regulation Policy No. 39 of 2018 on Protocol and Communication in the Protocol and Communication Section of the Regional Secretariat of the Government of West Lampung Regency. The research method used in this study is qualitative data analysis. Where researchers jump directly into the field to obtain data from the beginning to the end of the study. The sources and types of data used are primary and secondary data. Data collection method by means of literature research, observation, interview, and documentation.Based on the data analysis that has been done, the implementation of Government Regulation No. 39 of 2018 on Protocol and Communication in the Protocol and Communication Section of the Regional Secretariat of West Lampung Regency has not gone well because there are still many protocol members who do not understand the rules governing protocol, Factors Inhibiting the Implementation of PP No. 39 of 2018 on the first protocol is still the lack of human resources with ASN status, Second, there are still many members of the protocol who have not followed the training of protocol either held by the Ministry Institutions or provincial government, Third, still lack of existing facilities and infrastructure.

Abstract

The problems in this study are: (1) How is the effectiveness of the implementation of the Regional Government Work Plan policy in Metro City?, (2) What are the factors that influence the effectiveness of the Regional Government Work Plan policy implementation in Metro City? This study uses a descriptive research method with a qualitative approach. It aims to find out the facts, symptoms or certain phenomena descriptively with data collection techniques in the form of document review and interviews using interview guide research instruments to several predetermined informants.The results showed that the implementation of the Regional Government Work Plan policy in Metro City was quite effective in terms of the right policy, the right implementation, the right target, the right environment and the right process. The supporting factors for the effectiveness of implementing the Regional Government Work Plan policies in Metro City come from communication and bureaucratic structure, and the inhibiting factors come from resources and dispositions in implementing the Regional Government Work Plans in Metro City.

Abstract

The procurement of goods and services is part of the management of state finances so that good governance arrangements are needed in accordance with Good Governance. The procurement of goods and services also plays an important role in the implementation of development both nationally and regionally in order to improve public services. This research was conducted using qualitative methods and data obtained by means of observation and interviews with twenty informants who are involved in the procurement of goods and services. Data were analyzed by reducing data, presenting data, interpreting and drawing conclusions.The results obtained are that the COVID-19 pandemic has greatly affected the procurement of goods and services, especially in terms of the budget which resulted in the failure of the procurement of goods and services in the first semester. In terms of applying the principles of Good Governance, the results show that in general the process of procurement of goods and services at the Department of Housing and Settlement Areas of Metro City has implemented the principles of Good Governance, it's just that there are some principles that cannot be applied optimally. For this reason, so that the application of the principles of Good Governance can be applied as a whole and maximally, it requires serious effort or determination from the power holder or office holder to eliminate interests that can interfere with the process of procuring goods and services to the government.

Abstract

This study analyzes the effect of coaching and socialization on the success of the family planning program in the Pesisir Barat regency. This research was conducted with the aim of providing an overview of the success of the Family Planning Program in the midst of the Covid 19 Pandemic by using coaching and socialization methods that prioritize the use of technology to avoid crowds in accordance with health protocols and to provide answers to the formulation of existing problems. The author uses the theory of multiple linear regression because the independent variables consist of more than one. And that is directed to reveal the influence between the independent and dependent variables and test the significance of the influence between these variables. Thus it will be known to what extent the influence of the independent variables on the dependent variable.This research was conducted using quantitative research, with a quantitative descriptive approach / case study. Data collection in this study was obtained from questionnaires in Pesisir Tengah District in Pesisir Barat Regency.The result of the research is that the success of the Family Planning program during the Covid 19 Pandemic was influenced by coaching and socialization using online methods such as whatsapp groups and the operation of the Information Car. However, the frequency of coaching and socialization needs more attention because there is a very large influence on the decline in the success of the Family Planning Program during the Covid 19 Pandemic, so it is necessary to add both creativity to the use of animation in WhatsApp groups or additional budget for socialization using an Information car.

Abstract

The problems faced in the Protocol Section are that there are still some employees who do not understand the assigned tasks, the low responsibility of employees in completing tasks and employee discipline in the Protocol Section is still not effective. The two elements of these variables have an impact on not optimal employee performance. Based on these problems, the problems in this study are: (1) Is there an effect of discipline on employee performance in the Protocol and Communication Section of the Bandar Lampung City Leadership? (2) Is there an effect of work ability on employee performance in the Protocol and Communication Section of the Bandar Lampung City Leadership? (3) Is there any influence of discipline and work ability on employee performance in the Protocol and Communication Section of the Bandar Lampung City Leadership?The purpose of this study was to determine, analyze and explain the effect of discipline and work ability on employee performance in the Protocol and Communication Section of the Bandar Lampung City Leadership, either partially or simultaneously.This study uses descriptive methods and quantitative approaches with product moment analysis tools and multiple linear regression.The results of testing the relationship between discipline and employee performance obtained t count of 9,396. Furthermore, the relationship between work ability and employee performance obtained t count of 5.614. Testing simultaneously or collectively, the calculated F statistical results are 89,419. It is concluded that this study found a significant influence both partially and simultaneously between Discipline and Work Ability on Employee Performance in the Protocol and Communication Section of the Bandar Lampung City Leadership.

Abstract

Satuan Polisi Pamong Praja (Satpol PP) of Lampung Province with governor regulation No. 45 of 2020 conducts socialization so that the public can immediately know this so that it can comply. Ethics is considered to refer to two things, namely first, ethics with regard to disciplines that study the values embraced by man and his justification and in this case ethics is one of the branches of philosophy. Second, ethics is the subject matter in the discipline itself, namely the values of life and the laws that govern human behavior, morals.The results showed that: Ethics plays a role for members of the Satuan Polisi  Pamong Praja Lampung Province in carrying out socialization. This result shows that if the Member applies good ethics and in accordance with the procedures set forth in the socialization of Governor Regulation No. 45 of 2020 concerning Guidelines for Adaptation of New Habits towards Productive and Safe Society corona virus disease 2019 (Covid-19), these aspects include external aspects and internal aspects, as well as implementing services to the community and effective and efficient management. These results show that the role of ethics in socializing is very influential to members and the community.

Abstract

The essence of local government in an area is to provide services to the community both in terms of quality and quantity, which means that the government as a public servant is required to "perform" well so that it has an impact on increasing community satisfaction. The purpose of this study was to analyze the effect of tangibles, reliability, responsiveness, assurance and empathy on public satisfaction at the Menggala District Office, Tulang Bawang Regency, either partially or simultaneously . The data collection techniques in this study were observation, questionnaires and documentation. The population in this study amounted to 58 people. The research method uses associative descriptive method. In this study the authors used qualitative and quantitative data analysis.In general, the results of this research are as follows: 1) Tangibles have a positive effect on public satisfaction at the Menggala District Office, Tulang Bawang Regency, 2) Reliability has a positive effect on public satisfaction at the Menggala District Office, Tulang Bawang Regency, 3) Responsiveness has a positive effect on public satisfaction at the Menggala District Office, Tulang Bawang Regency, 4) Assurance has a positive effect on public satisfaction at the Menggala District Office, Tulang Bawang Regency, 5) Empathy has a positive effect on public satisfaction at the Office Menggala District, Tulang Bawang Regency and 6) Tangibles, reliability, responsiveness, assurance and empathy together have a positive effect on public satisfaction at the Menggala District Office, Tulang Bawang Regency.
