Abstract

The research is entitled “information management model towards connected government in Yogyakarta Special Province (Pemda DIY)”. The aim of the research is recommend the information model towards connected government concept in Pemda DIY. The study used a qualitative approach and soft system methogology (SSM). While data collection techniques used were depth interviews, observation, and foccus group discussion. The results indicate that information management in Pemda DIY govern sectoral each element and independently. Abstract

Indonesia is a democratic country. Therefore, Indonesia conducts periodic general election every five years since 1955. Indonesia has variety/difersity of culture . That one gives different attitude toward democracy both as a system or as an ideology. One of the attitude is the expression of a rejection against democracy. One of organizations/groups rejecting democracy is Hizb Tahrir Indonesia (HTI). It articulates its rejection to democracy through online media (website). This research tries to find frames on HTI’s websites regarding discourse of democracy. Method of this study is qualitative-content analysis, using agenda setting theory at the second level (level frame). In looking for news, this research used key words: “pemilihan umum/general election”, “demokrasi/democracy”. The result finds four (4) main frames in its websites: (1) the frame of democracy as a tool of capitalism and colonialism; (2) Frame of Indonesian government as an colonialist’s cat’s paw; (3) frame of democracy as a shield of non-Muslims; (4). frame of democracy as a system that make people in misery. In this study, researcher doesn’t dealt with interesting topics because of the limitations of the method/tool used. Therefore, for further studies, it needs to deepen this issue. Coverage of research should not be limited to only HTI but other muslim organizations.Keywords: Frame; Hizbut Tahrir Indonesia; fundamentalist; discourse; democracy.

Abstract

Demands for the establishment of good governance, accountability and transparency prompted the government for constantly making improvements and changes to create good governance, with the development of e-government. As a facilitator e-governmen’ success key, ICT assets would have to be managed effectively in order to be utilized optimally. Therefore, it is deemed necessary to conduct asset inventory study of ICT in the Ministry of Communications and Information Technology. The study was conducted quantitatively through a survey of person in charge in IT at 64 work units. The finding indicate that conditions in the dimension of ICT is still weak in policies, institutions and risks. As a recommendation, it takes the policy, strategy and leadership commitment to optimize ICT assets from the planning stage to the stage of extermination.Keywords: asset, e-government, inventory, ICT

Abstract

This research describe legal aspect of corporate actions such as merger, consolidation and acquisition of telecommunication operators who are utilizing radio frequency spectrum in Indonesia. Telco operators’ corporate actions should be carried out to enable utilization of radio frequency spectrum efficiently and effectively. Radio frequency spectrum utilization effectively and efficiently conducted through legal enforcement of single preserence policy on telecommunication sector (single ownership) whereas only one party would be the controlling shareholder in 1 (one) legal entity of telco provider. This legal enforcement is one way to restructure the telecommunication industry to achieve an ideal structure. The implementation of law of single preserence policy on telecommunication sector should oblige to other law and regulations pertinent to corporate laws, telecommunication laws and anti monopoly law.Keywords: corporate actions, single preserence policy on telecommunication sector, radio frequency spectrum, anti monopoly law

Abstract

The study on Digital Citizenship Safety among Children and Adolescents in Indonesia aims to provide vital knowledge on how children and adolescents in Indonesia use social media and digital technology, and why they use those communication channels as well as the potential risks they might face in doing so. The data collection process of the policy research had been carried out in two years, from 2011 to 2012. Results of the study are expected to guide future policies to protect the rights of children to access information and, and at the same time, to share information and express their views or ideas in digital safety. For this, a randomized sample of children and adolescents aged 10-19 (400 in total) was taken spread across the country and spanning a mixture of urban and rural areas. The study finds that social and digital media use is an integral and growing part of the everyday life of young Indonesians. Almost all of the children and adolescents surveyed know about the Internet and most of them are Internet users. For those who are not Internet users, the number is very small. the most common reasons given are that they do not have the equipment or infrastructure to access the Internet or that they are forbidden by their parents to do so. Children and adolescents tend to use personal computers to access internet at internet cafes/vendors and school computer laboratories; laptops at home; and – above all – mobile phones or smartphones during their daily activities. They have three key motivations to access the Internet: to seek information, to connect to friends (old and new) and to be entertained. Their search for information is often driven by school assignments, while their use of social media and entertainment content is driven by their personal preference. The vast majority of their communication is with their peers, followed by their teachers, and that their communication with family members on the Internet is fairly insignificant.Keywords: Adolescent, Children, Digital citizenship, Digital media

Abstract

Inilah.com website through a caricature illustrates how the Supreme Judge ran out of Constitutional Court which is being ravaged by the mass. Caricature entitled ‘Hukum Rimba di Mahkamah Konstitusi’ describes how the attitude of the Constitutional Court judges face the aggressive behavior a group of people. Although shape of a caricature, this image is a communication message that a reflection of the media attitude. In this article, the authors use Ronald Barthes model of semiotics, with connotation and denotation model of as the key analysis. In denotation exposure, this caricature depict women and men ran away from the collapse building. The woman in figure using verbal words that read ‘hukum di negeri ini sedang sakit, malah tambah diinjak-injak’. The other male figure, described was watching from a distance, He uttered the phrase verbal ‘sungguh memprihatinkan’. There is also a building reads ‘ Constitutional Court ‘ that almost collapsed stepped on the foot of a giant , black -legged and furry. Reads ’hukum rimba’. Sword and scales lying In front of the building ‘Constitutional Court’. While in connotation, raises critical toward the Constitutional Court is considered too scared to mass attitudes.
