IP (Indonesian Perspective) is a scholarly journal published by the Department of International Relations, Diponegoro University. Appears two volumes a year, the journal covers broad subject areas ranging from international politics, global security, global political economy, diplomacy and foreign policy, transnational relations, to theoretical debates concerning contemporary global challenges. The name ‘Indonesian Perspective’ implies that all article submissions must meet requirement to connect their analysis to Indonesia foreign relations, either how Indonesia perceives global politics or how global politics affects Indonesia.

Abstract

It is undeniable that media is mostly used as a propaganda tool of the political elite to achieve the national interest of its country. This research identifies and explains the establishment of CNN Indonesia in making public opinion as one of the extensions on CNN International regarding the Kim Jong Un and Donald Trump Summit in Singapore in 2018. This research utilized: agenda-setting, priming and framing theory to find out the detail process of forming public opinion by CNN Indonesia. This research also utilizes qualitative research methods based on Robert E. Stake’s explanation. The finding suggests that CNN Indonesia, through its agenda-setting, was able to make the summit has an urgency to be discussed in public. Its priming is able to increasing awareness of the importance of denuclearization and world peace which has been Indonesa’s foreign policy agenda. Through its framing, CNN Indonesia attempted to construct public opinion that the United States able to utilize its super power label in order to perquisite many parties, namely creating the world peace.

Abstract

In the history of Indonesia’s foreign policy, there are often differences in attitudes between the Ministry of Foreign Affairs and the Ministry of Defense in responding to international issues. The Ministry of Defense seems to act unilaterally and pays little attention to the Ministry of Foreign Affairs in expressing attitudes and views regarding Indonesia’s foreign policy. There are disagreements between two ministries that cause polemics and pros and cons in government circles which eventually evaporate in public space. This paper analyzes the lack of synergy between the Ministry of Defense and the Ministry of Foreign Affairs in addressing international problems, which seem to work independently. This paper argues that a one-door policy in Indonesian foreign policy is needed, where the Ministry of Foreign Affairs must be positioned as the only door in the formulation and implementation of foreign policy, which the Ministry of Defense must submit to and comply with and synergy with the Ministry of Foreign Affairs in foreign policy issues.

Abstract

This article aims to analyze the selective policy adopted by Indonesian immigration towards foreigners from calling visa countries. Through a qualitative research method with a descriptive analysis approach and the framework of concept of foreign policy decision making and national interests, it can be explained how the implementation of Indonesian immigration selective policy and the determination of vulnerable countries so they can be categorized in to calling visa countries. The author also seeks to provide an analysis of the anomalies in determining countries that are categorized as calling visa countries. The application of selective policy applied by the Indonesian government through the issuance of visiting permits, supervision, and immigration administrative actions against any foreigner. It is implemented more stringently and through a multi-layered process towards foreigners from calling visa countries.

Abstract

Indonesia’s strategic agenda to become the Global Maritime Fulcrum creates the discourse related to its existence in the context of maritime security in Southeast Asia. The emergence of Indonesia’s political realism to maintain the sovereignty of its waters has fueled various maritime insecurity problems that have occurred in Indonesian waters so far. Drawing from abovementioned context, this paper provides an analysis related to the various dynamics, challenges and issues of maritime security in Southeast Asia that surrounds Indonesia’s Global Maritime Fulcrum. Using traditional and non-traditional security study approaches in understanding maritime security, this paper examines various maritime insecurity issues faced by Indonesia, especially in the context of the Global Maritime Fulcrum agenda.

Abstract

Artikel ini membahas buku berjudul 'Sanksi Ekonomi: Tinjauan Politik dan Diplomasi Internasional yang ditulis Mohamad Rosyidin dan Elpeni Fitrah. Buku ini sangat komprehensif, terstruktur dan sistematis. Hal tersebut tersurat dari komposisi buku yang disusun. Para penulis membaginya kedalam dua bagian utama. Bagian pertama, para penulis berfokus menjabarkan tentang sanksi ekonomi dalam tataran perspektif teoritis dan bagian kedua, memberikan fokus bahasannya pada beberapa studi kasus penerapan sanksi ekonomi. Inilah yang membuat para pembaca buku ini menjadi lebih paham terkait sanksi ekonomi. Pemahaman ini tercuat karena tidak hanya sekedar dibahas pada tataran teoritis, juga menjadi lebih paham pada beberapa studi kasus secara faktual. Pembabakan seperti ini memberikan pemahaman lebih jelas kepada para akademisi HI memandang sanksi ekonomi ke dalam beberapa perspektif HI, oleh karenanya menjadi penjelas sekaligus pembeda bagaimana beberapa perspektif HI memandang satu fenomena yaitu sanksi ekonomi. Hadirnya beberapa contoh kasus dalam bab buku ini mengindikasikan pula kekuatannya, dengan kata lain, pembaca dihadapkan langsung ke dalam penerapan perspektif HI, keberhasilan/kegagalan serta dilema yang dihadapi dalam penerapan sanksi ekonomi.

Abstract

This paper seeks to explain the implementation of the ASEAN Consensus 2017 on the issue of migrant workers’ protection. Entikong was chosen as a research object because of its position as Indonesia’s border gate that distributes migrant workers to Malaysia. The problem of migrant workers still an obstacle to ASEAN member states. The consensus brings a new hope towards a better protection on the issue of migrant workers. Nevertheless, Indonesia has been struggling with the cases of migrant workers. This paper employs the concept of multilevel governance and human security. We argue that at the national and local level, the implementation was quite good. There were some different understandings regarding the consensus. Local government or vertical institution in the region was not well informed about the document, but their acts on the issue of migrant workers were implementing the spirit of the consensus. On the international level, Indonesia also participated in conducting an action plan on the implementation of ASEAN Consensus and promoted other ASEAN members to create a legally binding instrument on the issue of migrant workers protection in Southeast Asia.
