Abstract

According to AIAT vision and mission, AIAT should be able to develop localspecific alternative package of agriculture technology. This study has been conducted toevaluate the performance of dissemination which has been done by AIAT, especially for theintegration technology livestock (goat) with coffee crop. This evaluation were conducted byinterviewing stakeholder and beneficiaries start from provincial level, district, sub districtlevel, and the end at farmer group. Result of evaluation showed performance of disseminationactivities has been done properly by AIAT, especially at provincial and district level. But atfarmer group especially at target group or target area outside of farmer cooperator not yet wasdone maximally. Dissemination should be emphasized for the target group or target areasimmediately after package of technology described, through some ways of disseminationmethods. Based on SWOT analysis, there are strong opportunity to develop farmer coffeeplantation, because productivity and efficiency of farmer coffee are still low.

Abstract

Irrigation resource becomes more and more scarce. Apparently government hasn’tfund enough to finance operation and maintenance of irrigation system. Farmers are expectedto manage cost of operation and maintenance.The research is intended to show farmers’ response to water pricing and IPAIR thatinfluence the cropping pattern and income. Furthermore, Subak is expected to have capabilityto guarantee self financing, assignment and incentive system that are conform to theircapabilities.Data used in the research were obtained from a survey conducted at Subak Tegan inKapal, Badung District. The survey was done in three planting – July-October 1998;November 1998-February 1999; and March-Juny 1999. The cropping pattern in Subak Teganwas rice-rice-peanut and soybean. There were 56 farmers interviewed in the survey. The datawas analyzed by LINDO (Linear , Interactive and Discrete Optimizer).The results show that in condition of water price and IPAIR, maximum net income ofSubak Tegan decrease 0,26%-1,32% of first condition (non-water pricing and IPAIR). In thisresearch, Subak Tegan was assumed that it paid for IPAIR 100% (Rp 154.000,00/ha per yearand Rp 51.333,33/ha per planting season). The shadow price of water is zero. It means thatwater price belongs to be cheap. The price of rice and soybean (objective coefficient ranges)can rise, but peanut can’t. The product of rice and soybean (righthand side ranges) rise2.871,43 kg/ha for the first season, 2.873,21 kg/ha for the second and 1.028,22 kg/ha for thethird.The research concludes that the appropriate cropping pattern in Subak Tegan is ricerice-soybean. It is also recommended that the standard formulation of water pricing andIPAIR are very significant to create full autonomy of subak. They must conform to farmers’capability and irrigation system condition.

Abstract

This policy research focuses on exploring the factors that attract foreign tourists tovisit Bali and to discuss its implications on planning of Bali as a tourism destination. At themoment the tourism development planning is mainly based on the supply side, that is theresources available in the region. However, due to the increase of competition and thedemanding tourists more comprehensive planning base involving the demand side, i.e.expectations of the visitors are becoming of equally important for the success of the tourismplanning itself.A survey was conducted and 505 visitors from the main tourist generating countrieswho visited Bali during peak and low season visit in 2005 participated the survey. Therespondent were randomly selected when they were at the waiting room at the Ngurah RaiAirport before leaving the country. The factor analysis successfully explored 8 factors thatattract foreign visitors to visit Bali, e.i. (1) Reasonable price of tourism products, (2)Cultural attractions, (3) Beach attractions, (4) Convenience traveling, (5) Relaxingenvironment, (6) Image of Bali as a tourist destination, (7) Natural beauty, and (8)Hospitality of local people.Based on the research findings, it is strongly recommended that in developing Balias a world class tourist destination, the tourism planner should consider those factors in theplanning process in order to better serve the more demanding tourists and the increase ofcompetition among tourist destinations.

Abstract

Highly government intervention caused crucial Indonesian sugar market structure.This condition stimulated low productivity, high cost economy, increasing in sugar price andimported sugar. Increased sugar import either legal or illegal must be concerned becauseinternational sugar market is thin market and also sugar industry is capital intensive, moreover in the beginning of trade liberalization. One of the methods for eliminating importedsugar namely to identified sugar industry efficiency especially carbonatization sugar industryusing Data Envelopment Analysis (DEA).DEA calculates relative efficiency to peer unit namely sugar factories in which havehighly efficiency score. There are three sugar factories, using carbonatization process, havelowly efficiency score and need input multiplier or reallocation in using input from peer unit.

Abstract

The consumption of pork in Java island approximately 194.O68 pigs in 2017, whereas the number of production of the pigs in this island only 133.794. This lackness of the supplement of 60.274 pigs shows the excessive amount of pork consumption in this island, therefore this will create a huge chance for pig breeders in Java island to develop their farms. This observation aimed to find out the strength, weakness, opportunity, and also thread factors related with the pig farming in Getasan district and to decide the appropriate strategy to be applied according to the analysis results. In this observation, the writer used the analysis of internal and external factors, SWOT analysis and QSPM to determine the strategy. As the result of the analysis there are 9 strategies, with the main strategy is increasing the production capacity in order to fulfill the market demanding with the total value 5.961.

Abstract

Free trade policy which is hope could avoid scarcity of fertilizer, at the end wascausing the condition of fertilizer scarcity. This condition push the government to replied thepolicy of urea control distribution. This research has an objective to evaluate the impact ofthese policy to marketing efficiency and fertilizer supply. Data and information was gatheredby using Rapid Rural Appraisal Method in some level of respondent in Kabupaten Subangand Garut on February 2001. The data was analysed by using description method with crosstabulation. The result of these analysis showed that the impact of urea control distributiongovernment supply with small variants of price. In the other way, for producer and tradersthis policy was give disincentive to them, but on the other hand their marketing systems quiteefficient. We still found some weakness factor which is caused the minimum function ofdealers/distributors, this all caused by unfairness between them. The indicate analysisshowed that comparable fertilizer use was not applied yet. To create sustainability infertilizer distribution, the unfairness should be eliminate. To control the price of fertilizercould be done as follows: (1) to push raw material price. In this case natural gases; (2) Todelete the obligation of Pusri in using storage in the Pusri fertilizer port; (3) to suggest valueadded tax 10 percent in fertilizer selling process, by this scenario we assumed that it willhelp them to use comparable fertilizer so the extension to farmer will keep continue.

Abstract

Empowerment through participatory strategic of peasant were important keywords in ruralagriculture development program. Participatory was a strategic approach to make ruralpeasant empowerment. Empowerment is a target and participatory are the tools of integrationmaize livestock. With that program, the peasant can do breeder selection; IB technology;organic fertilizer; handle livestock feed problem; etc. Usefully of peasant participatory wasmade them to be empowerment and handled marginal agro ecosystem farming problem.Maize-livestock integration is a program making dry farming become potential to increase thebreeder farming earnings, and done this program what good and the correctness can increasemaize product, diversification crops, and improvement household income.
