Abstract

Infrastructure is one of the important factors necessary to promote the economic development of a State. The progress of a country synonymous with the availability of adequate infrastructure development across the region so that socio‐economic progress can be felt fully by all levels of society. Indonesia's infrastructure impropriety caused by the relatively low investment in infrastructure sector. In addition, the persistence of the gap magnitude and quality of infrastructure investment flows are very prominent among the areas in Indonesia is another problem faced. Inhibition of development of infrastructure sector so far due to limitations on the government. Funds needed to build this sector is quite large, while the government should also allocate funds for development purposes in the areas other. To overcome this, the government should embrace other parties who have interests in infrastructure development. Public‐private partnership scheme which has been developed by the government during these should be implemented more seriously, considering that this scheme is one way out for the government to overcome budget limitations.

Abstract

In order to grow and develop traditional market, the market management should be comfortable to the counsuers’ traditional market satisfied. Trading in traditional market highly depends on their services in which a better facility should be made in order to increase customers. This study aims to distinguish between traditional and moderen market, with using the comparatble by strength and weakness of both market. The facts showed that the moderen market grown rapidly, while traditional market in stagnant. This mean, market traditional is likely without improved for long time. It needs a clear and strict regulation from government for empowering traditional market to grow and similar with moderen market in order to make harmony in mutual needs, mutual strengthening as well as mutual benefits.

Abstract

The ministry of Agriculture has launched the Strategic Plan (Renstra) in 2010‐2014 to achieve food self‐sufficiency. One of the targets aims to increase the beef production to reach 550 thousand tonnes by 2014. It will be done to continue the availability of beef. However, its efforts to achieve the goal of beef self‐sufficiency must be supported by increased the number of livestocks. This paper discussed the policy of beef self‐sufficiency and the solution how to reach the self‐sufficiency based on the 2010’ Renstra.

Abstract

Indonesia is the second largest rubber producer in the world in which along with Thailand and Malaysia, the market share is about 70%. With the increasing of world demand for rubber planting, Indonesia is the high potential to become the country's first largest rubber producer in the world. However, although Indonesia has the largest rubber plantation area,hers quality and productivity below those 2 countries. This analysis using the Method Revealed Comparative Advantage (RCA), Acceleration Ratio (AR), and Trade Specialization Index (TSI) which hd found that rubber from Indonesia, mostly a raw natural rubber (HS 4001 and 4003), while the other products do not have a competitive advantage. Therefore, it is necessary to increase the productivity and efficiency through the expansion of planting areas, new planting trees, and the using clones superior rubber. In addition, it is necessary to develop the rubber processing industry, to gain added value both for industry in order to reach the welfare of the society.

Abstract

State Budget (APBN) becomes the main instrument of the government to manage the income and spending of the country to reach welfare’s people. Therefore it needs join understanding between parliament and government in order to implement 'checks and balances' to the effective, and efficient. This is due the instrument of welfare like the budget funds for education still low, altaough the budget reachedf 20% to total budget based as mandated by the Constitution. This study aims to explore the constitutional mandate for education budget, in which this study shows that, basically, the state has able to allocate 20% for education sector as seen from the trend of increasing state revenue. However, this trend likely is always accompanied by the increase in spending that is resulted by a deficit budget policy. Therefore, DPR and the government needs a commitment to prioritise the budget each year through budget planning, controlling and accountability in the use of the budget of education.

Abstract

In the period of 1970‐1996 the poor in Indonesia was reduced, but the monetary crisis in 1997 had increased due to the declining of economic growth. The purpose of this study is to analyze the economic growth that influence poverty in Indonesia. The time regression analysis showed the effect of economic growth to the unemployment and poverty in Indonesia. It is also shown that there was significant positive relations between GDP and poverty rate, but it was negative and significant relation between government expenditure (GE) and poverty. Therefore, government expenditure (GE) should be increased because of is associated with the reduction of poverty in Indonesia.
