Abstract

The Riau Islands are one of the provinces contributing to malaria cases in Indonesia, with a cumulative total of 245 malaria cases in 2024 spread across districts/cities. Through Minister of Health Regulation No. 22 of 2022 concerning Malaria Control, the Riau Islands have a benchmark for creating malaria treatment and control programs. This study aims to examine the effectiveness of local government policies in managing and controlling malaria cases in the Riau Islands Province. This study uses a descriptive qualitative approach with data collection using primary and secondary data, which is then analyzed narratively. This study uses the policy effectiveness theory proposed by Nugroho as an analytical tool through five indicators, namely appropriate policy, appropriate implementation, appropriate target, appropriate environment, and appropriate process. The results of the study show that the Riau Islands provincial government still faces many obstacles in managing malaria cases, so that policy implementation is still ineffective. This also has an impact on the slow process of achieving malaria elimination in the Riau Islands.

Abstract

Urban waste management in Depok faces increasing challenges due to rapid population growth and inadequate infrastructure, with waste production estimated to reach 70 million tons nationally by 2025. This requires innovation in local governance technology and socio-economic realities. This review synthesizes the literature on policy coherence, community participation, and the adoption of Smart Waste Management Systems (SWMS), the Internet of Things (IoT), and artificial intelligence applications. Findings indicate that although digital tools and smart technologies offer the potential for increased efficiency, their integration is still limited by deficiencies in infrastructure, data governance, and institutional coordination. Studies emphasize the crucial role of community-based initiatives and participatory governance in achieving sustainable outcomes, particularly through education and public awareness programs that promote the 3R (Reduce, Reuse, Recycle) principles. Economic analysis also highlights opportunities in waste-to-energy conversion technologies and waste-to-fuel systems to support financial sustainability. However, socioeconomic inequality and limited inclusion of marginalized communities hinder equitable implementation. This review concludes that Depok's success in waste management depends on harmonizing technological advances with inclusive governance, consistent long-term policies, and community empowerment. Therefore, theoretical contributions through a multifaceted approach that combines innovation, regulation, and social engagement are essential to building a resilient, sustainable, and equitable urban waste management system that can adapt to future environmental challenges.

Abstract

The government supports discrimination against feminism based on Jakarta Governor Regulation No. 2 of 2025, which regulates the procedure for granting polygamy permits to civil servants (PNS), has caused controversy because it is considered unfair to women. This study aims to critically analyze discrimination against women in regulations through a critical feminist and gender justice ethics approach. The results show that procedures such as the first wife's consent are symbolic and do not reflect a balanced power relationship, while the religious justification used ignores the principle of justice in maqashid al-shariah. It is concluded that the Governor Regulation risks perpetuating male dominance in the state structure and weakening the position of women as legal subjects. This study contributes to public policy and gender studies by placing the governor's regulation as empirical evidence rather than the main analytical source, showing that gender inequality in bureaucratic policy is rooted in structural and ideological governance frameworks. These findings offer an analytical contribution that can be applied to assess gender justice in state regulations beyond the specific case analyzed. Therefore, this study recommends that such policies be evaluated through a more participatory and gender-justice-based approach, and encourages the formulation of public regulations that prioritize the protection and equality of women's rights in the bureaucracy.

Abstract

This research examines the influence of Perceived Organizational Support (POS) on Perceived Organizational Politics (POP), and the mediating role of Public Service Motivation (PSM) on this relationship. An online survey was administered to 85 employees of the Department of Health Zamboanga Peninsula - Center for Health Development in Zamboanga City. The collected data were analyzed using Pearson’s correlation and mediation analyses in Jamovi. The results showed that, while the direct relationship between POS and POP was weak and non-significant, PSM was positively correlated with both constructs. The mediation analysis revealed that PSM acted as a suppressor variable, counteracting the negative effect of POS on POP, indicating that POS paradoxically heightened employees’ sensitivity to organizational politics. Although the findings were limited by sample size and homogeneity, they provided critical insights into employee perceptions in public sector organizations. The results offered a nuanced view of the conventional relationship between POS and POP as opposites along a single continuum; instead, a parallel relationship is possible, especially for employees with high PSM.

Abstract

Safety Stock is a concept that emphasizes the importance of inventory owned by a company. Safety Stock addresses the inventory prepared by a company to prevent inventory shortages when market demand is unstable. Therefore, this article aims to classify, identify scientific publications, and conduct a thematic analysis of current literature to create an extensive and detailed understanding of the field of Safety Stock. The research method used by researchers is a Systematic Mapping Study (SMS) to examine scientific publications in the field of Safety Stock produced based on the focus and type of research over time. The results of this study resulted in the categorization and quantification of Safety Stock studies in various dimensions as well as an overview of current research topics and trends.
