Abstract

Public programs must be managed with the aim of achieving desired results. As a poverty alleviation program that has been running in Indonesia, the Program Keluarga Harapan (PKH) has a policy direction not only to ensure that assistance is right on target but also to eradicate poverty with the target result being empowered and prosperous. A study of program implementation performance can describe the failure or success of implementing a policy. This research aims to analyze the performance of the implementation of the PKH in Jember Regency. Analysis using the performance measurement framework by Cole and Parston (2006) includes policy input, processes, policy output, and policy outcome policy. Then, assess the quality of policy output using policy output aspects from Randall B. Ripley including access, coverage, frequency, bias, timeliness of services, accountability, and suitability of programs to needs. The research method used is a descriptive qualitative approach. Data analysis uses interactive data analysis. The research results show that there are weaknesses in the dimensions processes which results in implementation not going well. Validation and Verification Activities for Prospective beneficiaries are carried out by system without going through field verification by facilitator. The beneficiaries Verification activity was not carried out due to the matching of social assistance data with population data and education data. The activity of updating beneficiaries data did not run optimally due to a poor coordination process between facilitator and the Village Government. However, an assessment of the quality of policy output shows high performance. Of the seven aspects reviewed, there were two aspects that showed they were ineffective, namely the bias aspect and the program coverage aspect. The validity of data on beneficiaries is not yet completely good because there are still beneficiaries who are not eligible to receive social assistance, resulting in bias. Program coverage is still minimal in terms of the number of beneficiaries, only around 20% of the existing poor families

Abstract

Vote brokerage, as a form of brokerage activity, would have a clear and measurable commodity. Candidates will not hire vote broker when commodity can not be measured. Similarly, vote broker will not get job if there is no clear commodity that can be offered to candidate. That logic have began this study. Facts, on field indicated the debate about whether commodities (voters) actually were measured. Some brokers registered voters, and others did not, destabilizing the logic. Is vote brokerage measured and unmeasured? Do both have different measurement logic? In what did the differeneces work?. To answer these questions, I made observations and interviews in Pati at 2011-2020, where vote broker called as Sabet, and in Demak at 2015-2020, where vote broker called as Gapit. Findings, vote brokerage always measurable on two methods. Brokerage was based on list of voters name, and other was based on influence that a broker will have over voters in his respective social network. First method led to distributing money or valuable goods to voters on the list. Second method led to using social pressure to influence voters. Different type of voters made candidates assign such divergent strategies and brokerage activities to different brokers in their efforts to win elections.

Abstract

Major cities around the world believe in the concept of "smart cities" or "intelligent cities." This concept encourages people to participate in city management through a citizen-centered approach with the aim of maximizing interaction and bringing the government closer to the people. This paper examines how the Yogyakarta City government can utilize e-government to transform into a smart city, enhancing its public services through the implementation of smart government, smart mobility, and smart living policies. Cities worldwide are actively promoting this concept as a central government initiative to tackle diverse issues in different regions. The analysis employs a qualitative approach, prioritizing data from digital mass media coverage regarding the implementation of smart cities. Next, we conducted the analysis using Nvivo 14 software. This paper reveals that (1) Smart Government, with its online procedures, has begun to function effectively; (2) Smart Mobility excels in traffic control; and (3) Smart Living is more prominent in security indicators. The application of smart city theory can facilitate the implementation of smart government, smart mobility, and smart living, thereby enhancing the quality of public services.

Abstract

This research analyzes whether expansion is a solution based on a competitive perspective, with a focus on the Nagari expansion in West Pasaman Regency. We collected data for this research using a qualitative approach through in-depth interviews with key informants from the Nagari government and local communities. The findings indicate that a nagari's expansion does not necessarily lead to its advancement. Many new nagari have not been optimal in managing resources, and there are ownership conflicts and competition between the parent region and newly emerging nagari, as well as the political transition process, which is hampering sustainable development. Therefore, while regional expansion offers new opportunities, the obstacles encountered underscore the necessity of assessing and enhancing policies to ensure the community's sustainable benefits and the attainment of Nagari autonomy.

Abstract

Indonesia's friendship with Russia has existed for more than seven decades. As a country with the second largest military force in the world, Russia has always been willing to assist Indonesia in realizing the country's defence and security. The article aims to review Indonesia's cooperative relationship with Russia, especially in defence. Using the literature study method, an understanding is produced that to realize the independence of defence equipment, the Indonesian government needs to increase defence cooperation with the Russian government. At least several reasons are behind it. First, historically, Indonesia's relationship with Russia has been very close. Russia positions Indonesia as a strategic partner. This condition allows Russia to not easily impose an embargo on weapons and weapon parts to Indonesia. Second, from an economic perspective, the price of weapons sold by Russia is relatively cheaper with the same quality and reliability, even more so than weapons from other country manufacturers. And third, there is a Russian commitment to transfer technology to support the independence of Indonesia's defence equipment

Abstract

Security dynamics in the Southeast Asian region have increased, influenced by many factors, ranging from internal member states, regional situations, to security dynamics in the Asia Pacific region and beyond. This article will review the security conditions of the ASEAN region through a government collaboration literature study approach. As a result, the implementation of joint military exercises of ASEAN countries plays an important role in creating regional security. There are at least several benefits obtained: First, joint military exercises can improve state defense capabilities and regional security. Second, through joint exercises, the forces of ASEAN countries will be better prepared and able to respond to any threats that disrupt regional security and sovereignty. Third, joint military exercises provide a space for productive discussions and consultations to discuss the security situation of member states and the Southeast Asian region, resulting in a common formula in maintaining regional security. Fourth, joint military exercises can serve as a mediation platform for ASEAN countries in conflict with other ASEAN countries to find a constructive middle ground for regional security stability

Abstract

Regulations concerning DKI Jakarta Province no longer designate the area as the nation's capital. Issues arise when the formulation of regulations appears to lack optimal community engagement, suggesting the potential for regulations that benefit specific parties or groups. This study employs a qualitative methodology, specifically a literature review, which entails the aggregation of materials and data from various sources, including books, journals, and websites pertinent to the article's theme. The study's results demonstrate the essential and strategically important role of community involvement in the development of laws and regulations. This occurs because regulations and policies are formulated with the community's interests and objectives in consideration when they are actively engaged. Increased legislation and regulations favoring public interests will be enacted due to the recognition of the significance of public participation. Integrating the community into significant meetings related to law formation, including work meetings, committee sessions, drafting team discussions, and plenary assemblies as decision-making forums, is an effective method to guarantee public involvement in the legislative process. Public hearings, consultations, and additional avenues are equally significant. Moreover, to effectively align individuals' aspirations with legal standards, council members must authentically embody the ethos of public service. The public must be discerning and judicious in their choice of representatives who truly embody this spirit. Nonetheless, the populace ought to possess the greatest access to governmental procedures to facilitate their involvement in the formulation of laws and regulations. The public should have convenient access to this information and be able to obtain clear details through various offline and online sources.

Abstract

This quantitative study investigates the impact of work stress on the mental health and subsequent behavior of Indonesian police officers. Utilizing a survey method with a sample of 400 officers, the research employs a structural equation modeling (SEM) approach to examine the relationships between work stress, mental health, and police behavior. The findings reveal a significant direct effect of work stress on both mental health and police behavior. Importantly, mental health mediates the relationship between work stress and behavioral outcomes. High work stress significantly predicts poorer mental health, which, in turn, is strongly associated with less effective police behavior. The study utilizes established scales to measure these constructs, including indicators related to emotional, intellectual, physical, and interpersonal responses to stress, alongside measures of mental health encompassing self-image, mood, relationships, and future outlook, and police behavior assessed through dimensions of legitimate force, adherence to procedures, and community interaction. While the initial SEM model exhibited fit issues, modifications improved the model fit, strengthening the key relationships. This research underscores the critical role of mental health in influencing police conduct and highlights the need for interventions aimed at mitigating work stress and improving the mental well-being of Indonesian law enforcement personnel. Such interventions should include coping skills training, emotional intelligence development, workload management, and improvements to organizational support systems.

Abstract

The village fund allocation policy is a crucial initiative in advancing rural areas. This policy must be implemented effectively to achieve its intended goals. The implementation of the village fund allocation policy involves a series of steps and processes that engage various stakeholders. Edward III emphasized that the primary issue in public administration lies in the lack of attention to policy execution. Policy implementation is critical because, without proper execution, the policy objectives cannot be achieved, and its potential positive impact on society is lost. The government of Tana Tidung Regency strives to enhance rural development and community welfare through the village fund allocation policy, regulated under Regent Regulation No. 58 of 2021. This policy reflects the regional commitment to supporting national policies as outlined in Law No. 6 of 2014 concerning Villages. This study aims to analyze the implementation of the village fund allocation policy in Sesayap Hilir District, in accordance with Tana Tidung Regent Regulation No. 58 of 2021, using variables from Edward III's theory: communication, resources, disposition, and bureaucratic structure. The research employs a qualitative descriptive method. Data analysis techniques include documentation and interviews, with interview results processed using NVivo software. To ensure more accurate and reliable findings, the triangulation method is applied. The findings indicate that, in general, the village fund allocation policy has been well and effectively implemented by policy executors, despite some challenges related to resources. Effective communication, adequate resource support, positive disposition, and a clear bureaucratic structure all contribute to the successful implementation of the village fund allocation policy in Sesayap Hilir District

Abstract

The digest of the findings of this article aims to analyze the implementation of inclusion policies for people with disabilities in Yogyakarta City, in accordance with Law Number 8 of 2016 and Regional Regulation Number 4 of 2019, using Merilee S. Grindle's theory which emphasizes the alignment between policy content and implementation context. The method used is a qualitative case study approach applied by collecting data through field observations, and in-depth interviews with relevant Regional Apparatus Organizations (OPD). The results show that despite various initiatives, such as the establishment of the Inclusive Kemantren Forum (FKI) and the development of disability- friendly infrastructure, challenges are still faced in cross-sector coordination and the availability of accessible public facilities. Therefore, increased synergy between the government, private sector and communities is deemed necessary to ensure effective policy implementation. In conclusion, although progress has been made in building an inclusive city, continuous improvements in regulations, infrastructure, and public participation are still needed to achieve optimal inclusivity for people with disabilities in Yogyakarta City.
