Abstract

This study aims to determine The Role of Village Government in Community Empowerment in Tamaona Village in Gowa regency As well as the factors that influence it and the factors that influence it. To Archive the target. This Research Used qualitative research methods by parsing data descriptively. Technique of data collecting done by observation and interview. As well as documents and archives using qualitative descriptive analysis techniques.The results showed: First, the role of government as a coach focuses on human development by providing counseling and socialization of the program, business development by providing capital assistance, seed assistance, agricultural fertilizer, community development built in the spirit of mutual cooperation and instilling religious values in the community, and institutional development by establishing harmonious relationships, Provide direction and support to community institutions in Tamaona Urban Village. Both, factors affecting community empowerment in Kelurahan Tamaona Kabupaten Gowa include supporting and inhibiting factors. Supporting factors are community participation, community awareness and education level of the community. The factors that become obstacles are budget constraints, people's mindset and binding rules

Abstract

Abstract: On December 24, 2010, the Governor of Yogyakarta, Sri Sultan HB X, launched the Spirit of Mutual Cooperation Agawe Majune Ngayogyokarto (Segoro Amarto). Segoro Amarto means the spirit of Mutual Cooperation Agawe Majune Ngayogyokarto. Segoro Amarto principle is independence, social awareness, mutual help, and discipline. Segoro Amarto policy aims to enhance social justice, and make life more comfortable, prosperous and independent. This study aims to describe how the implementation of Segoro Amarto from good governance perspective. The results showed that Segoro Amarto conducted by the Government of Yogyakarta city can be regarded as one of the tangible manifestation of good governance. It is evident from the development of good governance, professionalism and development oriented public welfare. In terms of social, positive impact of the implementation of Segoro Amarto is the reduction in poverty in the city of Yogyakarta. Keywords: segoro amarto, good governance Abstrak: Pada tanggal 24 Desember 2010, Gubernur DIY, Sri Sultan Hamengku Buwono X meluncurkan program Semangat Gotong Royong Agawe Majune Ngayogyokarto (Segoro Amarto). Segoro Amarto berarti Semangat Gotong Royong Agawe Majune Ngayogyokarto. Prinsip Segoro Amarto adalah kemandirian, kepedulian sosial, gotong royong, dan kedisiplinan. Kebijakan Segoro Amarto bertujuan untuk meningkatkan keadilan sosial masyarakat, dan menjadikan kehidupan yang lebih nyaman, sejahtera dan mandiri. Penelitian ini bertujuan untuk mengetahui bagaimana implementasi Segoro Amarto dengan pendekatan good governance. Hasil penelitian menunjukkan bahwa Segoro Amarto yang dilakukan oleh Pemerintah kota Yogyakarta dapat dikatakan sebagai salah satu wujud nyata good governance. Hal tersebut terlihat dari semakin berkembangnya tata pemerintahan yang baik, profesionalisme dan pembangunan yang berorientasi pada kesejahteraan masyarakat. Dari segi sosial kemasyarakatan, dampak positif dari pelaksanaan Segoro Amarto adalah berkurangnya tingkat kemiskinan di Kota Yogyakarta.  Kata Kunci: segoro amarto, good governance

Abstract

Law Number 1 of 2004 concerning State Treasury regulates the President as the President of Government and regulates the Government's Internal Control System in Indonesia. In 2008, the Government of Indonesia issued Government Regulation Number 60 of 2008 concerning the Government's Internal Control System. The Government Internal Control System (SPIP) implemented in Indonesia was adopted from the internal Control model made by COSO in 1992. SPIP consists of five elements, namely: (1) Control Environment, (2) Strengthening Assessment, (3) Climate Control, (4) Information and communication and (5) Monitoring. Government Regulation Number 60 of 2008 has been approved for 10 years, the regulation applies. However, the policy contained in Government Regulation Number 60 of 2008 has not been implemented in governance in Indonesia. This can be seen from the evaluation of the government's internal control system carried out by the Financial and Development Supervisory Agency until March 2018 which shows the maturity level of the Government Internal Control System which is still far from the target with the development of Institutions still below level 3 or far from level 5 (optimum level) and weaknesses of the Government's Internal Control System found by the Supreme Audit Agency in the 2015-2017 audit..

Abstract

Tulisan ini mencoba mengungkapkan good governance sebagai sebuah paradigma dapat terwujud bila dibangun diatas kepercayaan pada tiga pilar pendukungnya yaitu negara, sektor swasta, dan masyarakat. Negara dengan birokrasi pemerintahannya dituntut untuk melaksanakan pelayanan publik yang baik. Sektor swasta sebagai pengelola sumber daya diluar negara dan birokrasi pemerintahan harus memberi kontribusi dalam usaha pengelolaan sumber daya tersebut. Tata kelola pemerintahan yang baik dapat terwujud apabila didukung dengan prinsip yang dapat membangkitkan kepercayaan berupa partisipasi, penegakan hukum, transparansi, responsif, kesetaraan dan keadilan, dan akuntabilitas.

Abstract

Abstract: This study aims to determine the effectiveness of the oversight function performed as a local government watchdog and what influences oversight function performed by the Inspectorate of Baubau. This research was conducted in the City Baubau, with informants inspectorate employees who are considered competent. Pengumulan data is done through field observations and in-depth interviews. This research method is descriptive qualitative. The effectiveness of the oversight function performed by the State Inspectorate Baubau three namely: First, the preparation of the monitoring conducted by the inspectorate officials authors assume that what was done by the inspectorate officials have been quite effective in accordance with standard operating procedures that apply every year. Second, the implementation of the monitoring conducted by the inspectorate officials authors assume that what was done by the inspectorate officials have not been effective. Third, the effectiveness of the accountability report on the preparation and supervision of each SKPDs been checked yet supported by the availability of accurate data / valid in order to be served. Factors affecting the implementation of supervisory functions of the inspectorate in the regional administration in the City Baubau are: (1) Internal factors and (2) External Factors.Keywords: Function, monitoring, inspectorate Abstrak: Penelitian ini bertujuan untuk mengetahui efektifitas fungsi pengawasan yang dilakukan sebagai pengawas pemerintahan daerah dan apa yang mempengaruhi fungsinya pengawasan yang dilakukan oleh Inspektorat Kota Baubau. Penelitian ini dilakukan di Kota Baubau, dengan informan pegawai inspektorat yang dianggap memiliki kompetensi. Metode penelitian ini adalah deskriptif kualitatif. Adapun efektifitas pelaksanaan fungsi pengawasan yang dilakukan oleh Inspektorat Kota Baubau ada tiga yakni : Pertama, penyusunan pengawasan yang dilakukan oleh pejabat inspektorat penulis menganggap bahwa apa yang dilakukan oleh pejabat inspektorat sudah cukup efektif sesuai dengan SOP yang diberlakukan disetiap tahunnya. Kedua, pelaksanaan pengawasan yang dilakukan oleh pejabat inspektorat penulis menganggap bahwa apa yang dilakukan oleh pejabat inspektorat belum efektif. Ketiga, efektivitas pelaksanaan penyusunan dan pertanggungjawaban laporan hasil pengawasan dari masing-masing SKPD yang sudah diperiksa belum ditunjang oleh ketersediaan data yang akurat/valid guna dapat disajikan. Faktor-faktor yang mempengaruhi pelaksanaan fungsi pengawasan inspektorat dalam penyelenggaraan pemerintahan daerah di Kota Baubau adalah : (1) Faktor internal dan (2) Faktor Eksternal.Kata kunci: Fungsi, pengawasan, inspektorat

Abstract

This study aims to determine the arrangement of green open spaces in the City Pangkajene Sidenreng Rappang Regency and the factors that influence it. To achieve these objectives, used qualitative research methods by parsing data descriptively. Data collection technique is done by observation, interview, and document and archive by using qualitative descriptive analysis technique. The result of the research shows: Firstly, in the implementation of the spatial plan policy related to Green Open Space (RTH) in Pangkajene City until now, it can be seen that there is still nonconformity between the provision of Green Open Space (RTH) of Urban Area. Second, the management of green space is done regularly and continuously involving various agencies and communities, and considering there are still some complaints from the public regarding the cleanliness and beauty of the green space. Supporting factors are Regional Regulations that support the arrangement of green open spaces, as for the factors that hamper air pollution and increasing global warming and lack of public awareness.

Abstract

AbstractThis research aimed to describe and analyze the implementation of the main tasks and functions of BAPERJAKAT in appointing and placing a civil servent at a structural function within the local Government of Makassar city and to analyze the factors which affected their obove roles. The research method used was descriptive–qualitative with a direct observation, in-depth inter­views, and documentation studies. The process of data analysis consisted of the data collection, data reduction, data presentation, and conclusion. The research results indicated that the tasks and function of BAPERJAKAT, which covered the inventory of the function opportunities, the provision of the consideration based on the profesional principles, the provision of the objective consideration, which was in effect in the administrative levels in the process the function promo­tion carried out by the Government of Makassar city. And the factors affecting the roles of BAPERJAKAT were the presence of the tendency to stunt the roles of BAPERJAKAT, the presence of the structure and human resource, which supported the member of BAPERJAKAT, as well as the limitation and degredation of the political interests and the sosial aspect, which created the spaces for BAPERJAKAT to attend to the potentials of the civil servants outside the domain of Makassar city Government who could compete and be elected.Keywords: baperjakat, promotion, makassar AbstrakPenelitian ini bertujuan untuk menggambarkan dan menganalisis pelaksanaan tugas pokok dan fungsi BAPERJAKAT dalam rangka pengangkatan dan penempatan pegawai pada jabatan struktural Pemerintahan Kota Makassar dan untuk menganalisis faktor-faktor yang mempengaruhi peran tersebut. Metode penelitian yang digunakan adalah deskiriptif-kualitatif dengan melakukan observasi langsung, wawancara mendalam, dan studi dokumentasi. Proses analisis data meliputi pengumpulan data, reduksi data, penyajian data, dan penarikan kesim­pulan. Hasil penelitian menunjukkan bahwa tugas dan fungsi BAPERJAKAT yang meliputi inven­tarisasi lowongan jabatan, pemberian pertimbangan berdasarkan prinsip profesionalisme dan pemberian pertimbangan yang obyektif berjalan pada tataran administratif dalam proses pro­mosi jabatan yang dilakukan pemerintah Kota Makassar, sementara faktor pendukung yang mempengaruhi peran BAPERJAKAT menunjukkan adanya struktur dan SDM yang mendukung dalam keanggotaan BAPERJAKAT serta keberadaan berbagai komponen dalam sistem promosi jabatan yang memberikan dorongan kuat untuk membatasi dan mendegradasi kepentingan politik, serta aspek sosial menciptakan ruang bagi BAPERJAKAT untuk memperhatikan potensi pegawai di luar wilayah Kota Makassar sehingga dapat bersaing dan terpilih. Abstract

This study aims to determine the opportunities for the establishment of BUM Desa and the role or business of the Regional Government in the formation (BUM Desa) in East Luwu regency. To achieve these objectives used qualitative research methods by parsing data descriptively. Data collection technique is done by observation, interview, and document and archive by using qualitative descriptive analysis technique. This research aim to know the opportunity of BUM Desa formation and also role or effort of Local Government in establishment (BUM Desa) in East Luwu Regency. To achieve these objectives used qualitative research methods by parsing data descriptively. Data collection technique is done by observation, interview, and document and archive by using qualitative descriptive analysis technique. The results showed: First, from two villages sampled Bangun Jaya Village and Tarengge Village have Factors which become an opportunity to encourage the establishment of BUM Desa, but in its implementation still not run effectively because of lack of knowledge, creativity and innovation of society and government The village in developing the potential and scientifically deepening analysis of potential opportunities in each village has not been undertaken by the local government of East Luwu regency, while the analysis for the establishment is submitted to each village. Secondly, based on the Law underpinned by the Regional Regulation, the East Luwu District Government requires the Village to establish and establish the Village.

Abstract

Pembangunan adalah sebuah proses multi dimensi yang mencakup berbagai perubahan mendasar pada struktur sosial, sikap masyarakat, dan institusi – institusi pemerintah dimana dalam kegiatannya dibutuhkan perencanaan yang partisipatif yakni perencanan yang melibatkan masyarakat baik langsung maupun tak langsung. Penelitian ini bertujuan untuk menilai partisipasi kelembagaan desa dalam proses pembangunan desa persebut. Jenis penelitian adalah bersifat deskriptif dengan desain yang digunakan adalah non eksperimental dan bersifat deskriptif kualitaif dalam bentuk pernyataan dari hasil wawancara responden. Teknik pengumpulan data dengan wawancara langsung, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa partisipasi masyarakat dalam pmbangunan desa diwakili oleh beberapa lembaga desa yang aktif, seperti, LKMD, Karang taruna, Tim Penggerak PKK, dan dewan adat yang ada di desa tersebut. Pada proses pembangunan desa, terlebih dahulu dibuat sebuah perencanaan pembangunan yang melibatkan seluruh lembaga masyarakat yang ada di desa, yang dibahas dalam musyawarah perencanaan pembangunan (MUSRENBANG) desa. Setelah dimusyawarahkan bersama maka akan menghasilkan beberapa rencana kegiatan pembangunan yang nantinya juga dalam pelaksanaannya akan melibatkan masyarakat. Disimpulkan bahwa tingginya partisipasi masyarakat dan lembaga desa sangat menentukan keberhasilan pembangunan di sebuah desa. Diharapkan pemerintah dan lembaga desa senantiasa  menyadari  peran,  tugas,  fungsi  dan  posisi  masing  –  masing  serta  bekerjasama, berkoordinasi, bermusyawarah, dan berkomunikasi yang baik dalam rangka penyusunan rencana pembangunan desa
