Abstract

Dengan menggunakan metode  kontemplasi yang diikuti dengan analisa skeptis atas  aplikasi konseptual pada fakta-fakta yang terjadi dalam realitas aplikasi rumusan administrasi, hasil kajian terhadap definisi administrasi sebagai kerjasama manusia yang didasarkan pada pertimbangan rasio dalam pencapaian tujuan secara bersama, produk pemikiran filsafat rasional ternyata yang melahirkan praktek-praktek yang rasional yang direkayasa sehingga yang rasio dapat saja direkayasa menjadi sesuatu yang tidak rasio, sebaliknya pun demikian, sesuatu yang tidak rasional dapat direkayasa menjadi rasional, dimana hal itu disebabkan oleh ulah manusia dalam kerjasama.

Abstract

Abstract: The purpose of this research adalahuntuk know and described the role of bappeda in develop­ment in kabupaten jeneponto , in terms of the process of the formulation of technical policy in relation regional development planning and to know and described the factors that influence on the the formulation of technical policy in relation in the field of prencanaan regional develop­ment .Research iniberlokasi in kabupaten jeneponto .Methods used un-tuk research this is the method the qualitative study descriptive .Technique data collection be used is observation and direct interview. Analysis data was undertaken by analyzing data obtained by using a technique qualitative data analysis. The research results show that the process the formulation of tech­nical policy in relation planning regional pem-bangunan started by the implementation of the musrenbang at the village level, until in musrenbang the district level.As for the factors that in­fluence on the the formulation of technical policy in relation development planning consisting of by factors in support covering coordination, public participation, as well as the commitment the government and factors barrier covering adjustment / readiness budget, the proposals that too much, and the limited, documents supporting.Keywords: policy, planning, particiation, estimateAbstrak: Tujuan penelitian ini adalahuntuk mengetahui dan menggambarkan peranan Bappeda dalam pembangunan di Kabupaten Jeneponto, dalam hal proses perumusan kebijakan teknis perencanaan pembangunan daerah serta untuk mengetahui dan menggambarkan faktor-faktor yang mempengaruhi proses perumusan kebijakan teknis dalam bidang prencanaan pem­bangunan daerah. Penelitian iniberlokasi di Kabupaten Jeneponto. Metode yang digunakan un­tuk penelitian ini adalah metode penelitian kualitatif deskriptif. Teknik pengumpulan data yang dipergunakan adalah observasi dan wawancara langsung. Analisa data dilakukan dengan menganalisis data yang diperoleh dengan menggunakan teknik analisis data kualitatif. Hasil penelitian menunjukkan bahwa proses perumusan kebijakan teknis perencanaan pembangunan daerah diawali dengan pelaksanaan Musrenbang di tingkat desa/kelurahan, sampai pada Musrenbang tingkat Kabupaten. Adapun faktor-faktor yang mempengaruhi proses perumusan kebijakan teknis perencanaan pembangunan terdiri dari faktor pendukung meliputi adanya koordinasi, partisipasi masyarakat, serta komitmen pemerintah dan faktor penghambat meli­puti penyesuaian/kesiapan anggaran, usulan yang terlalu banyak, serta keterbatasan dokumen penunjang. Kata kunci: kebijakan, perencanaan, partisipasi, anggaran

Abstract

This study was conducted with the aim to describe the system of Ammatoa traditional village administration in environmental conservation by looking at how the implementation of customary governance system in conservation of environment of Kajang in Bulukumba Regency. The research type used is descriptive analysis that is a sudden that gives social picture systematically, Factual and accurate data obtained in the field. Data collection is done by using observation, interview and documentation techniques. The results of this study indicate that: Firstly, the implementation of environmental conservation of Ammatoa custom area by using Ri Kajang as customary law as a guide and regulation still effective in implementing forest protection and environment of tidal regulation still very adhered by indigenous people, and with regulation District of Bulukumba Number 9 Year 2015 on Inauguration, Recognition of Rights, and Protection of Rights that strengthen the protection of customary territories. Second, live the customary forest. The inhibiting factor of enforcing regulations in Ammatoa's environmental protection is the insistence of outsiders who begin to come in with modernity and social change that begin to erode the indigenous Ammatoa

Abstract

AbstractThis article talks about the process of candidation within the Aceh Party ahead of the governor election in 2017. Based on the analisys, the process of candidation happened very closed, it can be seen from the appear of the previous names to be nominated in the upcoming elections is a commander or key figure in the structure of the Gerakan Aceh Merdeka (GAM). The background of Aceh conflict made the election for governor in 2017 increasingly heated. Conflict of internal and external in society become more intense before  the election date.Keywords: candidation, aceh party, the election of governor AbstrakTulisan ini berbicara mengenai proses kandidasi dalam tubuh Partai Aceh menjelang pemilihan gubernur serentak pada tahun 2007. Berdasarkan analisa yang telah dilakukan, kandidasi yang terjadi berlangsung sangat tertutup, hal ini dapat dilihat dari munculnya kembali nama-nama lama untuk dicalonkan dalam pemilihan gubernur 2017 adalah mantan panglima atau tokoh penting dalam struktur Gerakan Aceh Merdeka (GAM). Latar belakang konflik yang pernah berlangsung di Aceh menjadikan pemilihan gubernur tahun 2017 semakin memanas. Abstract: This paper is about of local government in empowering coastal communities throughly empowerment programs that have been run in Polewali. Data accumulation methods is used in this study is the method of observation, documentation, and Interview. The results of research that has been done to prove that the role of the local Government in Coastal Community Empowerment through empowerment programs in Polewali been implemented in full in accordance with applicable regulations. Although there is a lack of coordination in the dissemination of this program. Helpful assistance fund to help financial problems (capital) and improving the productivity of fishermen. Keywords: empowerment, coast, fishermanAbstrak: Tulisan ini mengenai peran pemerintah daerah dalam memberdayakan masyarakat pesisir melalui program pemberdayaan yang telah dijalankan di Kecamatan Polewali. Metode pengumpulan data yang digunakan dalam penelitian ini adalah metode observasi, dokumentasi, dan wawancara. Hasil penelitian yang telah dilakukan membuktikan bahwa Peran Pemerintah Daerah dalam Pemberdayaan Masyarakat Pesisir melaui program pemberdayaan di Kecamatan Polewali telah dilaksanakan secara utuh sesuai dengan peraturan yang berlaku. Walaupun ada sedikit kurang koordinasi dalam sosialisasi program ini. Abstract

This study was conducted with the aim to know how the influence of local values on the leadership of Tanarigella village head by looking at the village head’s understanding of local values that include adele (fair), lempu (honest) and getteng (firm) and the application of local values to the leadership of the village head in the field of services in the village of Tanarigella. The type of this research used is deskriptif analysis that give a systematic social overview, factual and accurate about obtained in the field. Data collection used the techniques of observation, interview, and documentation. The results of the research indicate that the village head understands local values that are adele, lempu and getteng. Then teh application of the three local values in the leadership of the village head is implemented in three forms of service, namely publik services in the form of provision of public goods and public service, second development services in the form of physical and non-physical development ant third protection services as the village goverment’s efforts to provide a sense of security and peace to the community.

Abstract

Abstract: This study aims to describe and analyze the implementation of the Government of Makassar partnership with PT. Gikoko Kogyo Indonesia to tackle the problem of waste in the landfill Ta­mangapa and benefits for the surrounding communities , with a look at the outputs and out­comes of the partnership that exists. This study used qualitative methods or approaches to case study research. As for that to be the case in this study is a case that the formulation of the re­search problem. Data was collected by observation (observation) directly in the field, in depth interviews, and documentation. Determination conducted purposive informant , the informant saw the fit between the candidate with the required information . Data were analyzed with data reduction, data presentation, and draw conclusions. This study shows that the implementation of the partnership between the government of the city of Makassar with PT. Gikoko Kogyo In­donesia provides an overview and analysis that this partnership is not effective in addressing the problem of waste around the landfill Tamangapa it is seen from the outputs and outcomes achieved the improvement of the environmental conditions of the landfill is only able to reduce the problem of garbage odors coming from the landfill but can not overcome the problems of garbage as a whole. Of the implementation of this partnership also provides benefits to the lo­cal community in the form of a reduction in the smell of garbage and lighting lamps in the land­fill provide ease of night time activity. Keywords: partnership governance, waste, landfill Tamangapa Abstrak: Penelitian ini bertujuan untuk mendeskripsikan dan menganalisa pelaksanaan kemitraan Pemerintah Kota Makassar dengan PT. Gikoko Kogyo Indonesia dalam mengatasi masalah per­sampahan di TPA Tamangapa dan manfaatnya bagi masyarakat sekitar, dengan melihat output dan outcome dari kemitraan yang terjalin. Penelitian ini menggunakan metode atau pendeka­tan kualitatif dengan jenis penelitian studi kasus. adapun yang menjadi kasus dalam penelitian ini yaitu kasus yang menjadi rumusan masalah peneliti. Teknik pengumpulan data dilakukan dengan observasi (pengamatan) langsung dilapangan, wawancara mendalam, dan dokumen­tasi. Penentuan informan dilakukan secara Purposive, dengan melihat kesesuaian antara calon informan dengan informasi yang dibutuhkan. Data dianalisis dengan reduksi data, penyajian data, dan menarik kesimpulan. Penelitian ini menujukkan bahwa dari pelaksanaan kemitraan antara pemerintah kota makassar dengan PT. Gikoko Kogyo Indonesia memberikan gambaran dan analisa bahwa kemitraan ini tidak efektif dalam mengatasi permasalahan persampahan di sekitar TPA Tamangapa hal ini dilihat dari output dan outcome yang tercapai yakni perbaikan kondisi lingkungan TPA hanya mampu mengurangi masalah bau sampah yang bersumber dari TPA tetapi tidak dapat mengatasi permasalahan sampah secara keseluruhan. Dari pelaksanaan kemitraan ini juga memberikan manfaat bagi masyarakat sekitar berupa pengurangan bau sampah dan penerangan lampu di TPA  memberikan kemudahan beraktifitas dimalam hari. Kata kunci: kemitraan governance, sampah, TPA Tamangapa

Abstract: This study aims to identify and analyze the role of local government in suppressing the number of school dropouts in Wajo and describe the factors that cause dropouts in Wajo. Head and Apparatus Wajo District Education Office, Unit of the Department of Education, elementary school, junior and senior high schools in the three districts, as well as the Community. The results showed that the efforts or the government's role dae-rah in suppressing the number of school dropouts in Wajo such a policy in the field of education, funding for education, the provision of scholarships for the poor, programs help poor students (BSM), as well as the dissemination to the public , based on the case found the author in the field, the factors that cause children out of school is lack of interest of children to schools, the circumstances are not harmonious family, the family's economic weakness, the child's environment, people's views on education.Keywords: local government, school dropouts, education managementAbstrak: Penelitian ini bertujuan untuk mengetahui  dan menganalisis peranan pemerintah daerah dalam menekan angka anak putus sekolah di Kabupaten Wajo dan menggambarkan faktor-faktor penyebab anak putus sekolah di Kabupaten Wajo. Kepala dan Aparat Dinas Pendidikan Kabupaten Wajo, UPT Dinas Pendidikan, sekolah tingkat SD, SMP dan SMA di tiga Kecamatan, serta Masyarakat. Hasil penelitian menunjukkan bahwa upaya atau peranan pemerintah daerah dalam menekan angka anak putus sekolah di Kabupaten Wajo diantaranya mengeluarkan kebijakan di bidang pendidikan, bantuan dana pendidikan, pemberian beasiswa pendidikan bagi masyarakat miskin, program bantuan siswa miskin (BSM), serta sosialisasi kepada masyarakat. berdasarkan kasus yang ditemukan penulis di lapangan, faktor yang menjadi penyebab anak putus sekolah adalah kurangnya minat anak untuk bersekolah, keadaan keluarga yang tidak harmonis, lemahnya ekonomi keluarga, kondisi lingkungan tempat tinggal anak, pandangan masyarakat akan pendidikan.Kata Kunci: pemerintah daerah, anak putus sekolah, manajemen pendidikan

Abstract

Abstract: This article aims to find out, to understand, and to analyze the one stop license service suc­cess and quality, specifically IMB, SIUP, and SIGU in Kantor Pelayanan Terpadu (KPT) of Gorontalo Regency. The result shows that one stop license service, specifically IMB, SIUP, and SIGU implemented by KPT are unsuccessful and out of quality. It is seen from the degree of fit that doesn’t meet the re­quirements as Korten’s Proposed namely policy/program, bene­ficiaries, and the implementing or­ganization. It is also shows that Korten’s fit require­ments theory is not relevant with the reality of one stop license service implementation in Gorontalo Regency.Keywords: one stop service, permitted services Abstrak: Tulisan ini bertujuan untuk mengetahui, memahami, dan menganalisis keberhasilan dan kualitas pelayanan perizinan terpadu satu pintu, khususnya untuk jenis layanan IMB, SIUP, dan SIGU di Kantor Pelayanan Terpadu (KPT) Kabupaten Gorontalo. Hasil penelitian me­nunjukkan bahwa pe­layanan perizinan terpadu satu pintu, khususnya untuk jenis layanan IMB, SIUP, dan SIGU yang diselenggarakan KPT Kabupaten Gorontalo belum berhasil dan belum berkualitas. Hal ini dapat dilihat dari tidak terpenuhinya derajat kesesuaian yang di­syaratkan antara tiga dimensi kese­suaian yang dikemukakan Korten, yakni ke­bijakan/program, pemanfaat dan organisasi pelaksana. Hal ini turut menunjukkan bahwa teori kesesuaian Korten tidak memiliki relevansi dengan realitas penyelenggaraan pelayanan perizinan terpadu satu pintu di Kabupaten Gorontalo. Kata kunci: pelayanan terpadu satu pintu, pelayanan perizinan

Abstract

This study aims to analyze the role of the Village Consultative Body (BPD) in the administration of governance in Pao Village, Buttonopao District, Gowa Regency and the factors that influence it, to achieve these objectives, qualitative research methods are used using descriptive data. Data collection techniques are used by means of observation, interviews, and documents and archives using qualitative descriptive analysis techniques. The results showed: First, Analysis of the Role of the Village Consultative Body (BPD) in Government Administration in Pao Village, Buttonopao Subdistrict, Gowa Regency, included Discussing and agreeing on village draft regulations with the village head where coordination is always carried out by the village government in this case the village head and parties BPD in the process of discussion and drafting village regulations so that it runs well in the process, Then from Accommodating and channeling the aspirations of the community, the role of BPD in this case as a reservoir of community aspirations has been carried out properly as expected.
