Abstract

This study explores the implementation of collaborative governance in village development in Nagari Tigo Balai, Matur District, a locality recognized for its excellence in village financial management and fiscal transparency. Using a qualitative case study approach, the research analyzes how key collaborative governance principles are applied across the planning, implementation, and monitoring stages of local development. The findings reveal that five critical factors—willingness to compromise, effective communication, mutual commitment, trust, and information sharing—consistently shape stakeholder collaboration during all phases of the development process. These elements foster inclusive participation and strengthen transparency in local governance practices. However, the study also identifies inhibiting factors, including limited innovation in village development strategies and insufficient openness in financial disclosures by the nagari government. This research contributes to broader discussions on participatory governance and decentralized development in emerging economies. It provides practical insights into how collaborative governance can enhance administrative accountability and community engagement, particularly in culturally rooted governance systems beyond the Western context.

Abstract

This research aims to find out and describe how the collaboration process is structured in the process of preventing violence against women in the city of Makassar. Through good collaboration between the government, NGOs, communities, and victims, it is hoped to create an environment that is safe and free from violence against women and victims. Children in the city of Makassar. The research method used is a qualitative approach with data collection techniques through interviews and document review. The research data was then analyzed in the phases of data reduction, data presentation, and conclusions. One of the indicators used is the collaborative process. The results of this research have shown that the collaboration process under collaborative governance did not operate optimally and was not fully effective, although several indicators were met, such as in building cooperation in the implementation of the prevention of violence against women and children In the city of Makassar, stakeholders meet regularly every quarter, particularly in the form of coordination meetings. In addition, cooperative governance is implemented with sustained commitment and the government participates in supporting violence prevention, particularly in the form of budget and infrastructure support. However, this research shows that there are still indicators that are not met and thus hinder the success of the cooperation. The regulations issued by the mayor are still in the finalization phase, and there is still an increase in violence against children. Based on the research results, the researchers suggest to the government the need for monitoring and evaluation to strengthen the role of the private sector, academia, business, NGOs, mass media, and society to enhance commitment and improve coordination between the realized.

Abstract

This study evaluates the effectiveness of postpartum maternal and child nutrition health services at the Waiwerang Community Health Center (CHC) in East Flores Regency, Indonesia. Using a qualitative descriptive approach supported by interviews and field observations, the research captures insights from both health workers and service users within the CHC in East Adonara District. The findings indicate that the overall quality of postnatal nutrition services is perceived as effective, particularly in terms of service accessibility, staff responsiveness, and basic nutrition counseling. However, the study also identifies areas requiring improvement, such as the technical performance and capacity-building of nutrition officers, which are critical to sustaining service quality and meeting national health standards. This research highlights the importance of strengthening public health governance at the local level, particularly in underserved and remote regions. It underscores the role of institutional accountability, professional development, and community engagement in enhancing the delivery of essential maternal and child health services. These insights contribute to broader policy efforts aimed at improving decentralized public health systems in developing country contexts.

Abstract

The current trend of using technology in public organizations must be addressed. The electronic government initiative in Indonesia was introduced through Presidential Instruction Number 6 of 2001 on April 24, 2001, concerning Telematics (Telecommunication, Media, and Informatics), which states that government officials must use telematics technology to support good governance and speed up the democratic process. This research was conducted in Makassar City. The number of people with vehicles in Makassar City, as well as staff employees or CCTV operators who work in 3 (agencies), namely the Communication and Information Service, the Transportation Service and the Makassar Big City Resort Police are huge, but due to the efficiency of time and energy, the author took The sample used non-probability sampling with an accidental sampling technique for people with the number of vehicles in Makassar City and with a purposive sampling technique for employee staff and CCTV operators from the three agencies so that 139 Respondents were obtained, where the author then distributed questionnaires to respondents directly. The research results state that the Informational Disposition states that the Closed Circuit Television (CCTV) based security system in Makassar City has fulfilled the first quadrant category of the e-government initiative framework by Nour et al (2008), namely informational disposition. Transactional disposition states that respondents agree that the Closed Circuit Television (CCTV)-based security system in Makassar City meets the second quadrant category of the e-government initiative framework by Nour et al. (2008), namely transactional disposition. The consultation disposition states that the Closed Circuit Television (CCTV)-based security system in Makassar City has fulfilled the third quadrant category of the e-government initiative framework by Nour et al. (2008), namely the consultation disposition. The participatory disposition states that respondents strongly agree that there is equity and that there is democratic Responsiveness, Public Accountability, efficiency/economy, and effectiveness/ quality of service in the Closed Circuit Television (CCTV) based security system in Makassar City. Therefore, the Closed Circuit Television (CCTV) based security system in Makassar City has fulfilled the fourth quadrant category of the e-government initiative framework by Nour et al. (2008), namely a participatory disposition.

Abstract

The election organizing organization is one of the objects of public administration studies with problems related to ethics and accountability. If the ethical discourse in organizations revolves around the relationship between individuals, values, and the environment, then leadership can be seen as distilling those factors in an individual. One of the district/city-level election organizers, namely the Makassar City KPU, has a significant number of cases of ethical violations by ad hoc bodies. This violation indeed cannot be separated from the leadership of the Makassar City KPU in handling it. This research uses qualitative methods with a case study design. Data collection techniques are carried out by in-depth interviews and document studies. Data was analyzed using the Miles and Huberman model of data reduction, data presentation, and conclusions. The results showed that the Makassar City KPU is still partial in showing the characteristics of ethical leadership by Trevino et al. (2003) in the aspects of setting ethical standards and accountability. This is because the Makassar City KPU generally has moral standards and rules for handling ethical violations contained in PKPU No. 8 of 2022. However, the Makassar City KPU still needs to comply with these rules. This is shown from several cases of ethical violations, where the Makassar City KPU was again reported to the DKPP based on procedural non-compliance with KPU Decree No. 337/HK.06.2-Kpt/01/KPU/VII/2020, which contains related to handling violations of the Code of ethics by ad hoc bodies. In addition, implementing ethical standards and managing ethical violations must also be based on local culture, namely siri' culture in the people of Makassar. However, this has not been practiced well by the Makassar City KPU, so it is prone to causing miscommunication and offense between parties.
