Abstract

Pinrang Regency Regional Library Service Grand Design. This study aims to measure 9 indicators of regional library service elements in Pinrang Regency. The study used descriptive quantitative methods, with non-probability sampling technique, measurements with a Likert scale involving 194 respondents, the determination of the sample was carried out by purposive sampling. The results showed that in general the 9 service elements in the regional library of Pinrang Regency received a good rating, while the scoring values for each service element were: elements of clarity and ease of requirements for getting digital-based services in good category with a score of 60%, service elements clarity and ease of procedures for obtaining services. digital-based services in the good category with a value of 51%, the service element of availability of information/guidance to get the service in the good category with a value of 53%, the service element of clarity and suitability of service time in the good category with a value of 62%, the service element of the duration/length of service time (opening hours). & closing hours) good category with a value of 52%, service element of speed of completion of document duplicating time in good category with a value of 46%, service element of clarity and reasonableness of the presence / absence of fees in good category with a value of 55%, service element of speed of response to complaints / complaints in good category with a value of 61%, and elements of follow-up services settlement of complaints/complaints in good category with a score of 64%.

Abstract

Penelitian ini adalah bermaksud untuk mengetahui bagaimana penerapan inovasi kebijakan tersebut jika dilihat dari teori inovasi implementasi yang dikemukakan oleh Toddy Steellman yaitu dari segi faktor individu yang terdiri dari Motivasi, Norma-Norma, dan Kesesuaian. Metode penelitian yang digunakan adalah kualitatif yang bersifat deskriptif yaitu untuk memberikan gambaran secara jelas mengenai masalah-masalah yang diteliti, menginterpratasikan serta menjelaskan data secara sistematis pada UPK kecamatan Tanasitolo. Hasil Penelitian terhadap inovasi kebijakan program SPP diketahui dengan menggunakan tiga faktor yaitu Motivasi, Norma-norma dan Kesesuaian. Implementasi inovasi dari faktor individu dapat dilihat dengan terjadinya peningkatan pelunasan tunggakan setelah kebijakan tersebut diterapkan, kemudian dari faktor norma-norma dapat dilihat dengan tingginya tingkat minat masyarakat terhadap program tersebut karena mampu meningkatkan taraf hidup masyarakat. Sedangkan faktor kesesuain dapat dilihat bahwa inovasi kebijakan jika dilihat dari faktor kesesuaian masih terdapat ketidaksesuaian terhadap masyarakat terbukti dengan adanya satu keluarga yang bertanda tangan dalam surat pernyataan ahli waris meninggalkan daerah setempat tanpa sepengetahuan pihak pemerintah kecamatan Tanasitolo dan pihak UPK.

Abstract

The performance of government administrators significantly affects public services and the success of a government if the quality of services provided is considered reasonable by the service recipients (the community). The purpose of this study is to determine the condition of public service performance at the Makassar City Information and Communication Service. The research method used is descriptive qualitative by involving the community and employees as informants. The study's results suggest that service productivity that occurs when employees provide public services is considered very responsive. Employees have shown a form of service that is fast, precise, and full of discipline. However, it is still necessary to provide Standard Operating Procedures (SOPs) to support more effective services. So far, the quality of service has been assessed by employees as showing politeness, friendliness, smiles, and free service. Employees are pretty respectful in providing services to users of public services. The responsiveness of employees is considered maximal, and the capacity of employees is quite capable of explaining the administrative requirements that are equipped to obtain benefits. However, the overall service's increase in HR/operator capacity needs to be improved. Service responsiveness is considered quite good. Employees care enough to provide services but still need to be equipped with several service instruments in each service unit, such as Standard Operating Procedures (SOP). So far, service accountability is considered by employees to be entirely responsible for providing a service. Some employees can understand and explain the flow and mechanism for obtaining assistance to service users.

Abstract

Penelitian ini bertujuan mengukur kepuasan masyarakat terhadap pelayanan bantuan sosial di masa pandemi Covid-19. Bantuan tersebut terdiri dari lima program: PKH, BPNT, RASTRA, BSNT, dan BSP. Penelitian ini menggunakan pendekatan deskriptif kuantitatif yang bersifat eksploratif yang terdiri dari 250 responden, masing-masing 50 respoden setiap program. Hasil penelitian menunjukkan bahwa nilai Indeks Kepuasan Masyarakat terhadap layanan bantuan sosial pada Dinas Sosial Kabupaten Soppeng tertinggi ke terendah: BPNT, BST, BSP & PKH, dan RASTRA. Secara keseluruhan, masyarakat penerima bantuan sosial menilai baik pelayanan program bantuan sosial di tengah pandemi Covid-19.

Abstract

Village development is an important part of Indonesia's national development policy, with the aim of improving community welfare through village empowerment and self-reliance. Wajo Regency, which has abundant natural resource potential but still faces a number of challenges, is the focus of this research. This research aims to identify the factors that support and hinder the implementation of independent village development in Wajo Regency, as well as formulate appropriate strategies to improve village independence. The method used in this research is a descriptive qualitative approach with a case study, where data was collected through in-depth interviews, field observations, and document analysis. Data analysis was conducted using descriptive qualitative techniques and SWOT analysis, which examines the strengths, weaknesses, opportunities, and threats in the implementation of independent village development. The results showed that supporting factors such as natural resource potential, government policy support, and active community participation, while inhibiting factors include the limited quality of human resources, dependence on village funds, and limited infrastructure. Based on these findings, the proposed strategies include strengthening the quality of human resources, diversifying village income sources, and improving infrastructure and technology to support the sustainability of independent village development in Wajo Regency.

Abstract

This research aims to find out and describe how the collaboration process is structured in the process of preventing violence against women in the city of Makassar. Through good collaboration between the government, NGOs, communities, and victims, it is hoped to create an environment that is safe and free from violence against women and victims. Children in the city of Makassar. The research method used is a qualitative approach with data collection techniques through interviews and document review. The research data was then analyzed in the phases of data reduction, data presentation, and conclusions. One of the indicators used is the collaborative process. The results of this research have shown that the collaboration process under collaborative governance did not operate optimally and was not fully effective, although several indicators were met, such as in building cooperation in the implementation of the prevention of violence against women and children In the city of Makassar, stakeholders meet regularly every quarter, particularly in the form of coordination meetings. In addition, cooperative governance is implemented with sustained commitment and the government participates in supporting violence prevention, particularly in the form of budget and infrastructure support. However, this research shows that there are still indicators that are not met and thus hinder the success of the cooperation. The regulations issued by the mayor are still in the finalization phase, and there is still an increase in violence against children. Based on the research results, the researchers suggest to the government the need for monitoring and evaluation to strengthen the role of the private sector, academia, business, NGOs, mass media, and society to enhance commitment and improve coordination between the realized.

Abstract

The purpose of this study is to analyze and identify the implementation of Village-Owned Enterprises (BUMDes) program policies in Sabbangparu District, Wajo Regency and identify supporting and inhibiting factors in implementing Village-Owned Enterprises (BUMDes) programs in Sabbangparu District. This research is conducted by looking at the implementation of the theory proposed by Grindle 1980, which is from the contents of the policy and the implementation environment of this study using a qualitative descriptive approach. It intended to provide a clear picture of the problem under study and systematically explain the data in implementing the BUMDes program. Research results on the implementation of BUMDes are seen from the content and context variables. The implementation of the BUMDes is still not running effectively due to the lack of support from the community in implementing the BUMDes. In addition, there is still insecurity from village leaders in running BUMDes and a lack of supporting the administration.

Abstract

Artikel ini bertujuan memaparkan terkait penerapan demokratisasi birokrasi di Kota Makassar khususnya pada layanan keterbukaan informasi publik. Adapun latar belakang penulisan ini karena masih rendahnya penerapan keterbukaan informasi publik sesuai amanat UU nomor 14 tahun 2008 di tingkat Pemerintah Daerah. Salah satunya yakni Pemerintah Kota Makassar yang baru menerbitkan perwali pada tahun 2016 yang sebelumnya dipersyaratkan 2 tahun setelah ditetapkan yakni tahun 2010. Penelitian ini dilakukan dengan mixed method dengan melakukan secara simultan metode kualitatif dan metode kuantitatif dengan fokus pada pemahaman aparatur, penyediaan fasilitas dan komitmen Wali Kota Makassar dalam keterbukaan informasi publik. Penelitian menggunakan metode wawancara, survei, observasi dan studi dokumen dalam mengumpulkan data. Penelitian ini menemukan bahwa demokratisasi birokrasi dalam layanan keterbukaan informasi publik di pemerintah Kota Makassar sudah berjalan walaupun belum optimal. hal ini karena pengetahuan dan pemahaman aparatur birokrasi masih belum sepenuhnya mengetahui UU nomor 14 tahun 2008 serta muatan yang ada di dalamnya. penyediaan layanan publik berupa pembentukan PPID di tiap Organisasi Perangkat Daerah (OPD) masih belum mencapai angka 50% yakni hanya 36% serta komitmen Wali Kota Makassar belum sepenuhnya hal ini ditandai dengan lambatnya penerbitan Perwali dan rendahnya kepercayaan representasi OPD atas komitmen tersebut.

Abstract

The implementation of the Social Health Insurance Agency (Badan Pengelola Jaminan Sosial—BPJS Health) in Indonesia represents a major step toward achieving universal health coverage; however, it faces persistent challenges shaped by political, economic, social, and technological contexts. This research aims to examine the external factors influencing the performance and sustainability of BPJS Health through the application of the PEST (Political, Economic, Social, and Technological) analysis framework. A qualitative research design was employed, combining document analysis of government regulations, policy reports, and academic sources with expert interviews involving policymakers, healthcare practitioners, and scholars. Data were analyzed thematically using NVivo software, enabling the categorization of recurring themes across the four PEST dimensions. The findings reveal that political factors such as budget allocation, leadership commitment, and regulatory shifts significantly affect program sustainability, while economic challenges such as low contribution compliance, widespread poverty, and infrastructure disparities hinder financial resilience. Social aspects including low public awareness, inequality in access, and conflicts between stakeholders further complicate implementation, whereas technological limitations related to system integration, inadequate infrastructure, and digital literacy gaps restrict efficiency and innovation. Despite these challenges, opportunities exist through policy coordination, financial reforms, public awareness campaigns, and digital innovations such as telemedicine. In conclusion, the study highlights that the success of BPJS Health is contingent on the synergy of political will, economic inclusivity, social engagement, and technological advancement, providing valuable insights for strengthening Indonesia’s national health insurance system and ensuring equitable healthcare for all citizens.

Abstract

The urgency of climate change is now crucial. Climate change is not only an environmental problem but also threatens the survival of urban communities, affects urban spatial planning, and encourages government initiatives to increase public capacity and integrated social services. This study aims to identify and analyze the implementation of policies and handling of climate change by the government of Makassar City. This study uses qualitative data sources, namely statements from informants and local action plan documents for climate change adaptation and disaster risk reduction. Data collection through interviews and relevant literature review. The study results show that the climate change countermeasures policies implemented include; adding green open spaces, clean water management, rehabilitation and normalization of canals, mitigation through planting mangroves, developing aquaculture to empower island communities, and socializing strengthening climate change regulations. Other policies were carried out, including the ecological dimensions of forming strategic areas and cultivation, the social dimension of public capacity building and integrated social services, technical dimensions of the development of urban spatial pattern structures.Urgensi perubahan iklim saat ini menjadi krusial. Perubahan iklim bukan hanya mengenai masalah lingkungan, tetapi juga mengancam ketahanan hidup masyarakat kota, memengaruhi penataan ruang kota, dan mendorong inisiatif pemerintah untuk meningkatkan kapasitas publik dan layanan sosial terpadu. Penelitian ini bertujuan untuk mengetahui dan menganalisis pelaksanaan kebijakan dan penanganan perubahan iklim yang dilakukan pemerintah Kota Makassar. Pendekatan penelitian menggunakan kualitatif, sumber data yaitu pernyataan yang berasal dari informan, dan dokuman rencana aksi daerah adaptasi perubahan iklim dan pengurangan risiko bencana. Pengumpulan data melalui wawancara dan telaah literatur relevan. Hasil penelitian menunjukkan bahwa kebijakan penangan perubahan iklim dilakukan, meliputi; penambahan ruang terbuka hijau, pengelolaan air bersih, rehabilisasi dan normalisasi kanal, mitigasi melalui penanaman mangrove, pengembangan budidaya perikanan pemberdayaan masyarakat pulau, dan sosialisasi penguatan aturan perubahan iklim. Kebijakan lain dilakukan, yaitu; dimensi ekologi pembentukan kawasan strategi dan budidaya, dimensi sosial peningkatan kapasitas publik dan layanan sosial terpadu, dan dimensi teknis pengembangan struktur pola ruang perkotaan.
