Abstract

Political reform has occurred in Indonesia, namely when the regime transition of power from the old order to new order, and when the transition toward the new order has yet to reform the order form is of very local government councils. Local government councils according to the opinion of the writer has never showed good political performance, they simply just as political actors who seek personal gain or rent seeking, either the status quo as well as rent-seeking hunters.In connection with these conditions the local government councils is a form of democracy at local government level is very importance role in accommodating the aspirations of the community and promote development at the local level. Referring to this idea the authors approach the study of reform as the basic options that can be found those items essential for local government reform towards a quality council. Variables of important reforms that opinion writer are:  minimize the number of political parties; amendment to the constitution need to be rethinking;political education to be a prerequisite determination of local government councils; and scope of work development of local government council.Key words: local government councils, policy reform, political parties

Abstract

The involvement of community empower companies to participate in sustainable development through Corporate Social Responsibility (CSR) programs in the era of governance are important, particularly those intended for rural or marginalized communities. However, in East Java, policies on the CSR program have not been well established, so the cooperation between the corporate governance management with the government's CSR program has not demonstrated synergic performance. Such conditions have not been determined due to the lack of operational level policy (government regulation) so that the CSR program in East Java Provincial Government has not performed well. The purpose of this paper is to analyze what and how governance reforms that needed to be done so that the CSR program performs well. Abstract

Salah satu fungsi pusat kesehatan masyarakat pada pelaksanaan  program jaminan kesehatan nasional adalah menjadi lembaga fasilitasi kesehatan tingkat pertama dalam memberikan layanan kesehatan. Oleh karena itu, penelitian ini bertujuan untuk menganalisis inovasi layanan kesehatan puskesmas di Kota Surabaya dalam melaksanakan program Jaminan Kesehatan Nasional (JKN) berbasis pada kearifan lokal.  Penelitian ini menggunakan penelitian kualitatif dan teknik analisis data menggunakan model analisis interaktif. Hasil penelitian menunjukkan bahwa: pertama, bahwa puskesmas saat ini, belum mampu memberikan layanan kesehatan yang sesuai dengan kebutuhan masyarakat; dan kedua, bahwa puskesmas Medokan Ayu di Kota Surabaya hanya melakukan inovasi layanan kesehatan di bidang layanan administrasi, sementara layanan kesehatannya belum diinovasi. Dengan demikian layanan selama ini diinovasi pada aspek pendaftaran yang sudah terbagi sesuai dengan jenis layanan kesehatan dan dilanjutkan pada layanan kesehatan menuju poli yang disediakan. Sementara layanan kesehatan yang menjadi kebutuhan masyarakat belum dilakukan inovasi.

Abstract

This study aims to analyse the harmony of religious communities with religious leaders through a collaborative governance perspective supported by the communication model. This research uses a qualitative research approach. I collected data through documents, interviews, and observations—analysing data by interactive model analysis. The results of this study are various kinds of friction between religious communities and religious leaders, which can be resolved by building a good relationship as unique culture (silaturahmi). Silaturahmi agrees that stakeholders institutionalised as a new model in solving religious harmony. Collaboration between religious leaders is committed to assisting community needs through social assistance and providing recommendations for places of worship. On the other hand, a collaboration between stakeholders requires a face-to-face, dialogical, and mass communication model.

Abstract

Abstract: This research type is quantitative research with Cross Sectional Study approach. This study used secondary data of JKN participants who came both in outpatient and inpatient at Bantul Regency Hospital. Data analysis using paired t-test paired test and Analysis of variance (Anova). Research data were taken in 7 hospitals. The number of visits before and after the policy came into effect indicates a statistically significant difference. Satisfaction after the policy was enacted showed no statistically significant difference between 2015 and 2016. The number of post-policy visits enacted showed no statistically significant difference between the types of FKRT. Abstract

This research aims to analyze the service quality of Gerobak Cinta and its impact on stunting rates in Larantuka District, East Flores Regency. The method used in this research is qualitative. Research data was obtained through observations of the running of the Gerobak Cinta program, interviews with related integrated service post cadres, and submission of documents at the health center and the East Flores District Health Service. The research results show that the Gerobak Cinta supplementary food program implemented in East Flores Regency is considered high quality. The quality of service in this program results in better fulfillment of community nutrition from the supplemental food program. Ultimately, this program reduced the stunting rate significantly based on the previous year's stunting data. This research implies that the Gerobak Cinta supplementary food program needs to be increased evenly in all sub-districts in East Flores Regency. Stunting will be as low as possible if this program can be expanded and its quality improved.

Abstract

Penelitian ini memiliki tujuan untuk menganalisis pelaksanaan salah satu program pemberdayaan masyarakat di Kota Surabaya yaitu program Padat Karya Tunai (PKT) dalam meningkatkan kesejahteraan masyarakat miskin. Program PKT ini membuka lapangan pekerjaan untuk masyarakat sasaran atau masyarakat yang tidak bekerja dan dapat meningkatkan progres perekonomian masyarakat yang dalam hal ini program PKT yang dilaksanakan secara swakelola. Pada penelitian ini peneliti menggunakan jenis penelitian kualitatif dengan teknik pengumpulan data berdasarkan dengan deskripsi konteks yang ada dan temuan analisis data yang digunakan untuk mendapatkan informasi dari informan. Hasil dari penelitian yang telah dilakukan menunjukkan bahwa: pertama, pada tahap penyadaran pengelola desa telah berupaya melakukan penyuluhan dengan mengumpulkan semua masyarakat dan mengkomunikasikan secara langsung pentingnya program PKT kepada masyarakat; kedua, pada tahap pengkapasitasan pengelola desa dalam mekanisme pemberdayaan masyarakat desa dengan program PKT warga diarahkan memilih jenis pekerjaan sesuai dengan kemampuan yang mereka miliki; ketiga, pada tahap pendayaan dalam mekanisme pemberdayaan masyarakat desa dengan program PKT menunjukkan bahwa terlihat selama pelaksanaan program, masyarakat belum sepenuhnya berdaya karena rendahnya tingkat partisipasi masyarakat..

Abstract

Abstract This study aims to investigate the efficacy of RDWC customer complaint services in terms of their advantages and the response from the community in Surabaya City. This research employs a qualitative methodology with a descriptive approach to elucidate the problem of a particular phenomenon. The research data was collected by observing the customer complaint services of RDWC Surabaya City and conducting interviews with individuals who utilize these services. According to the research findings, application-based customer complaint services are now suboptimal and unsatisfactory for the community. That is evidenced by 1) multiple individuals expressing criticism of their experiences with RDWC services, specifically citing delayed response times from officers, and 2) people expressing dissatisfaction with the lack of response to their submitted complaints. This study provides a comprehensive analysis of the community's response to the services offered by RDWC Surabaya City. This research implies that the RDWC must promptly address all public complaints and is expected to enhance its services for better outcomes. Abstract

This research aims to understand the role of the government as a regulator, facilitator, and catalyst in empowering MSMEs in Reog Ponorogo. The qualitative descriptive research method is used with data collection using observation, interviews, and documentation methods. The results of this research show that the role of local government as a regulator, facilitator, and catalyst in empowering MSMEs in Reog Ponorogo still needs to be improved. As a regulator, the local government should be able to create policies or regulations that agencies can implement to develop Ponorogo Reog MSMEs, such as agency uniform regulations that use Reog attributes in August. The government's role as a catalyst is to provide accessible trading permits for new MSMEs and provide stimulus in the form of people's business credit or KUR in collaboration with private parties in developing MSMEs with relatively simple application requirements.

Abstract

This research aims to determine the extent to which social protection benefits contribute to maintaining the welfare of employees at Hoffment Cleanindo Persero Surabaya as users of the Institution of Social Security Employment (ISSE). The objective of this research indicates that increasing awareness and benefits are crucial to helping employees feel better and assisting the company in maintaining stability. The author employed a descriptive data analysis model supplemented by on-site observations. Interviews with employees and company executives were conducted, and direct observations were made. The collected data will be presented in graphical form with systematically structured explanations. The discussion findings reveal disparities and differences in perception between employers and workers. This research aids in identifying necessary improvements or changes to meet the needs and expectations of employees. The findings will provide better insights into how employees perceive, experience, and expect benefits from the ISSE program, thereby ensuring their welfare. The author recommends that with the ISSE program, employees can increase their awareness, and companies can pay more attention to the ISSE program to achieve the desired welfare for both employees and the company.
