Abstract

Travel and tourism have become a fast-growing industry and a major source of income for many developing countries (Wood, 2002), including Indonesia. Approximately 35% of major nature tourism product portfolio is ecotourism (Kementerian Pariwisata dan Ekonomi Kreatif, 2019). Ecotourism development is based on the awareness of understanding in every environment condition which oriented in conservation and concern of the local culture as well as local civilization. Hence, the existence of community interaction is a guarantee to the sustainability of ecotourism development (Damanik, 2013; Wood, 2002). Many benefits offered by the concept of ecotourism, does not keep this concept away from several critics, related to the low of local community involvement in ecotourism management. This study aims to analyze the local community involvement as well as the affecting factors in managing the ecotourism in Indonesia by systematically reviewing 29 articles published in Sinta Ristekdikti’s accredited journals with the qualifications of Sinta 1 and Sinta 2. The discussion about local community involvement will be reviewed from the ecotourism planning level, participation in ecotourism development implementation and participation in its use (Lukman, 2017). Meanwhile, the affecting factors will be analyzed from the operational, structural and cultural perspective.  The results show that the involvement of local communities in ecotourism management in Indonesia is still limited to the level of utilization. From the operational perspective, limits to local community involvement are come from limited information availability about ecotourism to local communities, centralized tourism management and the lack of coordination among stakeholders. Limited number of trained human resources, legal system that does not support the participatory practices, the uncooperative attitude of professionals and the dominance of local elite are still become the limitations to local community involvement from a structural perspective. Meanwhile, cultural barriers include apathy and a low level of public awareness of the potential benefit of ecotourism in their area. We can conclude that the empowerment efforts to local community in ecotourism destinations must be further improved. Educating the local community to understand their rights, informing them about the ecotourism management in their area would be the right first step to execute, because due to the lack of knowledge and information they have, frequently triggers disturbances from the local community which actually will thwart the ecotourism purposes.

Abstract

Along with the issuance of the Joint Regulation of Governor of Yogyakarta Special Region, Regional Police Chief ofYogyakarta Special Region, and Operational Director of PT. Jasa Raharja No.35 Year 2008 No:B/4820/XI/2008 andNo: SKEB/12/2008 about the program to improve SAMSAT’s excellent service, SAMSAT Corner was established. Vehicletax is one of tax incomes which affects regional income. Therefore, it is necessary to optimize the tax revenue ofvehicle through various efforts. One of the ways is by improving the satisfaction of vehicle taxpayers by giving anoptimal service quality. Based on the explanation above, the researcher was eager to find out the implementation ofSAMSAT Corner service at Galleria Mall in order to improve vehicle tax in 2014. In this research about the implementationof SAMSAT Corner service, a mix method –quantitative and qualitative methods – was employed. Firstly, thedata were collected quantitatively using survey approach. Then, the data were collected qualitatively. Based onthe data analysis, the implementation of SAMSAT Corner service at Galleria Mall has run well, as its index value is 3.59or in good category. SAMSAT Corner service is also influenced by several factors, among others are communication, human resources, disposition, and bureaucracy structure. Their index is 3.76, thus it is in good category as well. Thefinding in this research shows that the internal organizer of service which is maximum cannot guarantee a goodservice, because the internal assessment shows better result than the external one. Based on the analysis, it can beconcluded that the implementation of SAMSAT Corner service at Galleria Mall has run well and it gives positive effectsto society (vehicle taxpayers). However, the regulation that rules the operation of SAMSAT Corner service at GalleriaMallis not optimal yet, so it is necessary to study it again in order to have a clear regulation about SAMSAT Cornerservice.

Abstract

This paper aims to explain how to do and by what manner hadramis politics succeed in gaining influence in the local election in Pekalongan. The power of Hadrami in this city can be observed from three periods of local election in which they become the winner for city Mayor. That achievement can be easily understood due to their dominant power in religion, economics, education, civil society organization (Al Isryad), and health institution. Hadramis gained many strategic positions and had a considerable effect on society. Traditionally, Arabs lineage is identically Al Irsyad, which was affiliated with Golkar since the New Order. Also, the role of socio-economic development has become a habitus to this Arab lineage since the 19thcentury. As a result, the influence of Hadrami clerics is so apparent. Therefore, the position of this Hadrami can mobilize voters quickly politically and psychologically. It became the most critical modality component to explain how Pierre Bourdieu's theory can be employed. By doing field research and doing a series of interviews in a qualitative approach, this paper aims to dig deeper to answer how the politics of Hadrami works. The findings are that the Hadrami community successfully combines modalities such as religious identity dominance, an enormous power in economic capital, social networks, and public service. Those capitals have transformed into political support toward electoral democracy. This opportunity is strongly influenced by social infrastructure as a well-established plural community. However, Hadramis itself is not a single and trustworthy entity in the political field to be so dynamic in reality toward a local election.

Abstract

The long clamor of the Moro people, an Islamized group in southern Philippines, is not only a clamor that has been systematically ignored but one that is left unresolved and often politicized. This has led to a series of disappointing legal attempts to better the underdeveloped Muslim region through the failed experiment of decentralizing financial resources and political power. In light of this, the paper aimed to analyze the system-rooted social closure that the case of the Autonomous Region of Muslim Mindanao reflects. It is analyzed in the lens of the systematic exclusion apparent in the compiled statistical data from the Philippine Statistical Authority and other scholars. Also, social closure is analyzed by looking into the usurpationary activities undertaken by Moro armed groups to gain access from resources; political and economic. The paper is a qualitative explanatory study which provides an analytical lens to the secondary data gathered from government websites of the Philippines and from scholarly reports and published studies. It was confirmed in the study that the Moro People are socially excluded and some are supporting if not affiliated to the Armed groups fighting the government for a better autonomous region, some even for an independent state for the Moro nation.
