Abstract

Supervisi akademik yang bermutu merupakan salah satu faktor yang mempengaruhi mutu pembelajaran. Fokus permasalahan penelitian adalah bagaimanakah model supervisi akademik yang selama ini dilaksanakan, dan bagaimanakah model supervisi yang valid untuk meningkatkan mutu pembelajaran. Penelitian ini bertujuan untuk mendeskripsikan model faktual, dan mengembangkannya menjadi model supervisi akademik yang valid dalam meningkatkan mutu pembelajaran. Penelitian ini menggunakan metode R&D. Data model supervisi akademik dikumpulkan dengan mewawancarai sepuluh orang pengawas SMP di Kabupaten Tulungagung. Kemudian data tersebut dianalisis secara deskriptif kualitatif, dan triangulasi data studi dokumen, hasil kuesioner dan wawancara dengan guru untuk mendeskripsikan model faktual. Model faktual supervisi akademik yang dilaksanakan oleh pengawas sekolah selama ini terdiri dari tiga tahap. Pada tahap pengembangan, disain model supervisi akademik berbasis total quality management, upaya pengembangan dan pemberdayaan pengawas sekolah dimasukkan untuk meningkatkan kompetensi pengawas sekolah dan untuk mengoptimalkan kinerja pengawas. Desain model supervisi akademik berbasis total quality management dikembangkan dan divalidasi oleh tiga ahli dan praktisi dari pengawas sekolah. Hasil validasi dari pakar dan praktisi ini kemudian dianalisis secara kualitatif untuk menyempurnakan model hipotetik dan diujicobakan secara terbatas pada pengawas sekolah. Disarankan agar model supervisi akademik berbasis total quality management ini dapat diimplementasikan oleh pengawas sekolah dalam meningkatkan mutu pembelajaran guru. Quality instructional supervision is one of the factors that affect the quality of learning. The focus of the research problem is how the instructional supervision models that have been implemented, and how a valid model of supervision to improve quality of learning. This study aimed to describe the factual models, and develop it into a valid model of instructional supervision in improving quality of learning. This study uses R&D. Instructional supervision model data were collected by interviewing ten secondary schools superintendent. The data were analyzed by descriptive qualitative and triangulation with documents, questionnaires and interviews with teachers to describe the factual models. Factual model is carried out by superintendent during consists of three phase. At development stage, the design of a total quality management based instructional supervision model, improvement and empowerment efforts included superintendents to improve the competence of superintendents to optimize performance. This model design was developed and validated by three experts and practitioners from the superintendent. The results of this validation analyzed qualitatively to enhance hypothetical model and tested on a limited basis at a superintendent. Its recommended that the TQM based instructional supervision model can be implemented by superintendents in improving the quality of teacher learning.

Abstract

Peningkatan kompetensi guru perlu dilakukan terus menerus dan berkelanjutan pada setiap organisasi pendidikan agar mampu menjawab tuntutan pendidikan di era globalisasi. Salah satu upaya yang dapat dilakukan untuk meningkatkan kompetensi pedagogik guru adalah melalui pembinaan, baik yang dilakukan pengawas maupun kepala sekolah. Untuk itu diperlukan need assessment yang dijadikan dasar penentuan model pembinaan yang tepat. Pendekatan penelitian ini adalah mix method yaitu pendekatan kualitatif dan kuantitatif. Hasil penelitian menujukkan bahwa guru-guru sangat memerlukan pembinaan, yang mengaitkan antara (1) kebutuhan akan peningkatan kompetensi pedagogik dengan memperhatikan karakteristik belajar siswa, (2) guru observer memberi masukan (refleksi) pembelajaran (prinsip kolegialitas), (3) ahli memberi refleksi pembelajaran dan memberi masukan sebagai bahan laporan bagi pengawas maupun kepala sekolah, untuk dijadikan dasar bagi pembinaan selanjutnya, (4) siswa berinteraksi langsung dengan guru dalam pembelajaran, (5) MGMP sebagai sarana pertemuan guru, dan (6) suatu proses yang berkelanjutan, terarah, dan terpantau. Improving the teacher competence needs to do continuously and in a sustained way at every organization of education in order to be able to answer the demands of education in the globalization era. One effort that can be done to improve the pedagogic competence of the teacher is through coaching, done by either supervisor or principal. It is necessary to determine need assessment relied upon a suitable coaching model. The approach of this study is mix method that are qualitative and quantitative approach. The results of the research to find out need assessment of coaching model shows that teachers are in desperate need of coaching, which ties between (1) the need to increase pedagogic competence, having regard to the characteristics of student learning, (2) the observer teacher give feedback or reflection to the learning (collegiality principle), (3) the expert gives any reflection as a report to the school supervisor or principal, as a legal basis for further plan of coaching, (4) students interact directly with the teacher in the learning (5) MGMP as a place for teachers’ meeting, and (6) a sustained, purposeful, and tracked process.

Abstract

Supervisi akademik memiliki peran yang sangat penting dalam peningkatan kompetensi profesional guru. Berdasarkan studi di lapangan pelaksanaan supervisi guru Sekolah Menengah Kejuruan (SMK) di kabupaten Wonosobo belum berjalan dengan optimal karena keterbatasan jumlah pengawas sekolah. Tujuan dari penelitian ini adalah mengetahui penerapan model supervisi akademik berbasis evaluasi diri guru dan penilaian rekan sejawat guru seklah menengah kejuruan kabupaten Wonosobo. Metode penelitian ini menggunakan pendekatan Research and Development (R & D) dengan teknik pengumpulan data secara wawancara dan studi dokumen. Hasil uji coba terbatas dan uji coba luas model supervisi akademik berbasis evaluasi diri guru dan penilaian rekan sejawat didapat hasil analisis deskriptif kuantitatif tentang evaluasi model. Berdasarkan evaluasi model diperoleh hasil bahwa model bermandaat, mudah,fleksibel, dan dapat diterapkan. Sedangkan berdasarkan uji efektifitas diperoleh hasi bahwa model supervisi akademik efektif bagi guru SMK di kabupaten Wonosobo. Academic supervision has a very important role in the improvement of the professional competence of teachers. Based on field studies in the implementation of teacher supervision Vocational School (SMK) at Wonosobo not running optimally due to the limited number of school inspectors. The purpose of this study was to determine the application of the model-based self-evaluation of academic supervision of teachers and peer assessment vocational teacher at Wonosobo . This research method using the approach of Research and Development (R & D) with the data collected with interviews and document study. The trial results are limited and extensive trial-based model of self-evaluation of academic supervision of teachers and peer assessment results obtained quantitative descriptive analysis of the evaluation models. Based on the evaluation of the results showed that the model are useful models, easy, flexible, and can be applied. While the effectiveness of the test based on the result of the Wilcoxon test obtained that effective academic supervision models for vocational school teachers at Wonosobo.

Abstract

Alasan pengambilan tema manajemen kerjasama antara SMK dengan industri diteliti didasari adanya perekrutan tenaga kerja yang diambil dari lulusan SMK Negeri 7 Semarang. Tujuan penelitian ini adalah untuk mengetahui proses perencanaan, pengorganisasian, pelaksanaan, dan pengawasan kerjasama antara SMK Negeri 7 Semarang dengan industri. Sumber data diperoleh dari:(1) informan SMK Negeri 7 Semarang dan industri; (2)proses kejadian perencanaan, pengorganisasian, pelaksanaan, pengawasan kerjasama antara SMK Negeri 7 Semarang dengan industri. Sedangkan teknik pengumpulan data adalah observasi, wawancara dan dokumentasi. Keabsahan data diperlukan teknik pemeriksaan yaitu: (1) Derajat kepercayaan; (2) Keteralihan; (3) Ketergantungan; (4) Kepastian. Teknik analisis data yang digunakan dalam penelitian ini adalah analisis data meliputi prosedur sebagai berikut: (1) Pengumpulan data dilapangan; (2) Reduksi data; (3) Penyajian data; dan (4) Verifikasi dan penarikan kesimpulan. Hasil penelitian: (1)Perencanaan diselesaikan melalui: rumusan rencana dengan menghadirkan utusan industri, penetapan rencana dengan rapat pleno dihadiri dewan guru, orang tua peserta didik dan komite sekolah, dan evaluasi rencana oleh Evabang; (2) Pengorganisasian, koordinasi dan kerjasama antara sekolah menengah kejuruan dengan industri untuk melaksanakan pembelajaran dalam bentuk teori dengan menyisipkan pendidikan karakter, praktek di sekolah, dan praktek ;(3) Pelaksanaan disesuaikan dengan penetapan rencana rapat pleno (4)Evaluasi, BAN-S/M dan ISO The reason of choosing coordination management between vocational high school and industry researched based on the recruitment taken from SMK Negeri 7 graduations.The research aims to describe the planning, organizing, implementation, and review between SMK Negeri 7 Semarang, Light Vehicle Technique Competition. The data research taken from: (1) SMK Negeri 7’s informen and industry; (2) planning, organizing, implementation, review process of coordination between SMK Negeri 7 and industry. Collecting data techniques : observation, interview and documentation. The legalization data needs correction technique, they are: (1) Trust Degree; (2) Movement; (3) Dependence; (4) Necessity. Technique of analyzing data used in this research: (1) Colleting data at field; (2) data reduction; (3) data serving; (4) Verification and conclusion. Research results: (1)Planning finished by: identification from needs through researching information and internet, planning formulation through workshop by presenting vice from industry and effort world, planning by meeting attended by teachers, students’ parents and committee, planning evaluation by Evabang; (2) vocational education’s implementation by organizing, coordination between vocational high school with industry, effort world to do learning teaching process in form theory by supplying character education, workshop, and industry workshop;(3)Evaluation, includes: external evaluation from BAN-S/M, ISO.

Abstract

Penelitian ini bertujuan untuk: (1) Mengetahui model supervisi akademik untuk meningkatkan kompetensi pedagogik guru SMK di Kabupaten Wonogiri yang dilaksanakan saat ini. (2) Menghasilkan model supervisi akademik berbasis evaluasi diri melalui MGMP sekolah untuk meningkatkan kompetensi pedagogik guru SMK yang sesuai untuk guru SMK. (3) Untuk mengetahui apakah penggunaan teknik supervisi akademik dengan berbasis evaluasi diri melalui MGMP sekolah efektif meningkatan kompetensi pedagogik guru SMK di kabupaten Wonogiri. Metode penelitian ini menggunakan pendekatan Research and Development (R&D) dengan pelaksanaan ujicoba terbatas pada 2 SMK. Uji coba model pengembangan supervisi menggunakan One Group Pretest-Posttest Design. Dari hasil analisis dengan uji t didapat t statistik -7,165, t tabel 1,943 dengan demikian t statistik (-7,165) < t tabel (1,943) ini berarti terdapat perubahan atau peningkatan kompetensi pedagogik guru subyek ujicoba setelah diberikan supervisi hasil pengembangan, sehingga dapat disimpulkan bahwa model supervisi akademik berbasis evaluasi diri efektif meningkatkan kompetensi pedagogik guru SMK di kabupaten Wonogiri. This study aims to: (1) Knowing the academic supervision models to improve the pedagogical competence of teachers of vocational schools in Wonogiri implemented to date. (2) Generate a model-based academic supervision through MGMPs school self-evaluation to improve teachers' pedagogical competence SMK appropriate for vocational teachers. (3) To determine whether the use of techniques based academic supervision with self-evaluation through effective school MGMPs improve pedagogical competence of teachers of vocational schools in Wonogiri. This research method using the approach of Research and Development (R & D) with the implementation of the test is limited to 2 SMK. Trial development model of supervision using One Group Pretest-Posttest Design. From the analysis of the obtained t test t statistic -7.165, t table 1.943 thus t statistic (-7.165) <t table (1.943) This means that there is a change or an increase in teachers' pedagogical competence after a trial subjects given supervision of the development, so it can be concluded that model of self-evaluation based academic supervision effectively improve pedagogical competence of teachers of vocational schools in Wonogiri.

Abstract

Siswa SMA swasta sekecamatan Pedurungan kota Semarang banyak yang mengeluh atas layanan sekolah seperti lingkungan sekolah yang terlalu ramai dan kurang terawat, kinerja pegawai sekolah yang rendah, fasilitas yang kurang memadai dan kurangnya daya tanggap guru. Penelitian ini adalah penelitian kuantitatif dengan menguji hipotesis yang diajukan berdasarkan teori. Populasi penelitian ini adalah siswa SMA swasta di kecamatan Pedurungan kota Semarang sebanyak 149 orang, sedangkan sampel 105 orang diambil secara proportional random sampling. Data dikumpulkan dengan angket. Analisis data menggunakan analisis jalur dengan bantuan spss 21. Hasil penelitian yang direkomendasikan adalah fasilitas sekolah berpengaruh langsung terhadap kepuasan siswa dengan nilai koefisien jalurnya sebesar 0,331. Saran yang dapat disampaikan yaitu setiap sekolah perlu memperbaiki fasilitas layanan sekolah dengan cara memanfaatkan dana BOS layanan sekolah menjadi lebih bermutu untuk meningkatkan kepuasan siswa. The private high school students at Pedurungan Semarang who complain on school services such as school environment is too crowded and poorly maintained, low performance school personnel, inadequate facilities and lack of responsiveness of teachers. This research is a quantitative study to test the hypothesis based on theory. This study population is a private high school students in the district Pedurungan Semarang as 149 people, while 105 samples were taken by proportional random sampling. Data were collected by questionnaire. Data were analyzed using path analysis with the help of SPSS 21. The results are recommended school facilities directly influence student satisfaction with the value of the path coefficient of 0.331. Suggestions can be submitted that every school needs to improve school facilities by utilizing the services of BOS funds schools become more quality services to improve student satisfaction.

Abstract

Tujuan dari penelitian ini adalah mengembangkan instrumen penilaian kinerja team teaching pada mata diklat produktif di SMK. Penelitian ini menggunakan metode penelitian pengembangan dengan tiga langkah yaitu tahap studi pendahuluan, tahap pengembangan, dan tahap validasi melalui FGD serta dilakukan uji coba terbatas dan luas. Subjek penelitian adalah guru produktif SMK yang melakukan team teaching. Instrumen pengumpul data yang dipergunakan dalam penelitian ini yaitu; panduan wawancara; angket; observasi; dan dokumen. Teknik analisis data dilakukan dengan metode deskriptif kuantitatif dan kualitatif. Produk penelitian pengembangan ini berupa IPKTT, dilengkapi dengan buku panduan dan rubriknya. IPKTT memenuhi kebutuhan instrumen untuk menilai kinerja team teaching yang belum tersedia. Dengan IPKTT dapat menjadi bahan bagi kepala sekolah dalam pembuat kebijakan tentang pelaksanaan pembelajaran produktif dengan teknik team teaching. The purpose of this study was to develop an instrument for the assessment of performance in team teaching at productive subject in Vocational High School. This study used a research method development with three steps namely the stage of preliminary studies with qualitative and quantitative techniques, stages of development and validation phase through FGD and performed limited testing and extensive. The research subject is that conduct vocational teacher team teaching. Data collection instrument used in this study are; interview guide; questionnaire; observation; and documents. Techniques of data analysis was conducted using quantitative and qualitative descriptive. with the following steps; tabulation of data, scoring data, presenting the data, and then describe the conclusions based on the criteria. Product comes with a manual that contains instructions on how to use the instruments and columns.IPKTT meet the needs of an instrument to assess the performance of team teaching are not available. With IPKTT may be material to the principal in the implementation of the policy makers on productive learning with team teaching techniques.

Abstract

Banyaknya sekolah-sekolah yang berdiri tetap belum dapat meningkatkan efektivitas, efisiensi dan mutu pendidikan nasional. Perubahan manajemen sumber daya manusia di sekolah harus dilakukan melalui regrouping sekolah agar terjadi peningkatan mutu sekolah. Pendekatan penelitian ini ialah kualitatif dengan rancangan studi kasus. Hasil penelitian ini ialah : (1) Perencanaan SDM disusun secara sistematik berdasarkan kemandirian sekolah, (2) Pengorganisasian dilakukan dengan pembagian sistem kerja, program kerja dan pengembangan SDM, (3) Pelatihan dan pengembangan karier memberikan dampak positif, baik untuk sekolah maupun personel sekolah, (4) Kompensasi dilakukan dengan memperhatikan pola kompensasi langsung dan kompensasi tidak langsung, (5) Penilaian kinerja dilakukan dengan menggunakan dua aspek, yakni penilaian kinerja guru dan penilaian kinerja sekolah. Simpulan dari penelitian ini ialah manajemen sumber daya manusia dapat meningkatkan mutu sekolah di SDN Petompon 02 dilihat dari perspektif kepuasan pelanggan internal dan kepuasan pelanggan eksternal dan dikategorikan baik. Saran terkait dengan hasil penelitian ini ialah kepala sekolah hendaknya menggunakan supervisi akademik sehingga dapat melakukan pengawasan kebijakan regrouping dalam aspek penilaian kinerja guru. Many schools remainstanding can improve the effectiveness, efficiency and quality of national education. Changes in human resource management in schools should be made through the school regrouping to an increase in the quality of schools. The approached of this study is a qualitative with a case study design. The result of this study are: (1) arranged in a systematic human resource planning based on school autonomy, (2) The organization of the systemis done with the division of labor, employment and human resources development programs, (3) Training and career development have a positive impact, both for the school and school personnel, (4) The compensationis done by observing the pattern of direct compensation and indirect compensation, (5) The performance evaluationis done by using two aspects, namely the assessment of teacher performance and school performance assessment. Conclusion that human resource management can improve the quality of schools in SDN Petompon02 viewed from the perspective of internal customer satisfaction and external customer satisfaction and well categorized. Suggestions related to this research is the principal academic supervision should use the head master so that it can perform policy control regrouping in aspects of teacher performance appraisal.

Abstract

Telah dilakukan penelitian dan pengembangan untuk menghasilkan sebuah model manajemen strategis pembinaan soft skill keprofesionalan Perwira TNI Angkatan Darat. Perwira Pertama (Pama) Angkatan Darat yang ada di lingkungan Kodam I Bukit Barisan ebagai sumber data. Data penelitian diperoleh melalui angket, observasi, wawancara, dokumentasi. Seluruh instrumen yang digunakan divalidasi oleh pakar (promotor) dengan teknik rational jugdment. Data penelitian dianalisis dengan teknik deskriptif kualitatif Model Hipotetik divalidasi internal oleh sejumlah pakar lewat FGD, sedangkan validasi eksternal lewat pemangku kebijakan yaitu sejumlah pimpinan Departemen Pertahan dan Keamanan (Hankam). Aspek-aspek soft skill yang perlu dikembangkan untuk para perwira TNI AD yaitu: (1) etika, (2) kemampuan komunikasi, (3) ketahanan mental dan keuletan, (4) kemampuan bersosiali-sasi, (5) kerjasama dan jiwa korsa, (6) kemampuan memimpin, (7) kepekaan sosial, (8) keberanian mengambil keputusan, melalui sebuah model manajemen pembinaan yang terintegrasi dengan model pembinaan kurikuler. Berdasarkan hasil dan analisis dapat disimpulkan bahwa diperlukan adanya manajemen strategi pembinaan profesionalisme yang menyeimbangkan pemberian materi pembinaan antara kecakapan hard skill dan soft skill secara berkesinambungan, proprosional dan terprogram. Research and development aims to produce a model of strategic management soft skills coaching professionalism the Army officer. As a source of research data are First Officer (Pama) Army in the environment I Bukit Barisan Military Command, which amounted. Data were obtained through questionnaires, observation, interviews, documentation. The entire instrument is used validated by experts (promoters) with rational techniques jugdment. Data were analyzed with descriptive qualitative techniques and data from the model development was analyzed by quantitative descriptive technique. The Hipotetic model is validated internally by a number of experts through focus group discussions (FGD), while the external validation through stakeholders that a number of leaders Department of Defense and Security (Defense and Security). Aspects of soft skills need to be developed for the officers of the army, namely: (1) ethics, (2) communication skills, (3) mental toughness and tenacity, (4) the ability to socialize, (5) and the corps spirit of cooperation, (6 ) the ability to lead, (7) social sensitivity, (8) the courage to make decisions. through an integrated management model development with curricular model. There needed to be a strategy for developing the professionalism of management by balancing the provision of guidance material between hard skills and soft skills skills on an ongoing basis, proportional and programmed.

SMAN 4 Tegal merupakan piloting project nasional dalam mengimplementasikan pendidikan karakter. Oleh karena itu peneliti merasa tertarik untuk mengkaji lebih mendalam secara ilmiah untuk mengadakan penelitian tentang “ Model Implementasi Pendidikan Karakter Berbasis Kurikulum 2013 di SMAN 4 Tegal “ dengan tujuan untuk mendeskripsikan tentang perencanaan, pengorganisasian, pelaksanaan dan pengawasan pendidikan karakter. Pendekatan penelitian ini adalah kualitatif dengan metode deskriptif analisis dan bersifat induktif, hasil penelitian lebih menekankan pada makna. Penelitian ini menggunakan teknik observasi, wawancara dan dokumentasi. Analisis data dilakukan dengan model analisis interaktif. Teknik keabsahan data menggunakan teknik triangulasi data dan sumber. Hasil penelitian, perencanaan dilaksanakan dengan mengidentifikasi kebutuhan, merumuskan visi, misi dan menetapkan program yang terkait dengan nilai - nilai karakter. Dalam pengorganisasian adanya tim teknis pelaksana pendidikan karakter. Pelaksana pendidikan mengacu pada kurikulum 2013. Pengawasan pendidikan karakter dilakukan melalui pengawasan internal oleh kepala sekolah dan pengawas eksternal oleh komite dan pengawas sekolah secara terpadu dan kontinu. Simpulan dari penelitian ini ialah SMAN 4 Tegal telah melaksanakan pendidikan karakter dengan baik. Saran dari peneliti, keteladanan guru dan warga sekolah agar menjadi prioritas utama dalam membentuk budaya sekolah yang berkarakter. SMAN 4 Tegal is piloting national project in implementating character education. Therefore the researchers were interested in more depth scientifically to conduct research on “ Implementation of Model-Based Character Education Curriculum 2013 in SMAN 4 Tegal “ with purpose to describe the planning, organization, implementation and supervision of character education. The approach of This study is a qualitative with descriptive methods and inductive analysis, the result further emphasize the meaning. Data collection techniques using observation, interview and documentation. Data analysis is used by interactive analisiss models. Data validation techniques using triangulation techniques and sources of data. The results of the research, planning carried out by identifying needs, formulating a vision, mission, and establish programs related to the value of any character in organizing the technical team implementing character education. Implementation of education refers to the curriculum in 2013. Supervision of character education is done through internal control by the principal and external supervision by the supervisory committee and the school in an integrated and continuous. Conclusion, tegal has conducted education SMAN 4 character well. Suggestion from researchers, exemplary teachers and schools communities to be the main preoritas in shaping school culture character
