Abstract

New Public Management (NPM) is an approach in public administration that applies knowledge and experience gained in the world of management and other disciplines to improve the efficiency and effectiveness of public service performance in modern bureaucracies. New public management focuses on public sector management that is performance-oriented, not policy-oriented. Based on the results of this study, there were three policies or strategies in the New Public Management (NPM) as an effort in governance, which were the reorganization of public administration, decentralization of partnerships and networks, and innovation. The purpose of making this literature review was to add insight into the New Public Management (NPM) as an effort in governance. The method used in this research was Study Literature Review (SLR), using several articles found in searches on Scopus, which were published in the last five years.

Abstract

Conflicts between Governance actors are rife in the era of democracy as it is today. The purpose of this study is to analyze the problems of land conflicts faced by the community against the Bandung City Government which is in a joint coalition with PT Sartonia Agung. Those two parties had a dispute over land rights in RW 11 Tamansari to control the basis of rights for housing and the construction of Row House. The struggle of each party in the struggle for land in RW 11 Tamansari was carried out through an advocacy process with both formal and informal approaches. The Advocacy Coalition Framework in this study was used as a knife for analyzing the phenomena that occurred. The research methods used in this study were qualitative research by standing on the interpretative paradigm. The data were collected by conducting observations, in-depth interviews, and documentation relating to the outline of the research. The findings obtained from this study indicated that there was a formation of strong coalition domination by the government through aggressive and repressive behavior that raised a conflict of interest in the row house construction policy in Tamansari Subdistrict, Bandung City, which was rejected by the Coalition of the Tamansari community that was formed. The series of advocacy carried out by the Tamansari community coalition had not produced results in favor of the coalition that urged a change in the policy.

Abstract

It has become a common tradition that in November every year, each Governor is obliged to set a UMP and can (not must) determine Regental/Municipal Minimum Wage (UMK). This is regulated by PP 78 of 2015 concerning Wages. This wage policy regulates the minimum wage that must be paid by employers to all workers without exception. Every year, this wage arrangement has become a problem for the industry, especially labor-intensive industries. This industry contributed to employment for people who had only low education around the company and its supporting areas. However, wages that were getting higher each year caused companies to enter the non-compliment category of buyers. This choice was what caused many companies to relocate or permanently disband their companies. Deferral of payment was not a solution for the company. In fact, it dragged them to bankruptcy. Governor of West Java’s SE No. 561/75/Yanbangsos/2019 concerning the Implementation of MSEs in West Java had become a breath of fresh air for the investment climate in West Java. However, this SE did not last long because of the high pressure of interest on the Governor of West Java. This article was carried out to analyze the impact of the revocation of the SE and the change to a decree, which stagnated the industry and reduced its production resulting in massive layoffs in several Regencies and Cities in West Java.

Abstract

One of the effective ways to improve the governance of State-Owned Enterprises (SOEs) is through privatization. A common problem that occurs at present in SOEs is that state-owned companies are inefficient in the use of resources, especially labor. The purpose of this research is to comprehend what is important in privatization, using the Systematic Literature Review (SLR) method. Some things that are important in the privatization of State-Owned Enterprises include privatization performance based on privatization activities, success factors, CSR in privatized SOEs, and performance after reducing government ownership. An improvement of performance both in terms of attainment and income along with a decrease in CSR were likely experienced by SOEs when privatizing. In addition, this research was also conducted to find out whether there were parts that had become worse after privatization. The privatization of SOEs was carried out by modernizing the economy. The decrease in performance of CSR could be minimized by social activities carried out by the company. The role of the government was very important in the supervision of SOEs so no one was able to gain personal benefit. The involvement of stakeholders was very important in this process because it could increase the trust of shareholders. During privatization, cooperating partners had to guarantee that there would be no termination of workers. In fact, it was hoped that more workers were to be added.

Abstract

This research investigates swallow nest tax controlling in Cirebon Regency. The swallow nest tax is tax on the activity of taking or exploiting swallow nest. Formulation of the problem in this study is based on the report issued by THE BPPD Cirebon Regency, which showed that there was tax disobedience or avoidance performed by the swallow nest taxpayers. There was also still lack of corrective action done by the government in deciding tax penalty for the tax breakers. It is assumed to happen due to the less optimized controlling process. Therefore, this research aimed at seeing how the controlling process of swallow nest tax in Cirebon Regency was conducted. The data collecting technique of the qualitative method was applied in this research by using the literature research, field research, and interviewing five informants. They were the Head of Control Sub-Department of THE BPPD of Cirebon Regency, the Head of Regional Tax 1 Department of THE BPPD of Cirebon Regency, the Head of Technical Implementation Unit (UPT) of THE BPPD of Cirebon Regency, the taxpayer, and the guard of swallow nest building. The research showed that the swallow nest tax collecting process in Cirebon Regency was not optimal at that time. It was because the performance had not met the determined target, the controlling process done had not been completely conducted based on the standard determined in the Regent’s Regulation (Perbup) No. 14 of 2012, and the commitment in deciding needs of corrective action was not strong enough.
