Abstract

This study was motivated by the continued occurrence of illegal parking and illegal fees at minimarkets in Surabaya prior to enforcement efforts by the Surabaya City Government. These conditions indicate that parking management and coordination among the parties involved have not been functioning optimally. This study aims to analyze Collaborative Governance in the enforcement against illegal parking and illegal fees at minimarkets in Surabaya. This study employs a qualitative descriptive method, utilizing data collection techniques such as interviews, observations, documentation, and literature review. The analysis is conducted using Ansell and Gash’s (2008) Collaborative Governance theory. The findings reveal that the initial phase of parking enforcement still faces various challenges, including illegal parking fees, inadequate supervision, and inconsistent implementation of parking regulations on the ground. Facilitative leadership and institutional design have been implemented through coordination and task distribution among agencies, but still require strengthening in the implementation of sustainable cooperation. In the collaboration process, face-to-face dialogue, trust-building, commitment to the process, and shared understanding have been established through surprise inspections and direct communication in the field. Additionally, preliminary results indicate initial changes, such as the use of official uniforms by parking attendants and adjustments to parking operations at minimarkets. However, the ongoing collaboration still requires strengthening to ensure it proceeds more consistently and sustainably.

Abstract

This descriptive qualitative study aims to analyze the low level of community participation in the FamilyPlanning (KB) program in Celep Village, Sidoarjo. This phenomenon is driven by complex factors,ranging from a lack of education and conflicting religious or customary values to inadequate healthfacilities and financial constraints. The research data were gathered through observation, documentation,and in-depth interviews with stakeholders from the Sidoarjo Sub-district, Celep Village officials, andPPKBD/sub-PPKBD cadres. The data analysis followed the stages of data reduction, data display, andconclusion drawing, focusing on four key aspects: community needs, interests, customs, and thecommunal nature of the society. The findings reveal that while the community's need for information hasbeen addressed, the supporting facilities remain insufficient. Community interest is gradually increasingthrough Communication, Information, and Education (KIE) activities, although the use of digital mediafor outreach is still underutilized. Furthermore, there is a dualism in customary and religious perspectives;some residents accept the program for long-term welfare, while others perceive it as opposing divinedestiny. Additionally, while strong communal ties and moral relationships have been established betweencadres and the community, participation remains imbalanced as it is heavily dominated by mothers,whereas the involvement of fathers as key decision-makers remains significantly low.

Abstract

This study aims to design a website as a marketing medium for certified coffee seedlings to expand market reach, enhance customer trust, and simplify the ordering process. The method used is Research and Development (RD), which includes needs analysis, system design, implementation, and testing. The results show that the website is able to present product information, certification, prices, stock, and online ordering, thereby supporting the improvement of promotional effectiveness and customer service.

Abstract

Groups of people with disabilities are one of the vulnerable groups of society that are targeted for strengthening participatory supervision in the 2024 elections. This is stated in Bawaslu Regulation No. 2 of 2023. Although national regulations have emphasized the involvement of people with disabilities, their implementation at the regional level of Lamongan Regency still faces various obstacles to participation. This study aims to analyze the extent to which the General Election Supervisory Agency (Bawaslu) has applied the principles of good governance through community-based participatory supervision in Lamongan Regency which has the largest number of people with disabilities in East Java. This study uses a descriptive qualitative method with case studies as a research approach. Data were collected through in-depth interviews, field observations, and studies of literature, documentation, and analyzed using Griffin's theory of supervisory process principles, which were then strengthened by the use of Pasolong's theory of good governance. The results of the study show that the involvement of disability groups is still very minimal in a series of participatory supervision processes in Lamongan Regency in the 2024 Regional Elections. The main obstacle is found in the lack of strengthening of plans and benchmarks of activity standards so that the resulting outcomes cannot describe the success of the participatory supervision program. This study recommends strengthening more inclusive standards, measuring sustainable programs, and improving Bawaslu's performance in order to encourage the formation of an adequate companion community. Abstract

This study aims to analyze the governance of Village Treasury Land (Tanah Kas Desa/TKD) covering an area of approximately 19 hectares in increasing Village Original Income (Pendapatan Asli Desa/PADesa) in Lebo Village, Sidoarjo District, Sidoarjo Regency. The analytical framework is based on nine good governance principles according to Mardiasmo (2018): accountability, transparency, participation, rule of law, responsiveness, efficiency and effectiveness, consensus orientation, equity, and strategic vision. This study adopts a descriptive qualitative approach with a case study method. Data collection was conducted through in-depth interviews with village government officials, the Village BPD, tenants, and community members, alongside field observations and documentation. The findings indicate that TKD governance in Lebo Village remains dominated by conventional agricultural and commercial leasing schemes. The implementation of good governance principles is not yet optimal, as evidenced by limited transparency and public participation due to leasing mechanisms lacking open bidding. In terms of economic contribution, the growth rate of Lebo Village's PADesa shows a decelerating trend with potential stagnation, reflecting sub-optimal execution of efficiency, effectiveness, and strategic vision in diversifying productive land use. Therefore, a transformation in TKD management policy toward a more transparent, participatory, and innovative model is necessary to maximize village fiscal independence and enhance community welfare.
