The purpose of this study is to analyze how strategic steps can be taken to maximize E-Government-based public services in the village. The method used in this study is a qualitative research method using a literature review approach, in collecting data the authors collect data and information related to the implementation of E-Government in the village. Supporting data comes from research journal articles, supporting books, and online news. The results showed that in maximizing the implementation of E-Government-based public services, strategic steps must be taken, namely firstly improving the quality of the village apparatus, secondly conducting socialization to the community about the application of E-Government and thirdly conducting evaluations as a form of supervision in the implementation of village E-Government.

Abstract

This study analyses the Jambi people's trust in the local government regarding the obligation to vaccinate against Covid-19. To make it easier for the public to access and complete voluntary questionnaires, one hundred respondents completed a survey using a Google form.  This study used a quantitative method with four independent variables that influence perceptions of responsiveness, perceptions of accountability, perceptions of transparency, and perceptions of usability. The findings of this study indicate that perceived responsiveness and transparency have a positive and significant influence in encouraging Jambi people's trust. The achievement of p-value perceived responsiveness (0.026) and perceived transparency (0.014) means that the results are supported and accepted. Meanwhile, the variables perceived accountability (0.284), and perceived usefulness (0.078) indicate that these two variables have no significant effect and are rejected. Local governments need to pay attention to perceptions of responsiveness and perceptions of transparency so that the mandatory COVID-19 vaccination policy can work and be well received by the community and does not become a paradox of public administration.

Abstract

This study evaluates the waste management system implemented by the Kampar Regency Environment Agency in Kubang Jaya Village. This study aims to assess the effectiveness, efficiency, adequacy, responsiveness, and accuracy of waste management policies. A qualitative approach is used, utilizing interviews, observations, and document analysis to collect data. The findings show that waste management remains suboptimal due to limited waste collection, inadequate facilities, and budget limitations. The absence of routine waste transportation and inadequate community participation further exacerbate this problem. Additionally, the lack of a structured waste management system results in reactive rather than preventive action. Waste collection is only available in certain areas, so many households handle waste disposal independently. The absence of waste sorting at the source and the limited capacity of waste disposal facilities further complicate waste management efforts. The findings also reveal that government responses are often slow, with the accumulation of waste leading to environmental and health hazards. Although some initiatives, such as community-based waste management programs and waste banks, have been introduced, their implementation has remained inconsistent. The study highlights the need for increased budget allocation, infrastructure improvements, and increased community engagement to ensure sustainable waste management. Collaborative efforts between governments, the private sector, and local communities are essential to develop an integrated waste management system. Future research should expand its scope to other villages to provide a more comprehensive analysis of waste management throughout Kampar Regency. Overcoming these challenges requires long-term policy planning, regulatory enforcement, and public awareness campaigns

Abstract

This study investigates the effectiveness of the Village Financial System (VFS) application in Bantan District, Bengkalis Regency, with a focus on how village government capacity influences digital financial management. The research specifically aims to assess the knowledge and skills of village officials, the adequacy of technical and managerial systems, and the role of organizational values and norms in supporting transparent and accountable financial governance. Using a qualitative descriptive approach, the study examines two key units of analysis: village administrations in Bantan District and the Bengkalis Regency Community and Village Empowerment Agency. Data were collected through in-depth interviews, direct observations, and document analysis, and were validated using source, technique, and time triangulation. The findings reveal that although technological infrastructure, such as computer equipment, is generally sufficient, uneven internet access and limited technical skills among village officials lead to frequent data input errors and delayed financial reporting. Strong leadership from village heads and supportive local government regulations help sustain the system, but officials' weak commitment to continuous training constrains optimal implementation. The study concludes that enhanced training, improved internet connectivity, and stronger institutional commitment are critical to achieving transparent, accountable, and effective digital financial management at the village level.

Abstract

COVID-19 vaccination must be given to the elderly group (> 60 years) because it is at high risk of being infected with COVID-19 with a high mortality rate. This study aims to analyze the implementation of government policies in reducing the spread of COVID-19 through accelerating vaccines for the elderly ( elderly) in Indonesia, and this study used a qualitative research method. The data sources for this research were online news media and the Nvivo 12 plus application as software for data analysis. The results of the study showed that the factors causing the slow process of vaccination for the elderly were lack of socialization regarding COVID-19 vaccination, hoax news related to vaccination, limited access to vaccine services, and comorbidities or comorbidities for the elderly. Vaccination for the elderly group was carried out by classification. Tasks through the central Government were then handed over to the provincial Governor and district and city governments, according to the bureaucratic structure such as the UPTD puskesmas in every region in Indonesia.

Abstract

General elections are interpreted as a concrete manifestation of the implementation of democracy in Indonesia. However, the use of the Presidential Threshold is a matter of debate ahead of the 2024 General Election. The issue related to the Presidential Threshold has become a hot issue reported by the Indonesian media. The media have an essential role in shaping public narratives related to policymaking. The part of public records can create collective awareness by providing information about actors' choices in making a policy decision. This study aims to analyze how policymaking actors in Indonesia make decisions regarding using the Presidential Threshold in the 2024 General Election seen from the public narrative formed in the media. A Narrative Policy Framework (NPF) study will be conducted to describe and explain the structure of political narratives in policymaking. This study uses a qualitative research method with a QDAS (Qualitative Data Analysis Software) approach. The data sources in this study came from reputable online media in Indonesia. Research findings show that the government's attitude toward the House of People's Representatives (DPR) as policymakers does not waver towards implementing the 20% Presidential Threshold in the upcoming 2024 elections. However, the narrative built on the media regarding implementing the Presidential Threshold is more dominated by the contrast. This is inseparable from the political interest ahead of the 2024 general election. Namely, to carry and win presidential and vice-presidential candidates who are supported by each political actor involved.

Abstract

The purpose of this study is to analyze the implementation of downstream tourism policies, as well as examine the role of actors in the framework of the Penta Helix, which includes the government, academia, the business world, the community, and the media. This study uses a descriptive qualitative approach, with primary data obtained through in-depth interviews and observations, as well as secondary data from regional policy documents such as RPJMD and RIPPDA. The analysis was carried out using thematic analysis techniques, focusing on the stages of planning, implementation, and the dynamics of collaboration between actors. The results of the study show that the implementation of downstream tourism policy in the Riau Islands has been running through cross-sector programs oriented towards strengthening the creative economy, training human resources, and digitizing destination promotion. The government plays the role of policy director and main facilitator, while academics, the business world, the community, and the media have begun to collaborate in supporting the implementation of the policy. However, the level of coordination between actors still needs to be strengthened so that collaboration is more functional and sustainable. In conclusion, the application of the Penta Helix model in the implementation of downstream tourism policies in Riau Islands Province has shown significant progress towards collaborative governance. Effective collaboration is the main key in ensuring policy sustainability and optimizing the tourism potential of this archipelagic region.
