Abstract

This study due to the low quality of care by building permit offices Pelalawan Sub Province integrated license service. Phenomenon many homes built without permits, many buildings that do not comply with the license and permit completion time many are not in accordance with the established rules. In this study will be to evaluate the implementation of services with the construction permit should compare with reality (das solen - das sein). Type of research is a descriptive survey method combined qualitative and quantitative. Results of the study concluded, the delivery of services in an office building permits overall unified licensing services are in accordance with standard operating procedures that have been established. Constraints faced was the lack of both quality and quantity of personnel, lack of coordination and the absence of a shared vision of integrated services and support agencies, lack of facilities and infrastructure that one stop service, electricity often die area of ​​office and the absence of public transport lines are cheap to localized office.

Abstract

This study aims to find out the Implementation Of The Minister Of Home Affairs Ministerial Regulation Number 56 of 2015 On Codes and Data Of Administrative Regions Of Government (Studies in Kampar and Rokan Hulu districts). Theory used in this research is Edward III theory include; Communication, Resources, Disposition, and Bureaucratic Structure. This type of research is qualitative type, and the research location is 5 (five) villages, Tanah Datar village, Intan Jaya village, Muara Intan village, Rimba Jaya village, and Rimba Makmur village in Kampar and Rokan Hulu districts. There are 14 people who made the informant in this research data, researcher use interview in this research, after the data collected and will be analyzed descriptively, to get answer about Implementation of Implementation of this ministerial regulation. After conducting in-depth research and interviews, the result of research on the Implementation Of the Minister of Home Affairs Ministerial Regulation number 56 of 2015 on codes an data on administrative areas of Kampar regency and Rokan Hulu district are “Adequately Implemented”, with some obstacles such as the non-establishment of the boundary between Kampar regency and Rokan hulu district so that there is still a dualism system of government. The regulation of the minister of home affairs number 56 of 2015 only stipulates the code of the administrative area of government as the identity of an administrative area so that it does not necessarily confirm the boundaries of the antecedents of the adjacent districts so that border-related matters are still often conflicts as long as there is no such boundary agreement and the territorial code can still change if a boundary agreement has been reached.

Abstract

Violence against children continues to increase and the most concerning is sexual violence. One of the province which gets the spotlight due to the high number of violence against children is the province of Riau. This study aims to analyze the protection of child victims of violence by the Regional Government of Riau Province as well as to determine the barriers Government Regional Province of Riau in giving protection to child victims of violence such. Type research survey descriptive by using the method of qualitative.Research informants are determined according to their authority and research needs to answer problems through data collection observation, interview, and documentation. The concept of theory that is used is the concept Prinst of protection specifically for children who become victims of acts of crime with indicators Efforts rehabilitation, both within the institution and outside the institution, Effort protection of the preaching of identity through the media mass and to avoid labeling, Giving assurance of safety for witnesses of victims and witnesses experts, both physically, mentally, and socially, and Providing accessibility to obtain information regarding case developments. The results of the study indicate that the Government of the Province of Riau already provide protection to child victims of violence by way of doing advocacy, protection, counseling, monitoring, and recovery after trauma. Then the government provides aid law and advocacy law to the victim at the time of the trial and the victims are also given access to information that is widest on the development of the case in court. The factors inhibiting the Government of the Regional Province of Riau in giving protection to child victims of violence is the lack of a source of power of man and awareness of the public in reporting events of violence against children either as victims or as witnesses.

Abstract

This study aims to observe the implementation of the Smart Madani Card, a card that has many functions and as a medium for accessing public services to improve the quality of public services in the city of Pekanbaru. Improving the quality of public service delivery through the implementation of an electronic system that is developed into a service instrument by utilizing information technology through the media card, namely the Madani Smart Card. The application of the Madani Smart Card is one of the efforts of the Pekanbaru city government to accelerate the realization of a Madani Smart City. Smart City is a Smart City that integrates technology and communication in governance to increase efficiency, share information with the public so as to improve the quality of public services. The method used in this research is descriptive qualitative with purposive sampling technique and snowball sampling. The data collection techniques used were interview, observation and documentation techniques. Based on the methods and techniques used by the author in the study, the researcher assessed and concluded that the implementation of the Smart Madani Card was not well implemented.

Abstract

This study aims to analyse the readiness of the village government in facing the digitalisation era seen from various aspects to analyse the problems and obstacles of the village government in facing the digitalisation era. The method used is descriptive qualitative to explore in depth empirical phenomena. The results showed that the village government in Bengkalis Regency was not ready to face the digitalisation era from the aspect of human resources, the knowledge and skills of village officials were still low in mastering technology and information and the readiness of technological infrastructure that had not been able to support the digitalisation era, namely the uneven internet network in all villages. The conclusion of this research is that the village government in Bengkalis Regency does not have qualified readiness in facing the digitalisation era.

Abstract

Pelaksanaan Administrasi Penduduk adalah proses pencatatan data dan informasi mengenai peyelenggaraan Pemerintahan Desa pada buku Administrasi Desa. Administrasi Penduduk Desa bertujuan pencatatan dan pendataan setiap penduduk pendatang, pindah, kematian dan lahir. Pelaksanaan penyelengaraan kependudukan tidak terlepas dari Input, Proses, Output, Outcom dalam pencapaian keberhasilan pelaksanaan administrasi penduduk. Tujuan penelitian ini adalah untuk mengetahui Pelaksanaan Administrasi Pemerintahan Desa khususnya Administrasi Penduduk di Desa Di Desa Kebun Lado Kecamatan Singingi Kabupaten Kuantan Singingi serta Untuk mengetahui faktor Penghambat dalam Pelaksanaan Administrasi Pemerintahan Desa khususnya Administrasi Penduduk di Desa Kebun Lado Kecamatan Singingi Kabupaten Kuantan Singingi. Metode penelitian yang digunakan adalah metode kualitatif. Hasil penelitian Pelaksanaan Administrasi Pemerintahan Desa khususnya Administrasi Penduduk di Desa Kebun Lado Kecamatan Singingi Kabupaten Kuantan Singingi melalui empat indikator bahwa diketahui pelaksanaan Administrasi Penduduk sudah terlaksana akan tetapi pelayanan kependudukan masih belum terlaksana dengan masimal mulai dari pelayanan dikantor Desa hingga pelayanan melalui pendataan secara langsung di masyarakat sehingga banyak ditemui penduduk yang belum terdata, serta diketahui kepala Desa belum melakukan kerjasama dengan RT didalam pendataan penduduk pendatang, pindah, kematian dan lahir belum terdata.Namun penulis menyarankan Pemerintah Desa Kebun Lado agar memberikan pelayanan Administrasi kependudukan dengan optimal serta melakukan kerjasama dengan RT/RW sehingga masyarakat penduduk dapat terdata secara menyeluruh.

Abstract

Archives are records or records of all activities carried out by both organisations and individuals, archives are a very important source of information in an activity or activity in the form of a collection of documents or records to provide information about a place. Meanwhile, archiving is a storage process in the form of materials or records systematically. Archives are closely related to correspondence activities, both in government agencies. Archival management is an important part of running the wheels of the organisation, archives are a source of information and the centre of the organisation's memory, archival management problems occur in various organisations, including the government. Archives are the identity of a government organisation, therefore the ability to manage archives is needed by government agencies. The purpose of this service activity is to improve the management capability of government archives so that they are well organised according to the principles of archival management and make it easier to find them when needed again. This activity was carried out by providing counselling on government archives management using lecture and discussion methods attended by government officials of Kampung Mukim Singkir Yan Kedah Malaysia. The results of the service showed that the service participants had very high enthusiasm in participating in the service carried out, this could be seen from the active participants in the discussion and question and answer sessions. From the results of monitoring and evaluation carried out both by using a partner satisfaction questionnaire and from direct communication with participants, they were greatly helped by these activities because they needed information about government archive management.Arsip merupakan catatan atau rekaman semua kegiatan baik yang dilakukan oleh organisasi maupun orang perorangan, arsip adalah sumber informasi yang sangat penting dalam sebuah kegiatan atau aktivitas yang berupa kumpulan dokumen atau warkat untuk memberikan informasi mengenai suatu tempat. Sedangkan kearsipan adalah suatu proses penyimpanan yang berupa bahan- bahan atau warkat secara sistematis. Kearsipan erat hubungannya dengan kegiatan surat menyurat, baik di instansi pemerintah. Pengelolaan  kearsipan  merupakan  bagian  penting  dalam  menjalankan  roda  organisasi, arsip  merupakan  sumber  informasi  dan  pusat  ingatan  organisasi,  permasalahan  pengelolaan kearsipan terjadi diberbagai organisasi tidak terkecuali pada pemerintahan. Arsip merupakan jati diri suatu organisasi pemerintah oleh karena itu dibutuhkan kemampuan pengelolaan kearsipan oleh lembaga pemerintah. Tujuan kegiatan pengabdian ini adalah untuk meningkatkan kapabilitas pengelolaan kearsipan pemerintahan supaya tertata dengan baik sesuai prinsip-prinsip manajemen kearsipan serta memudahkan untuk menemukannya ketika dibutuhkan kembali. Kegiatan ini dilakukan dengan cara memberikan penyuluhan tentang pengelolaan kearsipan pemerintahan dengan metode ceramah dan diskusi yang dihadiri oleh perangkat pemerintah Kampung Mukim Singkir Yan Kedah Malaysia. Hasil pengabdian menunjukkan bahwa peserta pengabdian memiliki antusias yang sangat tinggi dalam mengikuti pengabdian yang dilakukan hal ini terlihat dari aktifnya peserta dalam sesi diskusi dan tanya jawab. Dari hasil monitoring dan evaluasi yang dilakukan baik dengan menggunakan angket kepuasan mitra maupun dari komunikasi langsung dengan peserta mereka sangat terbantu dengan kegiatan tersebut karena mereka membutuhkan informasi tentang pengelolaan kearsipan pemerintahan.

Abstract

This study aims to determine the condition of the problem concerning the implementation of community empowerment activities in waste management through the Garbage Bank program in the city of Pekanbaru. This research uses a descriptive qualitative approach.with data collection techniques in-depth interviews, observational studiesinterview directly and in depth to the key informant who is considered to know the most. implementation of community empowerment activities in waste management related to the program being implemented.In general, the results of this study have been going well, seen from the application of the empowerment approach carried out through the 5Ps, namely: enabling, strengthening, protecting, supporting and maintaining, but there are still a number of things that need to be paid more attention, namely related parties to actively approach the community do not want to participate in the waste bank program so that there are still many people who dispose of waste in any place.

Abstract

Desa menjadi ujung tombak dan sebagai tolak ukur dari keberhasilan pembangunan daerah dan nasional, desa menjadi garda terdepan dalam menerapkan program-program pemerintah salah satunya adalah dalam menerapkan Sistem Pemerintahan Berbasis Elektronik melalui Sistem Informasi Desa. Desa yang ada di Kecamatan Singingi Hilir juga sudah menerapkan Sistem Informasi Desa dalam penyelenggaraan pemerintahannya baik secara offline maupun secara online namun sampai saat ini masih banyak desa yang belum memliki kelengkapan data-data desa yang sangat penting untuk menunjang berbagai kegiatan pemerintahan terutama dalam proses pengambilan kebijakan dan pembangunan desa. Metode yang digunakan adalah metode kualitatif dengan pendekatan deskriptif. Teknik analisis data menggunakan Pengumpulan Data (Data Collection), Reduksi Data (Data Reduction), Display Data serta Verifikasi dan Penegasan Kesimpulan (Conclution Drawing and Verification). Analisis penelitian menggunakan teori evaluasi Brigman dan Davis dengan indicator Input, Proses, Output dan Outcomes. Hasil penelitian menunjukkan penerapan Sistem Informasi Desa di Kecamatan Singingi Hilir dilihat dari aspek input, proses, output dan outcomes belum berjalan secara maksimal sehingga belum berdampak positif terhadap efektifitas dan efisiensi pelayanan

Abstract

Penelitian ini dilakukan bertujuan untuk mengetahui penyebab antrian Panjang di Pelabuhan ro-ro Sungai selari pakning menuju Pelabuhan ro-ro air putih kabupaten bengkalis. Dengan antrian yang Panjang sehingga menimbulkan penumpukan penumpang, Teknik pengumpulan data yang digunakan dalam penelitian ini adalah observasi, wawancara dan dokumentasi. Data yang telah terkumpul selanjutnya dilakukan analisis dengan menggunakan teknik analisis data deskriptif kualitatif. Hasil penelitian menunjukan bahwa kualitas pelayanan Dinas Perhubungan dalam Mewujudkan kelancaran Transportasi Laut Rollon-Rollof Kabupaten Bangkalis dapat dilihat dari beberapa indikator, yaitu keandalan, ketanggapan, keyakinan, empati dan berwujud. Dari keseluruhan indikator tersebut menunjukkan bahwa kualitas pelayanan dinas perhubungan dalam hal ini sudah berjalan dengan baik
