Abstract

The digitalization that has occurred has changed the way universities in Indonesia implement the learning process. The government's push for e-learning the best solution for students and lecturers to carry out their learning activities. The emergence of a series of innovative findings related to online learning would certainly provide the government with insight into formulating regulations in the face for Students in the Coastal Area. The findings of research on the usage of information technology are not limited to universities as service providers, as well as on the student intentions of technology users. This paper will investigate how students intend to use e-learning in in the Coastal Area. Quantitative approach was conducted in Riau Island Province, involving 150 students. The main construct of the UTAUT Model, was studied and tested with Structural Equation Modeling. The results of the analysis show that only Facilitating Conditions and Trust have a positive and significant effect on the intention to use e-learning. The study suggests to government should prioritize improving the equitable distribution of technological infrastructure and internet accessibility, particularly in coastal areas, small islands, and border regions within the Riau Islands Province.

Abstract

Perkembangan media sosial telah mengubah pola konsumsi informasi masyarakat, khususnya dalam mengakses berita melalui platform video pendek seperti Tiktok. Kondisi ini mendorong media digital untuk beradaptasi dalam memproduksi dan mendistribusikan berita agar tetap relevan dengan kebutuhan audiens. Kegiatan ini bertujuan untuk menganalisis tahapan produksi berita video pendek pada akun Tiktok Ulasan Network yang meliputi tahap praproduksi, produksi, dan pasca produksi. Kegiatan ini menggunakan metode kualitatif dengan pendekatan deskriptif. Data diperoleh melalui hasil observasi lapangan, dokumentasi, serta pengalaman lapangan peneliti selama terlibat dalam lingkungan kerja di Ulasan Network. Hasil penelitian menunjukkan bahwa tahap praproduksi meliputi pemantauan isu, pemilihan topik, penyusunan naskah, dan perencanaan visual. Tahap produksi mencakup pengumpulan materi, perekaman narasi, penyuntingan video, serta penambahan elemen visual yang sesuai dengan karakteristik Tiktok. Sementara itu, tahap pasca produksi meliputi pengecekan kualitas konten, penyusunan keterangan, publikasi, dan evaluasi performa video. Kegiatan ini menemukan bahwa produksi berita Tiktok menuntut jurnalis untuk memiliki keterampilan multimedia, kreativitas, serta kemampuan beradaptasi dengan algoritma media sosial tanpa mengabaikan prinsip–prinsip jurnalistik. Dengan demikian, berdasarkan hasil lapangan yang sejalan dengan Teori Penggunaan dan Kepuasan (Uses and Gratifications) yang dikembangkan oleh Katz, Blumler, dan Gurevitch (1974), Review Network telah terbukti berhasil menggabungkan kebutuhan audiens media sosial yang terus berubah dengan jurnalisme konvensional. Hal ini dibuktikan dengan konten video pendek yang memenuhi kebutuhan audiens akan informasi yang ringkas, visual, dan interaktif. Menurut van Dijck dan Poell (2013), penerapan logika platform mendukung keberhasilan ini. Dengan menggunakan logika platform, Ulasan Network secara sadar menyesuaikan ritme produksi (pemantauan isu hingga publikasi) dengan cara yang sama seperti algoritma Tiktok yang mengutamakan kecepatan dan viralitas. Semua ini dilakukan tanpa mengorbankan prinsip akurasi dan verifikasi jurnalistik yang ditetapkan oleh kode etik jurnalistik.

Abstract

The Community Service Program of Expertise of the Riau Islands Dekranasda is a strategic collaboration between Raja Ali Haji Maritime University and the Regional National Crafts Council of the Riau Islands Province. The main objective of this activity is to strengthen the capacity of MSMEs in the downstreaming of creative economy-based tourism products through increasing legal literacy, Intellectual Property Rights certification, and public policy advocacy. The implementation method uses a participatory approach through a policy dialogue forum and technical assistance for IPR registration. The results of this activity show a significant increase in participant knowledge (the average score increased from 4.58 to 4.71) as well as increased legal awareness and business motivation. The policy forum also produced strategic recommendations for strengthening the role of MSMEs in tourism development planning. This article discusses the academic-government-community (pentahelix) collaboration model in promoting the legitimacy and competitiveness of local products in the maritime region.

Abstract

The purpose of this study is to analyze the implementation of downstream tourism policies, as well as examine the role of actors in the framework of the Penta Helix, which includes the government, academia, the business world, the community, and the media. This study uses a descriptive qualitative approach, with primary data obtained through in-depth interviews and observations, as well as secondary data from regional policy documents such as RPJMD and RIPPDA. The analysis was carried out using thematic analysis techniques, focusing on the stages of planning, implementation, and the dynamics of collaboration between actors. The results of the study show that the implementation of downstream tourism policy in the Riau Islands has been running through cross-sector programs oriented towards strengthening the creative economy, training human resources, and digitizing destination promotion. The government plays the role of policy director and main facilitator, while academics, the business world, the community, and the media have begun to collaborate in supporting the implementation of the policy. However, the level of coordination between actors still needs to be strengthened so that collaboration is more functional and sustainable. In conclusion, the application of the Penta Helix model in the implementation of downstream tourism policies in Riau Islands Province has shown significant progress towards collaborative governance. Effective collaboration is the main key in ensuring policy sustainability and optimizing the tourism potential of this archipelagic region.
