Abstract

The global imperative for low-carbon development necessitates the formal integration of Nature-based Solutions. Mangrove forests, known for their superior carbon sequestration as “Blue Carbon,” offer a crucial asset, yet their economic potential remains severely constrained by valuation and policy standardization issues. This study aimed to develop a standardized Total Economic Valuation (TEV) framework for Indonesian Blue Carbon and analyze the regulatory requirements for its formal inclusion in the national carbon trading policy. A mixed-methods design utilized biophysical data from two major mangrove regions, employing financial modeling (Discounted Cash Flow and Monte Carlo simulations) to calculate TEV, and policy analysis to assess governance readiness. The TEV averaged USD 21,500 ha, nearly three times the carbon-only value, demonstrating the asset’s premium quality and superior financial stability (45% lower IRR volatility). However, a significant governance bottleneck was identified (Policy Alignment Index 65%), primarily due to a centralized Monitoring, Reporting, and Verification (MRV) system and uncertain community benefit sharing, which actively inhibits market entry. Blue Carbon is validated as a high-integrity, de-risked asset, but its realization depends critically on policy intervention, urging the immediate adoption of the TEV framework and the decentralization of MRV to ensure social equity and accelerate climate finance.

Abstract

Digital governance has become a central strategy in contemporary public administration, driven by rapid technological advancements and increasing demands for efficient, transparent, and citizen-centered services. The integration of digital technologies promises to transform public service delivery; however, the extent to which these transformations result in meaningful innovation remains contested. The study aims to examine how digital governance influences public service innovation and to identify the institutional and organizational challenges that shape its effectiveness. A mixed-methods research design was employed, combining survey data from 120 public sector professionals with qualitative analysis of interviews and policy documents. Quantitative analysis was conducted using descriptive and inferential statistics, while qualitative data were analyzed through thematic coding to capture contextual dynamics. The findings reveal that digital governance significantly improves operational efficiency but has limited impact on citizen engagement and participatory outcomes. Evidence indicates that organizational capacity, leadership, and institutional culture play critical roles in mediating innovation processes, often constraining the transformative potential of digital technologies. The study concludes that digital governance should be understood as a socio-technical process requiring alignment between technology, institutions, and citizen needs, offering important implications for policy development and administrative reform.

Abstract

Food security debates have increasingly shifted from the question of how much food is produced to the question of what nutritional value that food delivers to populations. This study aimed to examine how the nutritional quality of agricultural products, particularly functional foods and nutrient-rich crops, contributes to stronger household food security. A convergent mixed-methods design was employed, combining laboratory analysis of 30 agricultural product samples, household survey data from 150 respondents, and in-depth interviews with 15 key informants drawn from farming, market, and nutrition sectors. The findings showed that nutrient-rich crops and functional food products contained substantially higher levels of protein, iron, zinc, dietary fiber, beta-carotene, and phenolic compounds than conventional staples. Households with greater access to these products reported higher dietary diversity, lower food insecurity scores, and better perceived dietary adequacy. Qualitative evidence further revealed that local processing, market accessibility, nutrition awareness, and community acceptance strengthened the food security effects of nutritionally superior products. Nutritional quality in agricultural products can therefore be understood as a strategic pillar of food security, supporting a shift from quantity-oriented agriculture toward nutrition-sensitive, health-promoting, and more resilient food systems. These findings highlight the need for integrated agricultural, nutritional, and policy interventions across food systems.
