Abstract

The Community Service Program of Expertise of the Riau Islands Dekranasda is a strategic collaboration between Raja Ali Haji Maritime University and the Regional National Crafts Council of the Riau Islands Province. The main objective of this activity is to strengthen the capacity of MSMEs in the downstreaming of creative economy-based tourism products through increasing legal literacy, Intellectual Property Rights certification, and public policy advocacy. The implementation method uses a participatory approach through a policy dialogue forum and technical assistance for IPR registration. The results of this activity show a significant increase in participant knowledge (the average score increased from 4.58 to 4.71) as well as increased legal awareness and business motivation. The policy forum also produced strategic recommendations for strengthening the role of MSMEs in tourism development planning. This article discusses the academic-government-community (pentahelix) collaboration model in promoting the legitimacy and competitiveness of local products in the maritime region.

Abstract

The purpose of this study is to analyze the implementation of downstream tourism policies, as well as examine the role of actors in the framework of the Penta Helix, which includes the government, academia, the business world, the community, and the media. This study uses a descriptive qualitative approach, with primary data obtained through in-depth interviews and observations, as well as secondary data from regional policy documents such as RPJMD and RIPPDA. The analysis was carried out using thematic analysis techniques, focusing on the stages of planning, implementation, and the dynamics of collaboration between actors. The results of the study show that the implementation of downstream tourism policy in the Riau Islands has been running through cross-sector programs oriented towards strengthening the creative economy, training human resources, and digitizing destination promotion. The government plays the role of policy director and main facilitator, while academics, the business world, the community, and the media have begun to collaborate in supporting the implementation of the policy. However, the level of coordination between actors still needs to be strengthened so that collaboration is more functional and sustainable. In conclusion, the application of the Penta Helix model in the implementation of downstream tourism policies in Riau Islands Province has shown significant progress towards collaborative governance. Effective collaboration is the main key in ensuring policy sustainability and optimizing the tourism potential of this archipelagic region.

Abstract

Abstrak: Investasi asing merupakan salah satu instrumen pembangunan ekonomi yang mendorong pertumbuhan industri, penciptaan lapangan kerja, dan pengembangan pusat pertumbuhan baru melalui Kawasan Ekonomi Khusus (KEK). Provinsi Kepulauan Riau menjadi wilayah strategis dalam pengembangan KEK karena posisi geografis dan potensi ekonominya. Penelitian ini bertujuan menganalisis dinamika investasi asing dan pengembangan konsep transmigrasi serta keterkaitannya dengan pengembangan KEK di Provinsi Kepulauan Riau. Penelitian menggunakan pendekatan kualitatif dengan metode studi kasus dan data sekunder yang diperoleh melalui studi pustaka, studi dokumen, serta penelusuran arsip online dan offline. Data dianalisis menggunakan model Miles dan Huberman melalui reduksi data, penyajian data, serta penarikan dan verifikasi kesimpulan. Hasil penelitian menunjukkan bahwa investasi asing melalui KEK mendorong pembangunan ekonomi, pengembangan industri, dan perubahan tata ruang yang berdampak pada masyarakat lokal. Perubahan tersebut turut mendorong berkembangnya konsep transmigrasi lokal sebagai bagian dari pembangunan kawasan. Hubungan investasi dan transmigrasi bersifat tidak langsung dan struktural, melalui tahapan pengembangan kawasan, kebutuhan lahan, perubahan tata ruang, serta penataan masyarakat. Penelitian menyimpulkan bahwa transmigrasi lokal mengalami pergeseran dari instrumen redistribusi penduduk menjadi instrumen pembangunan kawasan, dengan syarat menjamin hak masyarakat, keberlanjutan mata pencaharian, dan partisipasi dalam pembangunan.
