Abstract

The increase in the number of motor vehicles that is not proportional to road capacity has caused traffic problems in Baturaja Timur District, Ogan Komering Ulu Regency. Traffic congestion mainly occurs during peak hours due to commercial, educational, and office activities. This study aims to analyze the strategy of the Ogan Komering Ulu Regency Transportation Agency in traffic governance based on good governance principles. The research employed a descriptive qualitative method with data collection techniques including interviews, observations, and documentation. The results indicate that traffic governance strategies have been implemented through traffic management and engineering, field supervision, and the provision of supporting facilities. However, their implementation still faces constraints related to resource limitations, community participation, and policy sustainability.

Abstract

This study aims to determine the influence of the SP4N-LAPOR application on the effectiveness of handling public complaints in Baturaja Timur District, Ogan Komering Ulu Regency. The implementation of an e-governance–based complaint management system is essential to improving transparency and public service quality; therefore, empirical analysis is needed to assess its contribution to complaint handling performance. This research employs a quantitative method using a questionnaire consisting of 48 items distributed to 112 respondents. Validity and reliability tests show that all questionnaire items are valid and reliable (Cronbach’s Alpha for variable X = 0.943; variable Y = 0.957). The hypothesis test indicates that the t-value (11.298) exceeds the t-table value (1.982) with a significance of 0.000, proving that the use of the SP4N-LAPOR application significantly influences the effectiveness of complaint handling. The coefficient of determination (R² = 0.551) shows that SP4N-LAPOR contributes 55.1% to the effectiveness of public complaint resolution. These findings demonstrate that the SP4N-LAPOR application plays an important role in accelerating responses, improving accuracy in handling complaints, and strengthening public information transparency.

Abstract

This research seeks to examine the implementation of Ogan Komering Ulu Regency Regional Regulation Number 15 of 2013 regarding the guidance and supervision of public order control. A qualitative research design was applied, utilizing in-depth interviews with key informants comprising members of the Civil Service Police Unit, officials from the Licensing Office, and managers of night entertainment establishments. The data obtained were analyzed descriptively to explore the implementation mechanisms, existing constraints, and the overall effectiveness of the regulation. The findings reveal that the enforcement of Regional Regulation Number 15 of 2013 has been conducted through regular monitoring activities, field inspections, and coordination among relevant government agencies. Nevertheless, the implementation process encounters several obstacles, including inadequate human resources and supporting facilities, as well as opposition from certain segments of the community and business actors. Despite these challenges, supervisory personnel exhibited a high level of professionalism and dedication in maintaining public order. However, further enhancement of coordination and monitoring systems is required to improve regulatory effectiveness. Based on these findings, the study suggests strengthening personnel capacity, improving inter-agency collaboration, and intensifying public outreach and awareness programs targeting both the community and business operators. Through these measures, the regulation can be implemented more effectively, thereby contributing to improved public order conditions in Ogan Komering Ulu Regency.
