Abstract

Local economic empowerment through government procurement of goods and services is an important strategy to support the growth of Micro, Small, and Medium Enterprises (MSMEs). This study aims to analyze the implementation of the MSME e-catalog system policy in local economic empowerment in Medan City, particularly in the food and beverage sector, as well as to identify the supporting and inhibiting factors in its implementation. This research employs a descriptive qualitative approach, with data collected through in-depth interviews, direct observation, and documentation. The informants consisted of MSME actors, officials from the Electronic Procurement Service (LPSE), and personnel from the Goods and Services Procurement Division of the Medan City Government. Data analysis was conducted using an interactive model comprising data reduction, data display, and conclusion drawing. The findings indicate that the MSME e-catalog system has expanded market access and increased opportunities for local MSMEs to participate in government procurement. Supporting factors include pro-MSME government policies, the availability of a local e-catalog platform, and the commitment of some procurement officials. Meanwhile, inhibiting factors include limited policy socialization, low MSME human resource capacity, insufficient technical assistance, and the lack of optimal commitment from all regional work units to prioritize local MSME products. Based on Edward III’s policy implementation theory, communication, resources, implementers’ disposition, and bureaucratic structure are key determinants of policy effectiveness. Therefore, strengthening coordination, enhancing MSME capacity, and simplifying procedures are necessary to optimize the role of the e-catalog system as an instrument for local economic empowerment in Medan City.

Abstract

This study aims to analyze the implementation of the Merdeka Curriculum policy at Madrasah Aliyah Al Washliyah, Tebing Tinggi City, as part of the national education policy. The Merdeka Curriculum is designed to provide flexibility for educational units and educators in carrying out learning oriented toward strengthening essential competencies and students’ character. This research employs a qualitative approach with a descriptive method. Data were collected through observation, in-depth interviews, and documentation involving informants consisting of the head of the madrasah, vice principal for curriculum affairs, teachers, students, parents, madrasah supervisors, and the madrasah committee. The analysis of policy implementation in this study uses the theoretical framework of Van Meter and Van Horn, which includes policy standards and objectives, resources, communication among implementers, characteristics of implementing organizations, social, economic, and political environments, as well as the attitudes of policy implementers. The results indicate that the implementation of the Merdeka Curriculum policy at Madrasah Aliyah Al Washliyah, Tebing Tinggi City, has been running fairly well; however, it still faces several obstacles, particularly in terms of human resource readiness, availability of facilities and infrastructure, and optimization of coordination among policy implementers. Therefore, strengthening educator capacity, supporting learning facilities, and adaptive madrasah management are needed so that the implementation of the Merdeka Curriculum policy can be carried out more optimally.

Abstract

This study aims to analyze the Implementation Of The Online New Student Admission Program (PPDB) At Smk Negeri 4 Tebing Tinggi is a national policy aimed at increasing transparency, accountability, and equal access to education. This study aims to analyze the implementation of the Online PPDB Program at SMK Negeri 4 Tebing Tinggi for the 2024/2025 Academic Year and to identify its supporting and inhibiting factors. This research uses a qualitative approach with a descriptive method. Data were collected through interviews, observation, and documentation. The policy implementation analysis uses the George Edward III model, which includes the aspects of communication, resources, disposition, and bureaucratic structure. The results show that the implementation of Online PPDB at SMK Negeri 4 Tebing Tinggi has generally been carried out in accordance with regulations and is quite effective in improving transparency and service efficiency. However, there are still obstacles in the form of limited digital literacy in the community, technical network disruptions, and an imbalance of interest in certain study programs. Therefore, although this policy has been implemented well, further improvements in socialization, strengthening of human resource capacity, and enhancement of supporting systems are still needed so that the objectives of Online PPDB can be optimally achieved.

Abstract

Asahan Regency is one of the regions in North Sumatra Province that has a relatively high level of disaster vulnerability, particularly hydrometeorological disasters such as floods, tornadoes, and landslides. The complexity of disaster risks requires a disaster management model that does not rely solely on the government but involves various actors in a collaborative manner. In line with the Pentahelix approach developed by Ranga and Etzkowitz (2013) and the concept of collaborative governance by Ansell and Gash (2008), the Government of North Sumatra Province has developed the Pentahelix Synergy Movement Program (SIGAP) as a cross-sectoral collaboration model in disaster management. This study aims to analyze the implementation of the SIGAP Program in Asahan Regency with a focus on collaboration between the local government and the business sector as the main actors in the initial stage of the application of the Pentahelix.This research uses a qualitative method with a descriptive approach through interview, observation, and documentation techniques. The results of the study show that collaboration between the government and the business sector in the SIGAP Program has made a tangible contribution to improving disaster management capacity, particularly in terms of funding, provision of logistics, and the acceleration of emergency response. The local government acts as the coordinator and controller of policy, while the business sector provides support through corporate social responsibility programs and operational partnerships. However, the implementation of SIGAP has not yet been optimal due to weak collaborative institutions, the absence of strong partnership regulations, limitations in the integrated disaster data system, and the low level of structured involvement of academics, communities, and the media.
