Abstract

Stunting is a chronic nutritional problem that inhibits children's physical growth and cognitive development, especially in the first 1,000 days of life. This condition has a long-term impact on the quality of human resources and future productivity. This study aims to analyze the performance of the East Medan Sub-district Government in implementing the Supplementary Feeding Program (PMT) as a specific intervention for stunting prevention and handling. The research method used is descriptive qualitative with data collection techniques through observation, in-depth interviews, and documentation studies. The results showed that the prevalence of stunting in Medan Timur Sub-district decreased from 15.04% in 2022 to 11.29% in 2024. However, there was a decrease in the number of PMT beneficiaries from 528 people in 2022 to 460 people in 2024, indicating challenges in program planning and distribution. Performance analysis based on Dwiyanto's (2008) five indicators shows that program productivity and accountability are good, but service quality, responsiveness, and efficiency still require improvement.

Abstract

This study analyzes the determinants of patient satisfaction at Bangun Purba Regional General Hospital, Deli Serdang Regency through the image of the hospital destination. The determinants themselves consist of reliability, responsiveness, assurance, empathy and physical evidence. This study uses a quantitative approach through an explanatory survey to analyze one or more variables that influence other variables and the causal relationship between variables is explained by the hypothesis. This study uses primary data with a questionnaire as a research medium with 90 respondents as patient respondents at Bangun Purba Regional General Hospital, Deli Serdang Regency. The sampling technique uses purposive random sampling. The validity test shows that each variable is greater than 0.192, indicating validity. The reliability test shows reliable results with values greater than 0.60. The hypothesis test shows that each variable is greater than 0.1986. The results of the study indicate that the determinants of Service Quality variable, namely the variables of Reliability, Responsiveness, Assurance, Empathy, and Physical Evidence, have a positive and significant impact on Patient Satisfaction through the Image of the Hospital.

Abstract

This study aims to analyze the implementation of the policy of changing the map of apparatus positions at the Regional Research and Innovation Agency (BRIDA) of Medan City, identify supporting and inhibiting factors, and provide recommendations for improvement. The research method used is qualitative descriptive with a case study approach. Primary data was obtained through in-depth interviews and observations, while secondary data was obtained from official documents and related regulations. The results of the study show that the implementation of the policy is carried out through position mapping, cross-agency coordination, socialization, and improving the competence of ASN. The change in the position map shifted the orientation from structural to functional in accordance with the national bureaucratic reform policy. Supporting factors include a clear legal basis, support from regional leaders, effective coordination, and the readiness of some ASN. The obstacles found include limited understanding of ASN, resistance to old work culture, limited competent human resources, and a performance appraisal system that is not optimal. The conclusion of this study shows that the implementation is quite effective, but it requires strengthening competency aspects, fostering a new work culture, adding qualified human resources, and improving the performance appraisal system.

Abstract

The aim of this research is to analyze the implications of career-personal life balance and work stress on turnover intention of PT Bank Sumut employees. The research population and sample were employees of PT Bank Sumut, with a population of 700 people, and a sample of 255 employees taken random proportionally to represent each division. The data analysis technique used Moderated Regression Analysis (MRA). Research findings proved that the career-personal life balance does not have significant implications for employees' turnover intention, while the work stress has a significant implications. The burnout  significantly moderates the influence of career-personal life balance and work stress on employees' turnover intention. It is recommended  to companies improve various conditions that can balance the careers and personal lifes of their workers, and reduce employee’s burnout. Further research is also recommended to explore other variables that contribute to reducing employee’s intention turnovert in other research locations whose characteristics differ from this research.Tujuan penelitian ini adalah menganalisis pengaruh keseimbangan kerja-kehi­dupan pribadi dan stres kerja pada kecenderungan pindah kerja karyawan PT Bank Sumut. Populasi dan sampel penelitian adalah karyawan PT Bank Sumut, dengan jum­lah populasi sebanyak 700 orang, dan sampel sebanyak 255 orang karyawan yang di­ambil secara acak proporsional mewakili setiap divisi. Teknik analisis data meng­gu­na­kan Moderated Regression Analysis (MRA). Temuan riset membuktikan bahwa va­ri­abel keseimbangan kerja-kehidupan pribadi tidak berpengaruh signifikan pada ke­cen­derungan pindah kerja karyawan, sedangkan variabel stres kerja berpengaruh sig­ni­fikan. Variabel kejenuhan kerja memoderasi secara signifikan pengaruh kese­im­ba­ng­an kerja-kehidupan pribadi dan stres kerja pada kecenderungan pindah kerja kar­yawan. Perusahaan disarankan untuk meningkatkan berbagai kondisi yang dapat me­nyeimbangkan antara kerja dan kehidupan pribadi, dan upaya menurunkan keje­nuh­an kerja karyawan. Penelitian lanjutan juga disarankan untuk mengeksplorasi vari­a­bel-va­riabel lain yang berkontribusi untuk menurunkan kecenderungan karyawan ber­pin­dah kerja di lokasi riset yang berbeda karakteristiknya dengan riset ini.

Abstract

This study aims to analyze the implementation of the Regional House of Representatives (DPRD) recess policy in absorbing public aspirations in Electoral District VII of the Regional House of Representatives of North Sumatra Province. This research employs a qualitative approach using a descriptive-analytical method. Data were collected through in-depth interviews, documentation studies, and source triangulation involving informants consisting of DPRD members, the DPRD Secretariat, related regional government agencies, and community representatives. The analysis applies George C. Edward III’s policy implementation model, which emphasizes the aspects of communication, resources, disposition, and bureaucratic structure. The findings indicate that the implementation of the recess has been carried out in accordance with formal provisions; however, its effectiveness in absorbing and following up public aspirations still faces several challenges. Limitations in time and budget, as well as the complexity of inter-agency coordination, affect the optimal integration of aspirations into regional planning and budgeting documents. In addition, not all public aspirations can be accommodated due to differences in development priorities and limitations of authority.

Abstract

This study aims to analyze the governance of Hexahelix collaboration in the implementation of flash flood disaster management in the Lake Toba Area and to identify the constraints and obstacles encountered in its implementation. The research method used is descriptive qualitative, with data collection techniques through interviews, observations, and documentation. The research informants consisted of the Head of the Regional Disaster Management Agency (BPBD) of North Sumatra Province, the Head of the Cooperation, Control and Evaluation Division of BPBD North Sumatra Province, Staff of the Community and Environmental Empowerment Department of PT Inalum Hydropower, the Chair of the Pandawa Kayak Organization of North Sumatra, the Director of the Center for Climate Change and Disaster Mitigation Studies of the Faculty of Forestry, University of North Sumatra, and a journalist from Tribun Medan. The results of the study indicate that the role of the Regional Disaster Management Agency has been carried out in accordance with the concept of governance, where disaster management is no longer centered solely on the government but involves various actors within a collaborative framework. However, the implementation of Hexahelix collaboration has not been fully optimal, particularly in the pre-disaster phase, which still requires strengthened coordination, increased human resource capacity, and cross-sectoral program integration. Internal constraints include the limited number of disaster-certified personnel, while external constraints are related to the persistence of communities residing in flash flood–prone areas due to livelihood factors. This study recommends enhancing the capacity of disaster management personnel, strengthening scientific studies as a basis for policy, developing more integrated multisectoral collaboration, promoting development oriented toward disaster risk reduction, and increasing the transparency of information that is easily accessible to the public.

Abstract

This study aims to analyze the implementation of service policy aspects, including Service Standards, Public Satisfaction Surveys (SKM), and Service Information, in an effort to realize excellent service at the Perbaungan Sub-district Office, Serdang Bedagai Regency. This study uses a qualitative approach with a descriptive research type. Data collection was conducted through in-depth interviews with purposively selected informants, including policy formulators (Organization and Legal Section of the District Secretariat), policy implementers (Sub-district Head, Section Head, staff, and counter officers of Perbaungan Sub-district), internal supervisors (Inspectorate), and community service users. The results of the study indicate a significant gap between policy formulation and implementation. Policy formulation is top-down and normative, with minimal participation from implementers and field research.

Abstract

In a company, the primary resource is its human resources, often referred to as employees. Human resources play a crucial role at all levels, from lower management to top management, in ensuring that the company achieves its objectives. For this reason, employees are required to demonstrate strong performance, which is influenced by several key factors, including career development, motivation, and competence. These factors not only shape how employees contribute to organizational success but also determine their individual growth and satisfaction. This study investigates the impact of career development, work motivation, and competence on employee performance. A quantitative research approach was employed, with data collected through the distribution of questionnaires and library research. The study sample consisted of 32 employees at PT. Adzkia Masa Depan Medan, selected using the Saturated Sample method. This method ensures that all members of the population are included in the study, allowing for comprehensive data collection. Data analysis was conducted using multiple linear regression analysis in SPSS 20 software. This technique enables researchers to assess the relationship and impact of career development, work motivation, and competence on employee performance. Furthermore, hypothesis testing was conducted to determine the significance of these variables on performance outcomes. The findings of this study provide valuable insights into the critical factors that influence employee productivity and effectiveness, highlighting the importance of fostering career growth opportunities, maintaining high levels of motivation, and enhancing employee competencies. These insights are expected to contribute to improved HR practices and strategic decision-making in organizational contexts.
