Abstract

Artikel ini disusun dilatarbelakangi pengelolaan Dana Desa tidak tepat sasaran dan penggunaannya belum optimal. Artikel ini dimaksudkan untuk menganalisis dampak pengelolaan dan penggunaan  Dana Desa terhadap pembangunan daerah. Metode penelitian dengan pendekatan kualitatif.  Hasil analisis  menunjukkan; pengelolaan dan penggunaan Dana Desa tidak memberi dampak signifikan bagi pertumbuhan pembangunan daerah dan program pembangunan Desa tidak sinkron dengan kebijakan pembangunan Daerah (RPJM Daerah). Dampak ini disebabkan : a. Desa memiliki kewenangan luas dalam menentukan rencana programnya, b. Daerah kurang memiliki wewenang mengintegrasikan kebijakan program pembangunan. Untuk mengintegrasikan program pembangunan Desa sinkron dengan kebijakan pembangunan Daerah diperlukan intervensi regulation Pemerintah Daerah guna mengarahkan program Desa mengacu pada kebijakan pembangunan Daerah.

Abstract

This article was prepared on the background where the poor in North Sumatera are powerless and have no ability to place their position and role in government and development, whileefforts to empower the poor have not been optimally carried out by the North Sumatera Provincial government. This article was prepared to discuss ways to make the poor in North Sumatera powerless, and outline strategies and models to empower the poor in North Sumatera. The poor are powerless and the risk poses a factor of poverty, physical weakness, isolation, improvement, and powerlessness, the poor are not managed and tend to be left by the government, and are not liked by the community. The strategy for empowering the poor in North Sumatera can be carried out through the Need for Strengthening program, Strengthening Human Resources, Strengthening Institutions, Strengthening Access to Communication and Information, Strengthening Networks - Partnerships, and Strengthening Participation. Abstract

Badan Permusyawaratan Desa ( BPD) represent institute of delegation of resident of countryside [of] pursuant to regional keterwakilan and specified democratically. BPD function to Study and agree on Device of Regulation of Countryside with Countryside Head ; Accomodating and channelling aspiration socialize countryside, and ; [Doing/Conducting] observation of performance Lead Countryside. Thereby BPD of strategic sharing realize governance of democratic countryside, partisipative, transparent, and akuntabel. Pursuant to analysis and solution descriptively qualitative, showing BPD not yet optimal in executing [his/its] function and role. This Realita [is] caused [by] [his/its] strength predominate Countryside Head, internal factor and also eksternal [in] BPD, and not yet owned vision and missi. Abstract

Penelitian dilakukan bertujuan untuk mengetahui dan menganalisis Kinerja Birokrasi dalam Penyaluran Bantuan Sosial bagi keluarga miskin penerima Program Keluarga Harapan di Kabupaten Batu Bara, Sumatera Utara. Peneliti ingin mengetahui lebih jauh mengenai faktor pendukung dan penghambat kinerja birokrasi dalam penyaluran bantuan sosial kepada penerima manfaat. Teori yang digunakan untuk menganalisis kasus ini antara lain teori kinerja, teori birokrasi, termasuk kerangka konseptual Program Keluarga Harapan sebagai program bantuan langsung tunai bersyarat. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif dimana informan sebagai sumber data adalah para aparatur di Dinas Sosial, Pemberdayaan Perempuan, dan Perlindungan Anak Kabupaten Batu Bara, pendamping, serta masyarakat penerima manfaat Program Keluarga Harapan. Analisis data menggunakan reduksi data, penyajian data, dan penarikan kesimpulan. Mengutip teori dari Agus Dwiyanto, maka ditemukan bahwa (1) Produktivitas ditemukan tidak konsisten karena masih ada penyaluran bansos yang belum tersalurkan, (2) Daya tanggap masih belum terasah dalam menyikapi setiap permasalahan, (3) Kualitas Pelayanan ditemukan kurangnya pegawai dinas sehingga tidak dapat dihadirkan di semua tempat penyaluran bansos (4) Tanggung jawab diketahui masih belum bisa maksimal dalam pendistribusian bansos, (5) Akuntabilitas diketahui masih ada data yang belum dimutakhirkan dan masih ada data yang belum disebarkan. Penelitian ini menyimpulkan bahwa kinerja Aparatur Birokrasi dalam menyalurkan bantuan tunai Program Keluarga Harapan, sampai batas tertentu, secara umum belum baik. Akibatnya penyaluran bantuan sosial Program Keluarga Harapan menunjukkan hasil yang belum baik karena kinerja birokrasi yang masih rendah dalam melaksanakan program. Abstract

The ASKIA CERIA (Smart and Friendly Child Population System Application) program is an innovative population administration service designed to accelerate the process of issuing Child Identity Cards (KIA) in Langkat Regency. This research aims to analyze the implementation of the ASKIA CERIA program, identify the challenges faced, and evaluate optimization strategies that can be carried out. A qualitative descriptive approach is used in this study with data collection techniques through interviews, observations, and documentation. The results show that the implementation of ASKIA CERIA in the issuance of KIA in the Disdukcapil of Langkat Regency still faces challenges in aspects of communication, resources, disposition, and bureaucratic structure. Improvement efforts are needed to improve communication strategies, the quality of human resources, budget allocation, motivation for implementers, as well as cross-level coordination and flexibility of procedures so that the program can run more optimally and the benefits are felt by the community. To overcome these challenges, optimization strategies include digital literacy training, improving technological infrastructure, and adding human resources. This study concludes that the digitization of public services through programs such as ASKIA CERIA can be a solution to improve service efficiency, as long as it is accompanied by an inclusive approach and adequate infrastructure support. This finding is expected to be a reference for the development of similar innovations in other regions.

Abstract

This study aims to analyze the effectiveness of the village apparatus empowerment program in village financial management in Mandailing Natal Regency. This empowerment program is designed to increase the capacity of village officials in managing and supervising the allocation of village funds to be more transparent and accountable. The method used in this study is a qualitative approach with case studies. Data collection was carried out through in-depth interviews, participatory observations, and documentation involving village officials, program assistants, and village communities. Data analysis was carried out using thematic analysis techniques. The results show that the effectiveness of the empowerment program is influenced by four main indicators, namely communication, resources, disposition, and organizational structure. Effective communication between the district government, assistants, and village officials supports the understanding of village financial management. However, there are obstacles in delivering information to the public. Limited human resources and technology are obstacles in the implementation of the program, especially in remote areas. The positive disposition of most village officials in applying the principles of transparency and accountability has had a positive impact, although there is resistance to change among more senior village officials. A clear organizational structure and good coordination between village officials have been proven to increase the effectiveness of village financial management. The conclusion of this study is that the success of the village apparatus empowerment program in village financial management is highly dependent on the synergy between communication factors, resources, disposition, and organizational structure.

Abstract

Stunting merupakan suatu permasalahan status gizi kronik pada balita yang disebabkan oleh kurangnya asupan gizi dalam jangka waktu yang lama, sehingga dapat mengakibatkan gangguan tumbuh kembang anak yaitu tinggi badan tidak sesuai atau kurang dari standar usia anak lainnya. Stunting merupakan masalah Kesehatan yang saat ini banyak terjadi di masyarakat dan menjadi tantangan besar bagi pemerintah, terutama bagi daerah pedesaan yang akses terhadap layanan Kesehatan dan gizi yang memadai masih terbatas. Tujuan penelitian ini adalah menganalisis peranan regulator pemerintah dalam penanggulangan stunting di Kecamatan Percut Sei Tuan, Kabupaten Deli Serdang. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan menggunakan teknik pengumpulan data berupa wawancara, observasi dan dokumentasi. Hasil penelitian menunjukkan bahwa peran regulator telah dijalankan pemerintah dengan benar, karena pemerintah telah membuat regulasi kebijakan Peraturan Bupati No 49 Tahun 2020 berhasil menjalankan kebijakan untuk memandu pelaksanaan upaya penurunan stunting serta adanya program PMT (Pemberian Makanan Tambahan) guna pencegahan stunting di Kecamatam Percut Sei Tuan.

Abstract

This research is motivated by the need for adequate supervision to improve the efficiency and effectiveness of local government implementation, especially in government and development tasks. This study aims to analyze the effectiveness of the performance of the Government Internal Supervisory Apparatus (APIP) in the field of performance and financial supervision at the Regional Inspectorate of Mandailing Natal Regency, and identify factors that hinder the effectiveness of this performance. This study uses Sarwoto's (2010) theory as the basis for analysis. The results showed that accuracy is an essential guideline in carrying out APIP duties. Mandailing Natal Regency Inspectorate auditors comply with established implementation standards to prevent fatal errors. Timeliness is a key element in collecting and evaluating activities to accelerate improvements. A centralized supervision system is implemented by laws and regulations to overcome problems in vulnerable areas. In addition, performance effectiveness is also assessed from the conformity between economic and organizational aspects, where detected standard deviations can help determine the necessary corrective actions. This study concludes that the effectiveness of APIP performance is influenced by adherence to standards, timeliness, and the application of a centralized system, which contribute to achieving regional supervision objectives.

Abstract

Abstrak Undang-Undang Nomor 25 Tahun 2009 tentang Pelayanan Publik, idealnya memberikan harapan bagi masyarakat dan stakeholder untuk mendapatkan pelayanan yang berkualitas. Undang-Undang tersebut menyatakan bahwa penyelenggaraan pelayanan publik merupakan kewajiban pemerintah untuk memenuhi kebutuhan dan hak-hak setiap warga negara. Penyelenggaraan pelayanan publik dilaksanakan oleh suatu organisasi sektor publik  yang diarahkan pada terwujudnya kualitas pelayanan (kepuasan) yang diinginkan oleh semua pihak dan stakeholder. Beberapa penelitian tentang penyelenggaraan pelayanan publik sebelum reformasi (pada era orde baru) dan pasca orde baru di Indonesia, pada umumnya menyatakan masih belum memuaskan, sehingga diperlukan hadirnya komitmen yang lebih kuat lagi dari para penyelenggara negara sebagai pihak yang diberi kewenangan sebagai servant untuk meningkatkan kinerja pelayanan. Itu berarti penerapan model design  organisasi menjadi salah satu faktor determinan sehingga kualitas  pelayanan tidak terwujud. Kata  Kunci : Model, Desain Organik, Pelayanan, Publik

Abstract

ABSTRAK Peraturan Pemerintah Nomor 8 Tahun 2006 mengatur setiap instansi pemerintah berkewajiban menyampaikan laporan Keuangan dan Kinerja, dalam rangka evaluasi  akuntabilitas kinerja. Tujuannya untuk menilai tingkat akuntabilitas hasil terhadap penggunaan anggaran dalam rangka mendorong terwujudnya pemerintahan yang berorientasi pada result oriented government. Kementerian BUMN memperoleh nilai Akuntabilitas Kinerja 2015: 64,05 menunjukkan tingkat efektivitas dan efisiensi penggunaan anggaran dibandingkan dengan capaian kinerjanya. Pencapaian akuntabilitas kinerja tersebut penting untuk dianalisis, apakah indikator pengukuran akuntabilitas kinerja memenuhi dimensi akuntabilitas?. Sesuai dengan tujuan artikel untuk menganalisis indikator pengukuran akuntabilitas kinerja Kementerian BUMN, maka digunakan metode analisis tekstual dan dokumentasi. Berdasarkan hasil analisis, bahwa Indikator Kinerja Utama sebagai pengukuran akuntabilitas kinerja Kementerian BUMN  merupakan indikator yang didominasi oleh Lag Indicator dan sebagaimana pendapat Koppel (2005), maka indikator pengukuran akuntabilitas kinerja Kementerian BUMN belum memenuhi dimensi akuntabilitas.  Kata Kunci: Pengukuran, Akuntabilitas Kinerja, BUMN
