Abstract

Implementation of policy Number 64 of 2021 concerning the provision of rice for the State Civil Apparatus (ASN) as a form of government favoritism to empower farmers by buying local agricultural products due to food price instability, economically affecting ASN's food needs so that ASN performance productivity decreases. This research study aims to explain the implementation of the rice provision policy for ASN based on Regent Regulation Number 64 of 2021 in Sumenep district, in the perspective of the Advocacy Coalition Framework (ACF) Model. The research method used is qualitative research. The results of this study are first, individual actors influencing the policy-making process of providing rice for ASN provide input in formulating strategies or actions taken to achieve the desired goals and objectives of the rice provision policy for ASN. However, the implementation of this policy considers aspects of sustainability and is not only temporary in order to provide sustainable benefits for ASN in the Sumenep district government. second, group actors have different roles depending on the stage of the ongoing policy cycle. group actors can assist in identifying problems or issues raised in the rice provision policy process for ASN.

Abstract

Pengabdian kepada masyarakat ini dilatarbelakangi oleh belum optimalnya pemanfaatan sistem pelayanan publik digital berbasis web di tingkat desa, meskipun pelatihan sebelumnya telah meningkatkan kapasitas aparatur. Kondisi ini menunjukkan adanya kesenjangan antara peningkatan kompetensi dan keberlanjutan implementasi, khususnya dalam integrasi data, partisipasi masyarakat, dan tata kelola layanan digital. Kegiatan ini bertujuan untuk memperkuat implementasi konsep Smart Village melalui optimalisasi pelayanan publik digital berbasis tata kelola kolaboratif guna mendukung pencapaian Tujuan Pembangunan Berkelanjutan (SDGs), terutama pada aspek kelembagaan yang kuat, transparansi, dan partisipasi inklusif. Metode pelaksanaan menggunakan pendekatan Participatory Action Research (PAR) melalui tahapan identifikasi lanjutan, pengembangan sistem layanan berbasis data, pelatihan lanjutan aparatur desa, serta pendampingan implementasi dan evaluasi berbasis kinerja. Hasil kegiatan menunjukkan adanya peningkatan signifikan dalam pemanfaatan website desa sebagai media pelayanan publik dan transparansi informasi, terbentuknya mekanisme partisipasi masyarakat melalui fitur digital, serta tersusunnya standar operasional prosedur (SOP) pengelolaan sistem yang berkelanjutan. Novelty kegiatan ini terletak pada integrasi antara digitalisasi pelayanan, tata kelola kolaboratif, dan pendekatan berbasis SDGs dalam penguatan Smart Village yang adaptif dan berkelanjutan di tingkat desa.

Abstract

Gender equality remains a pivotal international discourse encompassing social, political, economic, and cultural dimensions. Gender is defined as an analytical framework that distinguishes the roles of men and women through sociocultural perspectives. Historically, patriarchal structures have reinforced gender inequality by positioning men in positions of authority over women. This research is driven by the phenomenon of gender disparity on Mandangin Island, where women are frequently perceived as "second-class citizens." This patriarchal social structure acts as a significant barrier to women's involvement in regional development. This study employs a qualitative descriptive method. Data collection was conducted through observations on Mandangin Island and interviews with village government officials, community leaders, and local residents. The data analysis technique involved data preparation, comprehensive data reading, and systematic coding. The results conclude that the social structure in Mandangin Island, Sampang Regency, is still dominated by patriarchal values that restrict women's mobility. Local culture constructs the male role as the sole authority, indirectly creating unequal access to economic resources and education for women. However, being perceived as "second-class" has motivated women to engage actively in productive activities, such as marine product processing. Furthermore, the PEKA (Female-Headed Household) program in the context of Mandangin society serves as a crucial turning point, significantly challenging the deeply rooted patriarchal culture. In a region where social structures position men as the sole authority, PEKA provides a transformative influence toward gender empowerment.
