Abstract

Good Governance is the principle that can improve the performance and quality of services at the District/City Population and Civil Registration Service (Disdukcapil) in West Sumatra. This research aims to analyze a model of Good Governance principles that can improve the performance and quality of services for the District/City Disdukcapil in West Sumatra. The principles of Good Governance used in this research consist of accountability, participation, efficiency and effectiveness, transparency, rule of law, and responsiveness. This research uses quantitative methods with Structural Equation Model data analysis techniques. The research sample consisted of 118 respondents who were employees of the Regency/City Disdukcapil in West Sumatra. The findings of the study indicate that implementing the Good Governance principles model can potentially enhance the performance and service quality of the District/City Disdukcapil in West Sumatra. This improvement is attributed to the adherence to key concepts such as accountability, transparency, rule of law, and responsiveness. Simultaneously, the concepts of efficiency, effectiveness, and participation do not substantially influence the performance and service quality of the District/City Disdukcapil in West Sumatera.

Abstract

This research aims to provide evidence that: 1) To determine the significance of the influence of employee competence on employee performance at the Padang City Regional Secretariat. 2) To determine the significance of the influence of the work environment on employee performance at the Padang City Regional Secretariat. 3) To determine the significance of the influence of achievement motivation on employee performance at the Padang City Regional Secretariat. 4) To determine the significance of the influence of competence, work environment, and achievement motivation on employee performance at the Padang City Regional Secretariat. Data collection was carried out using a survey method with a questionnaire for auditors. The data analysis technique used in this research is descriptive and quantitative analysis. The data collected is primary data which can be classified as independent variables and dependent variables. Competence, Work Environment, and Achievement Motivation (influence variables), and employee performance at the Padang City Regional Secretariat (influence variables). Hypothesis testing in this research uses multiple linear regression tests. Based on the research results, it is known that 1) competency has a positive effect on employee performance at the Padang City Regional Secretariat. Thus, hypothesis 1 is supported. 2) The work environment has a positive effect on employee performance at the Padang City Regional Secretariat. Thus, hypothesis 2 is supported. 3) Achievement motivation has a positive effect on employee performance at the Padang City Regional Secretariat. Thus, hypothesis 3 is supported. 4) Competence, work environment, and achievement motivation simultaneously influence employee performance at the Padang City Regional Secretariat. Thus, hypothesis 4 is supported.

Abstract

This study aims to analyze, Influence Organizational Culture Against Employee Performance At the Office of Communications and Information Technology of Pariaman. This research is a quantitative research that shows a causal relationship. The sample in this study were 47 employees. Data collection techniques used were observation, questionnaire and documentation. Data analysis techniques used are descriptive statistical analysis using percentages, averages, and standard deviations and for inferential statistical analysis using data normality tests, simple linear regression analysis, and product moment correlation analysis. The results of the study show that the organizational culture is in a very good category in terms of indicators, namely: Innovation and Courage to take risks; Attention to detail; Results oriented; Human oriented; Team oriented; Aggressive; and stable. Employee performance is in a very good category in terms of indicators of discipline of service personnel, responsibility of service personnel, ability of service personnel, politeness and friendliness of officers, based on simple linear regression analysis shows that there is an influence of organizational culture on employee performance at the Pariaman City Communication and Information Agency Pariaman City. From the results of product moment correlation analysis obtained a significant level of relationship between the influence of organizational culture on the performance of employees at the Office of Communication and Information Office of , Pariaman City with the Strong category.

Abstract

Penelitian ini bertujuan untuk: 1) Untuk menguji pengaruh Produk Domestik Regional Bruto (PDRB) Per Kapita terhadap kesejahteraan masyarakat di Sumatera Barat. 2) Untuk penguji pengaruh Jumlah Penduduk Miskin terhadap kesejahteraan masyarakat di Sumatera Barat. Metode penelitian yang dipakai dalam penelitian ini adalah metode penelitian kuantitatif deskriptif. Teknik pengambilan sampel pada penelitian ini adalah total sampling. Pengumpulan data dilakukan menggunakan teknik dokumentasi dan pengujian hipotesis dalam penelitian ini menggunakan uji regresi linier berganda. Berdasarkan hasil empiris penelitian ditemukan bahwa: 1) Tingkat kemiskinan berpengaruh negatif dan signifikan terhadap kesejahteraan masyarakat di Sumatera Barat dengan probabilitas sebesar 0,012 yang lebih kecil dari 0,05. 2) produk domestik regional bruto berpengaruh dan signifikan terhadap kesejahteraan masyarakat di Sumatera Barat dengan probabilitas sebesar 0,000 yang lebih kecil dari 0,05.

Abstract

Selain maraknya integrasi nasional, korupsi, dan partai politik, otonomi daerah dan desentralisasi banyak dibicarakan di negeri ini. Otonomi daerah merupakan proses negara yang tidak akan pernah selesai dan niscaya akan terus mengalami modifikasi dan tidak akan pernah selesai. Mengetahui tren metode yang digunakan dalam artikel ilmiah juga menjadi pembahasan yang menarik. Tentunya dari sekian banyak penelitian yang dilakukan dapat dipastikan ada berbagai macam tantangan yang dihadapi dalam pengerjaannya. Terkadang dalam penelitian juga menyisakan pertanyaan yang masih belum terjawab. Oleh karena itu, penelitian ini memiliki tujuan untuk mengetahui tren dari topik dan tantangan serta mengumpulkan open question yang belum terjawab pada penelitian desentralisasi pada tahun 2017-2022. Analisis tren ini dapat dilakukan dengan menggunakan metode systematic literature review dengan menggunakan Google Scholar sebagai sumber data. Hasil penelitian menunjukkan tren topik penelitian desentralisasi adalah “kebijakan, politik daerah dan pembangunan daerah”. Topik ini memiliki persantase masing-masing pembahasan tertinggi sebesar 19,2% dan 15,4%. Sedangkan topik penelitian paling rendah adalah “pariwisata, politik budaya, politik hukum, pemberdayaan masyarakat, manajemen sumber daya manusia” dengan persentase masing-masing sebesar 3,8%. Tren penggunaan metode dalam penelitian bidang desentralisasi adalah penggunaan metode “Kualitatif”. Metode ini memiliki penggunaan terbanyak dengan persentase sebesar 92,3%. Sedangkan tren penggunaan paling rendah adalah “kuantitatif” dengan persentase 7,7%. Tantangan yang dihadapi dalam kajian desentralisasi diantaranya adalah konflik vertikal, Lembaga reformasi dan ketidaksetaraan akses yang sebagian karena geografinya sebagai negara kepulauan dan perbedaan regional dalam infrastruktur dasar, kemampuan ekonomi, dan kebijakan pemerintah daerah.

Abstract

This research aims to find out how local government policies reduce poverty in Baringin Village, Lubuk Kilangan District, West Sumatra. Includes policy strategies, policy steps, and follow-up Local government policies and village community development, as well as factors that influence local government policies not being optimal in reducing poverty in Baringin District, include budget factors, community factors, resource factors, community factors, and apparatus attitudes. The research method used is qualitative-descriptive. In collecting data, field research was carried out using observation techniques with the aim of directly knowing the data needed. Then carry out interview techniques and conduct library research by searching for documents related to local government policy issues related to reducing poverty in Baringin Village. The results of this research show that the local government's policy in reducing poverty in Baringin Subdistrict is quite good. This can be seen from the policy programs implemented by the subdistrict government, which can be directly felt by the community. However, in the implementation of local government policies to reduce poverty, there are of course obstacles or factors such as budget, lack of communication, less creative human resources, and less professional attitudes of officials.

Abstract

This research paper offers an extensive literature review concerning the effects of legal alterations on the operational efficiency of municipal administrations. Despite implementing numerous legislative modifications to improve administrative efficacy, many local governing bodies encounter obstacles such as bureaucratic procedures, corruption, and insufficient institutional capabilities. Successful instances in nations like South Korea and Singapore underscore the significance of digitalization within public administration and unwavering political dedication in overcoming these hindrances and bolstering transparency. Conversely, in regions such as India and various African countries, obstacles like institutional shortcomings and widespread corruption hinder the effectiveness of reform initiatives. Critical elements for the success of such reforms encompass institutional capacity, political backing, and the integration of information and communication technologies. Public involvement and the effective management of bureaucratic opposition are also paramount. This analysis furnishes valuable insights for policymakers and scholars aiming to devise and execute more effective legal reforms. Policy recommendations entail continual training for governmental officials, persistent political dedication, and customized strategies tailored to local reform implementation obstacles.
