Abstract

The expansion of mini fuel stations (Pom Mini) has improved access to fuel for communities in rural areas where conventional fuel stations are relatively distant. However, the use of measuring devices that are insufficiently calibrated raises concerns regarding measurement accuracy, transactional transparency, and consumer rights. This study examines the practice of fuel transactions at mini fuel stations in Rantau Karya Village and reconstructs the principle of fair measurement from the perspective of Islamic jurisprudence (fiqh muamalah). Employing a qualitative field research design, data were collected through direct observation, semi-structured interviews, and documentation involving mini fuel station operators and consumers. The data were analyzed through data condensation, data display, and conclusion drawing, with triangulation employed to strengthen the credibility of the findings. The findings indicate that mini fuel stations provide substantial economic and practical benefits by facilitating access to fuel for local communities. Nevertheless, variations in measurement accuracy were identified because some measuring devices had not been subjected to systematic calibration, creating discrepancies between the quantity displayed and the quantity received by consumers. From the perspective of fiqh muamalah, the transaction is generally valid when its essential elements and conditions are fulfilled and the parties enter into the contract voluntarily. Nevertheless, inaccurate measurement conflicts with the principles of ‘adl (justice), amanah (trustworthiness), and transparency in commercial transactions and may constitute tadlis when the discrepancy is knowingly concealed or deliberately manipulated by the seller. The study contributes to the development of Islamic commercial jurisprudence by emphasizing measurement accuracy as an integral dimension of transactional justice. Regular calibration, transparent measurement procedures, and effective consumer protection are therefore necessary to ensure that mini fuel transactions comply with both commercial standards and Sharia principles.
