Abstract

Bus Trans Semanggi Listrik  Kota Surabaya merupakan bentuk  skema dari  Buy The Service (BTS) yang diciptakan oleh Kementerian Perhubungan. Keberadaan Bus Trans Semanggi bertujuan untuk dapat mengurangi kemacetan Surabaya, dengan ini Bus Trans Semanggi sebagai bentuk peningkatan kualitas transportasi umum. Namun berkaitan dengan peningkatan kualitas transportasi umum Bus Trans Semanggi listrik dalam pengoperasiannya masih memiliki kendala yang berhubungan dengan masalah teknis armada bus yang masih mengalami kendala. Berkenaan dengan masalah teknis, maka dalam penelitian ini menganalisis hubungan governance network antara pemerintah dengan pihak swasta dalam pengoperasian Bus Trans Semanggi Listrik, aktor pelaksana dari Bus Trans Semanggi ini yaitu PT. Damri, PT.Inka, PT. IMSS dan PT. Surveyor. Metode penelitian yang digunakan yaitu metode kualitatif dengan pendekatan studi kasus. Tujuan penelitian ini  untuk mengetahui apakah governance network yang dilaksanakan Bus Trans Semanggi Listrik apakah sudah berjalan dengan baik, dengan analisis menggunakan Teori Klijn&Joop (2016) meliputi 3 garis besar yakni analisis aktor, analisis proses, dan analisis kelembagaan.

Abstract

Pertumbuhan populasi lanjut usia di Indonesia menghadirkan tantangan baru dalam penyediaan layanan pendidikan nonformal yang mampu meningkatkan kualitas hidup kelompok rentan tersebut Program Sekolah Lansia Tangguh Selantang yang dikembangkan BKKBN merupakan inovasi penting dalam pembelajaran sepanjang hayat yang dirancang untuk meningkatkan ketangguhan fisik mental sosial dan spiritual lansia Penelitian ini bertujuan menganalisis efektivitas Program Selantang di Kecamatan Nganjuk dengan menggunakan model implementasi kebijakan George C Edward III sebagai kerangka analisis utama Penelitian dilakukan melalui pendekatan kualitatif deskriptif dengan teknik pengumpulan data berupa observasi wawancara mendalam dan analisis dokumentasi Temuan penelitian menunjukkan bahwa implementasi Selantang memberikan dampak signifikan terhadap peningkatan kesehatan emosional kemampuan kognitif serta keterlibatan sosial peserta terutama melalui kegiatan interaktif seperti diskusi kelompok permainan edukatif dan pelatihan fisik Namun sejumlah hambatan masih muncul terutama pada aspek komunikasi antar pelaksana keterbatasan anggaran kekurangan fasilitas pembelajaran serta lemahnya koordinasi lintas sektor Meskipun demikian tingginya komitmen kader dan penyuluh KB menjadi faktor penentu keberhasilan program Dengan memperkuat sinergi antar lembaga dan meningkatkan dukungan pemerintah daerah program ini berpotensi menjadi model pembelajaran nonformal unggulan bagi lansia di tingkat regional maupun nasional < p>

Abstract

Purpose : This research aims to identify the forms of melon farmers’ involvement and the social changes experienced by farmers in the Republik Melon program through a co-production approach. Design/methodology/approach : This study was conducted within the Republik Melon innovation program in Wates District, Blitar Regency, using a qualitative method with a case study approach. Data were collected through observation, interviews, and documentation to explore program implementation and stakeholder involvement. Findings : The findings show that melon farmers are actively involved in the development of the Republik Melon program and directly benefit from its implementation. The program contributes to economic improvement and social welfare, particularly through the creation of new employment opportunities for farmers. In addition to melon farmers, the program involves cross-sector collaboration with several actors, including the Blitar Regency Office of Food Security and Agriculture (DKPP), Bappedalitbang of Blitar Regency, the Wates District Government, the Wates Agricultural Extension Center (BPP), the Wates Women Farmers Group, and MSMEs in Tugurejo Village. Practical Implication : The results can be used by local governments and program implementers as evaluation material and a basis for decision-making to improve the effectiveness and sustainability of the Republik Melon program. The co-production approach may also serve as a reference for strengthening collaboration and community participation in other regional innovation programs. Originality/value : This study highlights a greenhouse-based agricultural innovation that positions farmers as key actors, reflecting the principles of co-production and the values of collaboration, empowerment, and community participation in modern public administration.

Abstract

Persons with disabilities in Surabaya remain marginalized in accessing public transportation, often facing discrimination and limited fulfillment of their mobility rights. The City of Surabaya has not yet fully succeeded in building an inclusive public transport system, particularly in the Suroboyo Bus service. This study examines the application of human governance principles in Suroboyo Bus services for persons with disabilities. A qualitative case study was employed, using observation, interviews, and documentation. Informants were selected through purposive and snowball sampling, and data were analyzed using the Miles and Huberman model, including data reduction, display, and conclusion drawing. The findings show that human governance has begun to be applied, though still partial. Social accountability is evident through formal hearings and informal complaint channels, yet integration into decision-making remains limited. Civic education appears in crew training and public campaigns, but implementation lacks continuity. Equality and freedom are promoted through the involvement of disability communities, though challenges persist due to limited empathy among some staff and uneven accessibility. . Participation is encouraged through forums and discussions, although it has not been embedded systematically in policy-making. Adaptive government performance is visible in regulations and accessibility facilities, yet benefits are not fully realized by persons with disabilities. Reliability emerges through crew responsiveness and technology support, but service consistency remains unstable, particularly during peak hours. Inclusive public transportation in Surabaya is progressing but remains incomplete, requiring stronger policies, consistent training, and active involvement of persons with disabilities to achieve equality and justice

Abstract

The development of tourism looks brilliant because of the achievement of its economic contribution. However, current tourism management, especially in Indonesia, tends to neglect the ecological aspects of the environment and the social community. This injures Indonesia's commitment to sustainable development. This study aims to review the development of tourism in Indonesia and the impact caused by tourism development, especially tourism development in Yogyakarta. The methodology used in this study is qualitative by using secondary data such as journal articles, news, books, and government report. The study results found that tourism development in Indonesia, especially in Yogyakarta Province, only focuses on the economic sector. The tourism sector management actors focus more on making as much profit as possible without paying attention to sustainable tourism development. This results in environmental problems such as the scarcity of clean water for the community. Tourism management that does not pay attention to sustainable tourism practices also causes community conflicts against tourism actors

Abstract

The development of the creative economy has positioned entrepreneurship incubation programs as a strategic approach to strengthen craft-based micro and small enterprises. This study aims to answer how the community empowerment process unfolds within the Creative Craft Design Entrepreneurship Incubation Program under the 5 Creative Subsector Scheme in Mojokerto City. Using Wilson’s empowerment framework awakening, understanding, harnessing, and using, the research investigates the extent to which the program contributes to the advancement of fashion-related craft enterprises. A qualitative case study approach was employed, and data were collected through observation, semi-structured interviews, and documentation involving program participants and the implementing agency. The findings show that the program substantially enhanced participants’ technical, managerial, relational, and psychological capacities. In the awakening stage, participants developed greater awareness of their entrepreneurial potential, though motivation levels varied. The understanding stage revealed notable improvements in design quality, production techniques, business management, and digital marketing skills. During the harnessing stage, several participants effectively utilized program facilities, networks, and acquired knowledge, while others exhibited continued dependency on the implementing agency. The using stage demonstrated emerging business independence, marked by increased sales, improved operational management, and more consistent marketing practices, although some participants progressed slowly due to limited commitment. Overall, the program contributes meaningfully to the gradual empowerment and professionalization of craft-based enterprises. These findings highlight the importance of continuous mentoring, digital capacity building, and tailored support to strengthen the sustainability and competitiveness of creative industry entrepreneurs.
