Abstract

Integrated Wonorejo Zone is one of the development zone in Lumajang Regency with significant goals to improve potensial condition in three aspect namely tourism, agriculture and SMEs. Based on RTRW in 2008-2028, which was established in 2008, the development strategy of this zone is change. Integrated Wonorejo Zone was mentioned as a Strategic Economic Development Zone. This research describe and analyse about how the implication of policy change toward Integrated Wonorejo Zone. This research using method of descriptive research with qualitative approach as well as analysis of data by John Seidel about QDA (qualitative data analysis). The result of this research explain that the policy change implication, from description, implementation and implication point of view did not give significant expectation. Key Words: Policy Change, Integrated Wonorejo Zone, Strategic Economic Development Zone.

Abstract

Even though the current Covid-19 pandemic has subsided, most BUMDesa in Malang Regency, East Java Province, are still experiencing the remnants of the difficulties they faced when the Covid-19 pandemic was rampant in Indonesia to remote villages. The existence of a management model has a very important role in helping the development of Village-Owned Enterprises (BUMDesa) This research uses a combination type of research (mix methode). The time for collecting research data is in the period June - September 2022. Research data collection techniques use interviews and open electronic questionnaires. Data analysis uses Process Hierarchy Analytics (PHA) combined with SWOT analysis. Village-owned enterprises in this case are no exception from BUMDesa thanks to the category of Developing and Advanced Stubs. the three bumdesa experienced problems related to the existence of PPKM which was regulated by the government. Fortunately, the existing bumdesa still have strengths and advantages that can be used to overcome the challenges that arise. Diversification is one of the efforts that can be done to further encourage the strength possessed to overcome incoming challenges. The diversification includes product diversification of market segmentation sales patterns and also human resource management. The development strategy model of village-owned enterprises categorized as developing and advanced startups needs to pay attention to the application of the diversification model. Abstract

The use of digitalization in the implementation of village government is a necessity that needs to be realized. Moreover, in village financial management, the village financial system or Siskeudes is part of the digitization of village government administration. Unfortunately, its application in the village that is the pilot of the Batu city government's digitization project, namely Pandanrejo village, is still experiencing problems related to the system that is still running offline. This study aims to analyze and describe the implementation of village financial system management and its supporting and inhibiting factors. Descriptive qualitative is used in this type of research. The results of the study found that the implementation of village financial management through the application of siskeudes in Desa Pandanrejo was following the provisions which include planning, implementation, administration, reporting, and accountability.  However, there are some obstacles at some stages. The planning stage is constrained by the late delivery of the indicative ceiling from the City. There is an administration stage it is explained that this stage is the responsibility of the head of financial affairs, but because the HR of the head of financial affairs of Pandanrejo Village is low, this is the background for the delegation of authority to other staff to act as admins siskeudes.  Based on this, it is necessary to develop the human resources of village officials at the administrative level in the context of digital administration. Siskeudes needs to be fully supported by a network that can ensure that the system is always in online condition because the existing conditions in the application field are still offline. although this does not affect the performance of the village, it results in data not being quickly available and making it difficult for the Batu City Government

Abstract

This research focuses on the role and collaboration of stakeholders in developing sustainable tourism on Bawean Island, an area with very high natural and cultural potential. Sustainable tourism is defined as efforts that support a balance between environmental preservation, socio-cultural development, and economic benefits. This paper investigates the role of stakeholder collaboration in advancing sustainable tourism development on Bawean Island. It emphasizes the necessity of integrating community involvement, effective local governance, strategic planning, and continuous education to create a sustainable tourism framework that benefits both the local population and the environment. It also discusses the critical role of regional governance in facilitating dialogue among stakeholders and ensuring accountability in tourism planning. This study uses a qualitative descriptive approach, a comparative case study method, and a logical framework approach to analyze interactions between the government, the private sector, local communities, and academics. The research results show the importance of face-to-face dialogue, trust building, Commitment to the process, shared understanding, and intermediate outcomes for successful collaboration. Even though there are still obstacles, such as limited infrastructure and lack of initial coordination, efforts are emerging to overcome these challenges through a structured, collaborative approach so that tourism development on Bawean Island can achieve long-term economic, social, and environmental sustainability. The findings suggest that through collaborative strategies, Bawean Island can develop a sustainable tourism model that preserves its unique cultural and natural heritage while enhancing the socio-economic well-being of its residents.

Abstract

Formulating a youth mainstreaming strategy in village tourism management through village-owned enterprises (BUM Desa) is the purpose of this study. The type of qualitative research using process hierarchy analysis is used in this study. Data collection is carried out through three stages and produces a possible strategic direction to take. The results of this study found that there are five alternative strategies for youth mainstreaming in village tourism development. SWOT analysis shows that the elements of strengths and opportunities must be optimized through digital marketing diversification strategies and human resources capacity building. Meanwhile, internal and external problems must be addressed by increasing collaboration and making policies that support the sustainable management of BUM Desa. This research has limitations in the number of informants used with expert judgment considerations; in the future, hopefully, the next research will be more representative of the number of BUM Desa in Malang Regency.
