Abstract

This study aims to determine the influence of job motivation, leader’s behavior, and organizational climate simultaneously and partially on the employees' performance in Inspektorat Kabupaten Timor Tengah Utara.  The method applied in this research is a survey method. Analysis method utilized is multiple linear regression analysis. Variables in this study are job motivation, leader’s behavior, organizational climate, and employees' performance. Hypothesis testing results show that job motivation, leader's behavior, and organizational climate simultaneously and partially has an effect toward the employees' performance in Inspektorat Kabupaten Timor Tengah Utara.

Abstract

Abstract

This community service activity aims to examine the extent of village preparation in facing the implementation of the New Normal policy (new normal life) and at the same time to provide information through socialization related to the implementation of the New Normal policy. The village as the spearhead in implementing the New Normal policy should prepare all resources that can support the implementation of the policy. This New Normal policy is designed to support the economic life of the people who had experienced a decline during the Covid-19 prevention and handling period. The purpose of this policy is to re-increase the productivity of the people who had stopped while keeping them safe from Covid-19. Forms of Community Service Webinar through online media (Google Meet). The results of the service activities carried out were that the people of Oeprigi Village and Kaenbaun Village, which were the target group in this activity, knew and understood the New Normal policy.

Abstract

Metode penelitian yang digunakan dalam penelitian ini adalah pendekatan kualitatif dengan metode deskriptif. Hasil penelitian menunjukan bahwa: 1) pemberian obat-obatan: tingkat pemberian obat-obatan untuk ibu hamil, serta balita sudah berjalan dengan baik yaitu pemberian obat-obatan bagi ibu hamil seperti tablet penambah darah, serta obat cacing dan vitamin A untuk balita. 2) pemberian edukasi kepada orang tua/masyarakat, berupa: pemberian edukasi/sosialisasi mengenai pendidikan gizi, pemberian edukasi mengenai pola asuh orang tua kepada balita, pemberian sosialisasi mengenai pemberian Air Susu Ibu (ASI) Eksklusif, dan pemberian sosialisasi bagi calon orang tua/calon ibu mengenai pentingnya pemenuhan gizi yang baik saat hamil. 3) ketersediaan bahan pangan: ketersediaan pangan tingkat rumah tangga di Desa Batnes terpenuhi melalui 3 cara, yaitu: memenuhi kebutuhan sendiri dengan menanam bahan pangan, membeli dari pasar, bantuan dari Pemerintah Desa Batnes. 4) ketersediaan anggaran/dana: Pemerintah Desa Batnes merencanakan penyelenggaraan kegiatan Pemberian Makanan Tambahan (PMT) Balita dan Ibu Hamil di Desa Batnes. Pembiayaan kegiatan direncanakan dari APBDes Tahun Anggaran 2022. 5) Penyediaan sarana air bersih: sumber air yang digunakan masyarakat di Desa Batnes diperoleh dari Perusahaan Daerah Air Minum (PDAM) yang dialirkan melalui perpipaan ke setiap rumah.

Abstract

This paper discusses the importance of a public administration reform in the aspect of public service. Public administration reform related to aspects of public service is a must considering that the better public services provided by the government for the people reflect the government's attention to the needs of the community. Public service reform should be carried out continuously and follow changes and developments in community needs and the existing environmental situation. This paper is intended to explain the implementation of public service reform at the North Central Timor District Population and Civil Registry Service. The research method used is a qualitative method and the theoretical reference is the dimension of public service according to Parasurahman. The novelty of this paper lies in the theory used, namely the author analyzes public services by using all dimensions of public service put forward by Parasurahman to provide a thorough analysis of the object of research. The results of the research findings show that public service reform has been implemented, including through the use of new service buildings, recruitment of Human Resources, implementation of a Centralized Administrative Information System and implementation of the 'personal selling' service mechanism. Based on these findings, there is one service mechanism which is an innovation from the Population and Civil Registry Service, namely the 'personal selling' service which has had a significant impact on the realization of quality public services.

Abstract

This community service activity aims to improve literacy and numeracy skills for students at Maubesi 2 Catholic Elementary School, Insana Fafinesu District, North Central Timor Regency. This community service is carried out in several stages, namely coordinating/communicating with the TTU Regency Education and Culture Office and the target school, conducting initial observations, designing a work program and discussing it with the school, implementing the work program and evaluating the implementation of the work program. The community service methods used are communication, observation and implementation of work programs and evaluation. Based on the results of the community service carried out, it was found that there was an increase in literacy and numeracy skills as demonstrated by the increase in reading, writing and arithmetic skills of students at Maubesi 2 Catholic Elementary School. This was realized through the availability of learning media that was able to arouse students' interest in learning, mentoring. and structuring the classroom and library environment so that it influences enthusiasm for learning and participating in learning.

Abstract

Kebutuhan ekonomi masayarakat semakin beragam, Permasalahan saat ini semakin di perkuat dengan melemahnya kemampuan sumber daya manusia untuk mengolah sumber daya alam yang ada serta kurang nya edukasi dalam proses kelembagaan suatu kelompok tani, sehingga rendahnya kemampuan masyarakat untuk mengolah sumber daya alam yang ada menghambat masyarakat untuk memenuhi kebutuhan hidup mereka terutama akan bahan pokok seperti sayuran. Ini juga merupakan masalah yang dialami oleh kelompok tani sinar morukren kabupaten malaka. Metode yang digunakan dalam kegiatan ini adalah pelatihan kelembagaan dan pelatihan budidaya tanaman bayam secara organik. Pelaksanaan kegiatan dilakukan pada bulan juni sampai dengan agustus 2023. Hasil dari kegiatan ini adalah masyarakat memahami tentang kelembagaan kelompok tani serta lebih menguasi proses budidaya tanaman bayam secara organik dan maksimal.

Abstract

This study examines government collaboration in preventing and managing rabies in North Central Timor Regency. A descriptive qualitative approach is employed, utilizing the Collaborative Governance process framework developed by Ansell and Gash, which encompasses five stages: Initial Conditions, Facilitative Leadership, Institutional Design, Collaborative Process, and Intermediate Outcomes. The findings reveal that while the government has established a Command Post for Emergency Handling of Rabies Outbreaks as part of its collaborative efforts, significant challenges remain. Key weaknesses include insufficient alignment in the incentive distribution mechanisms for joint working groups and limited collaborative activities among agencies and institutions involved in the Rabies Disease Handling Command Post. These shortcomings hinder the full realization of Collaborative Governance objectives, specifically reducing rabies cases among animals and humans. The study underscores the necessity of developing technical guidelines for equitable incentive distribution and designing integrated activities that actively engage all stakeholders in rabies management. These measures are critical to achieving the intended outcomes of the Collaborative Governance process.

Abstract

Pengembangan organisasi merupakan upaya terencana yang dilakukan di tingkat organisasi untuk meningkatkan efektivitas dan/atau memungkinkan organisasi untuk mencapai sasaran strategisnya. Usaha terencana dalam suatu wadah kegiatan suatu kelompok dalam proses peningkatan sistem kerja untuk mencapai tujuan adalah bagian dari uapaya untuk pengembangan organisasi. Pengembangan organisasi yang berbasis pada aspek modal sosial, diharapkan masyarakat dapat menerima keberadaan suatu organisasi/lembaga seperti BUMDes dan membantu melancarkan berbagai kegiatan untuk mencapai tujuan pendirian BUMDes tersebut. Dalam penelitian tentang strategi pengembangan BUMDes berbasis aspek modal sosial pada BUMDes Pala Opat, Desa Tubu Kecamatan Bikomi Nilulat Kabupaten Timor Tengah Utara. Penelitian ini bertujuan untuk mengetahui strategi pengembangan Badan Usaha Milik Desa (BUMDes) berbasis aspek modal sosial pada BUMDes Pala Opat, Desa Tubu Kecamatan Bikomi Nilulat Kabupaten Timor Tengah Utara. Penelitian ini menggunakan metode penelitian kualitatif deskriptif. Lokasi penelitian ini adalah BUMDes Pala Opat, Desa Tubu Kecamatan Bikomi Nilulat Kabupaten Timor Tengah Utara. Hasil penelitian menunjukkan bahwa pengembangan organisasi dapat dilakukan melalui strategi kegiatan pendidikan dan pelatihan, team building, dan management by objective. Keberhasilan strategi tersebut dapat didukung oleh aspek modal sosial.
