Tulisan ini bertujuan untuk mengetahui tingkat kepuasan pasien terhadap kualitas pelayanan di RSUD Dr. Moewardi Surakarta. Tulisan ini membahas tentang kualitas pelayanan kesehatan dengan menggunakan dimensi kualitas pelayanan publik Reliability, Accessibility, Comfortabel, Competence, Assurance, dan Tangibel. Metode penelitian yang digunakan adalah menggunaka metode kuantitatif dengan menggunakan diagram kartesius. Hasil temuan menyatakan bahwa kualitas pelayanan yang diberikan telah menunjukan kualitas pelayanan yang baik, yang terlihat dari dominasi dari ke delapan kriteria yang masuk dalam kuadran B. Artinya bahwa pada kuadran ini harapan pelanggan/masyarakat terkait dengan faktor-faktor pelayanan yang dianggap penting oleh pelanggan sudah sesuai dengan kenyataan yang dirasakan oleh masyarakat ketika mendapat pelayanan. Selain itu, ditemukan pula adanya dua kriteria yang masuk dalam kuadran A, yang mengindikasikan masih adanya gap antara harapan dan realita yang dirasakan oleh pelanggan. Oleh karena itu pihak RS Dr. Moewardi harus memperbaiki pola pelayanan tersebut.Kata kunci: Kualitas Pelayanan RS. Dr. Moewardi, dimensi kualitas pelayanan

Watu Ata natural reserve is a natural reserve located in Ngada of Nusa Tenggara Timur Province. Watu Ata natural reserve was established based on Ministry of Forestry’s Decree Number 432/Kpts-II/92. The policy impacts negatively on community marginalization, particularly the elimination of people from their previous cultivated land. This research aimed to analyze the community marginalization occurring as a result of the policy establishing Watu Ata forest area to be conservation area functioning as natural reserve. This research was conducted in two villages namely Inelika Village and Heawea Village. The research method employed was qualitative one with descriptive approach. The type of data used is primary and secondary data. Sampling technique employed was purposive sampling one. Techniques of collecting data used were interview, observation, and documentation. Technique of analyzing data used Miles and Huberman’s data analysis technique (data reduction, data presentation, conclusion drawing and verification). The result of research showed that: 1) the form of marginalization the people felt surrounding Watu Ata natural reserve area was social exclusion from cultivated land. Social exclusion from cultivated land encountered by the people in Heawea and Inelika Villages impacts on other exclusion forms. 2) the attempt the people had taken to deal with marginalization was to establish an organization called PERMATA (Perhimpunan Masyarakat Watu Ata or Watu Ata People Association). The objective of getting fair distribution of forest resource and property certainty has not been achieved yet until today. In democratic governance era, government policy is ideally a dialogical product, government with community.

The major theme of this paper is to evaluate policy impacts. This paper aims to evaluate the impact of the determination of the Watu Ata Nature Reserve using the evaluation criteria proposed by William N. Dunn: Effectiveness, Equity, Responsiveness and Appropriateness. As defined in RI Government Regulation No. 28 of 2011 Article 1, a nature reserve is an area which, due to its natural condition, contains unique plants and/or plant diversity along with natural phenomena and whose ecosystem requires protection and preservation efforts so that its existence and development can grow naturally. The Watu Ata Nature Reserve is one nature reserve area in the Ngada regency based on the Decree of Minister of Forestry No. 432/Kpts-II/92. The research method used is a descriptive qualitative study that employs a field study approach conducted in two villages, namely, Heawea Village and Inelika Village. These two villages have the biggest community’s land in the Watu Ata Nature Reserve. The findings suggest that the Watu Ata Nature Reserve policy has had a negative impact on people living around the nature reserve area, particularly with respect to their loss of access to the cultivated land and cultural sites where they have built relationships with their deceased ancestors.

Tulisan ini ditujukan untuk mendeskripsikan dan menganalisis aktualisasi Bhinneka Tunggal Ika dan toleransi bagi generasi mileneal di kawasan perbatasan. Metode penelitian yang digunakan adalah kualitatif dengan menggunakan pendekatan deskriptif. Hasil penelitian menunjukan bahwa implementasi Bhinneka Tunggal Ika harus menjadi tugas dan tanggung jawab setiap warga Negara tanpa terkecuali termasuk kaum milenial di kawasan perbatasan. Hasil lainnya adalah bahwa untuk menjembatani kebhinnekaan dan toleransi dapat dilakukan melalui pembelajaran di kelas maupun non-formal dalam perilaku di masyarakat.

This paper aims at finding out what policies are implemented by the government of Tainsala Village in handling and preventing COVID-19. In this study, the researchers applied the qualitative method with a descriptive analysis approach based on the facts found in the field. Furthermore, concerning the employed data analysis technique, the researchers used three main components proposed by Miles & Haberman: data reduction, data presentation, and conclusions. Results showed that the government of Tainsala Village in handling and preventing COVID-19 have implemented several policies in the form of programs/activities, namely making COVID-19 posts at the entrance and exit of the village, providing quarantine locations, procuring and distributing face masks, hand sanitizer, & hand soap, and collaborating with the Health Office of North Central Timor Regency to disseminate information about COVID-19. The policies implemented have taken into account the participation aspects of the various existing stakeholders. Another finding is the use of local wisdom to accelerate herd immunity among the people of Tainsala Village.

This community service activity aims to examine the extent of village preparation in facing the implementation of the New Normal policy (new normal life) and at the same time to provide information through socialization related to the implementation of the New Normal policy. The village as the spearhead in implementing the New Normal policy should prepare all resources that can support the implementation of the policy. This New Normal policy is designed to support the economic life of the people who had experienced a decline during the Covid-19 prevention and handling period. The purpose of this policy is to re-increase the productivity of the people who had stopped while keeping them safe from Covid-19. Forms of Community Service Webinar through online media (Google Meet). The results of the service activities carried out were that the people of Oeprigi Village and Kaenbaun Village, which were the target group in this activity, knew and understood the New Normal policy.

This article uses a qualitative descriptive method. This research method aims to describe and interpretation the meaning of a phenomenon or situation based on the data collected. The principles of good governance include community participation, law enforcement, transparency, responsiveness of officials, service effectiveness and efficiency, accountability and the rule of law. These principles must be implemented to improve the quality of public services and meet community expectations. There are challenges and obstacles in the implementation of Law No. 6 of 2014, such as a lack of personnel and infrastructure, unclear timelines for completing documents, and a lack of transparency in providing information as happened in Nimasi Village, Bikomi Tengah District, Timor Tengah Utara Regency. From the results of the conclusions, it shows that village management in general implements good governance but found basic problems such as (1). The uneven competence of human resources in Nimasi Village is due to the lack of training of village apparatus in managing the village. Such as BUMDes management and sustainable skills development. (2). The translation of policies from districts to actors in villages is difficult to implement through the formulation of rules that will be applied to the public in villages. (3). There is no complete supporting equipment for training and empowerment of the Nimasi village community.

This paper discusses the importance of a public administration reform in the aspect of public service. Public administration reform related to aspects of public service is a must considering that the better public services provided by the government for the people reflect the government's attention to the needs of the community. Public service reform should be carried out continuously and follow changes and developments in community needs and the existing environmental situation. This paper is intended to explain the implementation of public service reform at the North Central Timor District Population and Civil Registry Service. The research method used is a qualitative method and the theoretical reference is the dimension of public service according to Parasurahman. The novelty of this paper lies in the theory used, namely the author analyzes public services by using all dimensions of public service put forward by Parasurahman to provide a thorough analysis of the object of research. The results of the research findings show that public service reform has been implemented, including through the use of new service buildings, recruitment of Human Resources, implementation of a Centralized Administrative Information System and implementation of the 'personal selling' service mechanism. Based on these findings, there is one service mechanism which is an innovation from the Population and Civil Registry Service, namely the 'personal selling' service which has had a significant impact on the realization of quality public services.

This community service activity aims to improve literacy and numeracy skills for students at Maubesi 2 Catholic Elementary School, Insana Fafinesu District, North Central Timor Regency. This community service is carried out in several stages, namely coordinating/communicating with the TTU Regency Education and Culture Office and the target school, conducting initial observations, designing a work program and discussing it with the school, implementing the work program and evaluating the implementation of the work program. The community service methods used are communication, observation and implementation of work programs and evaluation. Based on the results of the community service carried out, it was found that there was an increase in literacy and numeracy skills as demonstrated by the increase in reading, writing and arithmetic skills of students at Maubesi 2 Catholic Elementary School. This was realized through the availability of learning media that was able to arouse students' interest in learning, mentoring. and structuring the classroom and library environment so that it influences enthusiasm for learning and participating in learning.
