Abstract

Introduction: Declining the rates of smoking among the poor still becomes a challenge for the health sector. Ideally, they can use the money for smoking to pay for their family health insurance premium. This research aimed to analyze how the poor in the informal sector perceived the payment of National Health Insurance (NHI/ JKN) using the cigarette cost. Methods: Data were collected from focus group discussions (FGD) in three different locations, Deli Serdang, Sumedang Districts and Medan City. Thirty-three informal sector workers with low financial capabilities participated in these FGDs. Health Belief Model was used as the framework for analyzing the data and information. Data analysis was conducted through the content analysis method. Results: The finding showed that poor people who work in the informal sector gave two different responses regarding the use of cigarette costs for paying the NHI/JKN program premium. The respondents had already an excellent perceived susceptibility and severity both on smoking habits and their low finance condition. They believed that the NHI/JKN benefit was to protect them financially if their family members need medical treatment. However, they had low self-efficacy and high perceived barriers that hinder them from replacing the money for buying cigarettes into paying for NHI/JKN premium. Conclusion: An approach to the poor people in the informal sector within their local context, is urgently needed to increase their health insurance literacy and knowledge about smoking.

Abstract

Family planning counselors or Penyuluh Keluarga Berencana (PKB) are frontline implementers of the population, family planning, and family development program at the grassroots level. This study aims to know the consumer satisfaction index of the PKB performance of  The National Population and Family Planning Board or Badan Kependudukan dan Keluarga Berencana (BKKBN) representative of West Java. The consumer satisfaction index was measured using the Permenpan RI (Regulation of the Minister for Administrative Reform and Bureaucratic Reform of the Republic of Indonesia) Number 14 (2017). The study method is descriptive comparative through a purposive sampling survey using a 9 Likert scale. Based on the study, it is shown that the consumer satisfaction index of the PKB performance in 2018 is 71,89, which is service quality category C, which means underperformance. Based on the service, the timing of service is the lowest index, as much as 0.29, and the average of 2.64. PKB does not utilize the time for counseling and post-service assistance well or tends to be slow. Out of 10 steps of PKB, only 2 indicators are measured as satisfactory, which is the formal figure approach and the monitoring and evaluation of the record and reporting (RR). Hence, it is recommended that the BKKBN to maintain the PKB performance through training and development continually, a guidelines book, and periodic training of the 10 PKB steps, as well as the mapping of the affordability to reach PKB service.

Abstract

Amid increasing economic prospects and government support for oil palm plantations, oil palm plantations still have many social problems. The emergence of child labor in small-scale oil palm plantations (smallholders) is a fact. This article analyzes the dilemma related to the child laborers’ choice of working or continuing education in small-scale oil palm plantations in Seberu Village, Silat Hilir District, Kapuas Hulu District, West Kalimantan Province. We use an ethnographic approach to describe activities, behaviors, actions, conversations, and interpersonal interactions within social communities and small-scale farming family units. We found three main reasons why children consider education irrelevant to their daily needs and choose to work on small-scale oil palm plantations. The first factor is access, which is related to the distance to schools and inadequate road infrastructure. The second factor is the need for more imagination about the importance of going to school for the future. The third factor is lifestyle fulfillment rather than family economic difficulties.

Abstract

Implementing safety behavior in the oil and gas industries is still challenging, although fatal accidents often occur. This research aims to analyze how Safety Health Environment Quality (SHEQ) talks, a Badak LNG program, can successfully prevent workers’ work accidents. Using qualitative methods with a case study approach, the researchers interviewed several key persons in the SHEQ talk program, including the board of management, the SHEQ department’s employees, and Badak LNG’s employers. Inclusiveness is the main component in the SHEQ talks program. It leads to safety behavior among all Badak LNG’s workers (interdependent stage). Unlike the usual behavior-based safety program, SHEQ talks encourage all employees to have good knowledge and skill of health and safety environments. Therefore, safety performance among the workers does not entirely depend on the Occupational safety and health (OSH) officers. Eliminating the superior and subordinate when conducting the safety talks are essential to build the safety culture among workers in the oil and gas industries.

Abstract

So far, fishermen are associated with the poor with low education. This is due to the livelihood of fishermen who depend on the sea, which is very dynamic and uncertain. However, during the last 20 years, there has been a change in the perspective and aspirations of fishermen’s families towards their children’s education. The factors of fishermen’s livelihood, which are increasingly difficult and increasing accessibility, are expected to change the perspective on education. This research aims to explore the factors that change the aspirations of fishermen’s families towards education, both formal and informal education in Purworejo Village - Demak. The qualitative research method with ten informants conducted in-depth interviews, three focused discussions, and field observations to understand the existing phenomena. Focused discussions were conducted online and offline due to the COVID-19 pandemic situation in the research area. Data collection was carried out in July-August 2020 and March 2021. The results showed that the fishermen had seen the importance of their children getting a higher education. The increasing aspirations of fishermen’s parents towards education cannot be separated from the Family Hope Program (Program Keluarga Harapan or PKH), which can at least increase the school participation level of fishermen’s children. Parents expect their children to have a wider choice of jobs than those who live by profession as a fisherman, namely employee of the last resort.
