Abstract

As the world's third-largest democracy, Indonesia faces complex challenges in the execution of its elections, spanning logistics, security, and law enforcement. In practice, various challenges frequently arise in enforcing laws related to electoral violations. The Indonesian National Police (Polri), specifically the Lebak Police (Polres Lebak) in Banten, plays a crucial role in maintaining order and security throughout the election process. As a law enforcement agency, Polres Lebak is tasked with preventing, controlling, and addressing various forms of violations such as money politics, black campaigns, hoax dissemination, and violence during the campaign period and post-election. This study aims to analyze the challenges faced by Polres Lebak in maintaining the integrity and smooth operation of the 2024 elections and to assess the preventive measures and handling of election violations implemented by Polres Lebak. The article employs a qualitative analysis method supported by law enforcement theory. The findings reveal that Lebak Police faces complex challenges in ensuring the integrity and smoothness of the 2024 elections, including potential social and political conflicts, threats of money politics, hoax dissemination, as well as logistical preparedness and pressure from political actors. Given the broad and diverse socio-cultural landscape, Lebak Police needs to apply a comprehensive approach and coordinate with various parties to secure polling stations (TPS), prevent fraudulent practices, and manage limited human resources and technology. Measures include socializing election rules, establishing Integrated Law Enforcement Centers, monitoring money politics and disinformation, securing TPS, using technology to monitor violations, setting up patrols and security posts in vulnerable areas.

Abstract

This study is to aiming the economic resilience of street vendors or Pedagang Kaki Lima (PKL) during the Covid-19 pandemic condition at DKI Jakarta. Economic resilience is one of the important aspects of actualizing economic resilience. PKL that has resilience can drive the national economy through the informal sector, otherwise, if it happens, it will become the burden of the city itself. The fragility of national security will threaten citizen’s safety and convenience. This study uses quantitative approach with the primer data from 1420 respondents PKL of study masterplan PKL DKI Jakarta in 2021. PKL is scattered in five areas in DKI Jakarta, most of the respondents are migrants or immigrants who have been living in DKI Jakarta for a long time. Result of this study is showing that social capital helps street vendors to survive, especially during the COVID-19 pandemic in obtaining loans without access to formal financial institutions. Social capital among street vendors saves them from falling into the trap hole, threatened with being homeless and beggars. They help each other among street vendors in terms of finance used for daily household needs as well as for trading capital. Social capital in the form of a sense of community and solidarity as well as mutual as a basis have trust among street vendors have become a factor in their economic resilience household, especially in these difficult times.

Abstract

This study analyzes the spatial influence of the Human Development Index (HDI) and net wages of informal workers on poverty rates in Central Java. Informal workers in Central Java have high poverty potential, so this study investigates the correlation between informal workers' net income and poverty rates in Central Java. Spatial analysis was also conducted to understand the spatial effects on the regression of HDI and informal workers' income on poverty. The theoretical framework includes the concepts of poverty, HDI, and informal workers. The data used in this study is data from 2022 with the dependent variable being the percentage of poverty, and the independent variables being HDI and the average monthly income of informal workers in each district/city in Central Java. The analysis method uses classical regression and spatial regression, each using Microsoft Excel and GeoDa applications. The results of the analysis show that HDI and the average net income of informal workers have a significant effect on the poverty rate in Central Java. Spatial analysis showed the existence of spatial clustering of poverty, and spatial regression confirmed the absence of spatial autoregression or spatial error in the model.

Abstract

Pembangunan Ibu Kota Negara (IKN) direncanakan sebagai kawasan representatif bagi penyelenggaraan pemerintahan dan bentuk transformasi budaya kerja yang extraordinary. Kawasan IKN menjadi model pembangunan kota-kota masa depan Indonesia menuju Indonesia yang adil dan makmur pada tahun 2045. Namun, perencanaannya harus berdasarkan kondisi sosial dan budaya masyarakat Indonesia yang sebenarnya. Penelitian ini bertujuan untuk mengkaji perencanaan pembangunan IKN yang tidak hanya mengikuti kebijakan yang sedang tren tetapi dikaji secara mendalam dari segi kebutuhan pembangunan perkotaan yang inklusif bagi masyarakat. Metode penelitian yang digunakan adalah kualitatif dan berdasarkan studi pustaka. Hasilnya menunjukkan bahwa ruang-ruang interaksi sosial, bangunan publik, dan fasilitas yang disediakan menciptakan kohesi sosial sebagai representasi kemajuan bangsa. Kriteria pembangunan IKN didasarkan pada teori bentuk kota yang baik sebagai ukuran kinerja kota berdasarkan 7 dimensi kota yang baik. Dimensi-dimensi kota menjadi kriteria pembangunan perkotaan, yang menjadi acuan dalam merumuskan perencanaan IKN agar sesuai dengan tujuan dan harapan bersama kita untuk menyajikan kota yang inklusif bagi masyarakat.

Abstract

Pertumbuhan kota yang tidak terencana telah membuat masyarakat tidak dapat menyalurkan nafsu sosial untuk berinteraksi akibat tidak seimbangnya pembangunan antara fasilitas, jarak, dan jumlah penduduk yang terdapat di Jakarta. Hal ini dapat memunculkan sifat individualisme masyarakat urban sehingga perlu diciptakan ruang-ruang interaksi baru, salah satunya dengan menciptakan pertanian perkotaan. Artikel ini dimaksudkan agar menciptakan suatu kegiatan yang dapat menghidupkan kembali interaksi sosial melalui kegiatan pertanian perkotaan melalui kegiatan pengabdian dan pemberdayaan masyarakat yang dimulai dengan menciptakan lahan pertanian perkotaan hingga pengaturan jadwal pengelolaan lahan. Metode dilaksanakan dengan menyediakan sebuah lahan pertanian kota sebagai tempat interaksi dan kegiatan produktif masyarakat yang berlokasi di TPA Ikhlasul Machfudz, Kecamatan Jagakarsa, Kelurahan Lenteng Agung, Jakarta Selatan. Kegiatan pengabdian dan pemberdayaan masyarakat yang telah dilakukan menghasilkan ruang interaksi baru masyarakat di sekitar TPA Ikhlasul Machfudz. Peserta memiliki kegiatan produktif yang melibatkan interaksi antara masyarakat sekitar sehingga masyarakat dapat menyalurkan nafsu sosial dengan tersedianya tempat dengan jarak yang relatif dekat.

Abstract

Background: The existence of opportunities for business actors to invest must be balanced with incentive policies to provide an attraction for business actors to invest in the new national capital so that they can create new jobs so that economic recovery occurs while increasing Gross Regional Domestic Product (GRDP). Aims: This research was conducted in Jakarta and its surroundings and aims to analyze the development of investment interest and the factors that influence the business world in investing in The Capital City of Nusantara. Methods: This research was carried out using path analysis using multiple linear regression techniques using data processing based on SPSS 26 software and comparing it with the Partial Least Square (PLS) model. Results: Hypothesis testing shows consistent results that political, economic, environmental factors as well as trust factors have an appropriate and significant relationship with investment interest in The Capital City of Nusantara. Meanwhile, government policy factors and social factors do not have a significant relationship with investment interest in The Capital City of Nusantara. political, government policy, social, economic and environmental factors have a significant positive relationship with trust. The Sobel test shows that the trust variable is an intervening factor in the influence of economic, government policy, environmental and social variables on investment interest. Conclusion: Evaluation and analysis of laws and regulations related to moving the country's capital need to be the next research that will complement this research.

Abstract

Severe traffic congestion remains a persistent challenge in Greater Jakarta (Jabodetabek), driven in part by the imbalance between high private-vehicle use and low public-transport uptake. This study compares the incidence of severe congestion among commuters in 2019 and 2023 and examines changes in trip characteristics. We conduct descriptive analyses of microdata from the Jabodetabek Commuter Surveys (2019, 2023) using IBM SPSS 29.0.2.0(20), focusing on severe-congestion status, trip distance, travel time, and mode. Results show a decline in severe congestion in 2023 despite an increase in the number of commuters. Average trip distance decreased from ~21 km (2019) to ~10 km (2023), and travel time fell from ~60 minutes to ~31 minutes. These shifts are consistent with post-pandemic mobility changes-especially flexible/hybrid work—that shorten trip chains and redistribute demand. The study’s original contribution is a cross-year, microdata-based comparison for Jabodetabek that demonstrates congestion reductions are not solely attributable to roadway capacity increases but also to behavioral changes in mobility, a dimension rarely quantified in prior work. Practical implications include prioritizing suburban traffic management, strengthening multimodal integration for short-to-medium trips (integrated fares, timetable synchronization, improved last-mile services), and advancing behavioral policies to shift users toward public transport.

Abstract

Congestion that occurs in the Greater Jakarta metropolitan area is the result of an imbalance between road capacity and the number of vehicles crossing an area. According to data from the 2023 commuter survey, 79% of private vehicle users and 19.5% of public transportation users, the rest are non-motorized vehicle users. Congestion that occurs is not only due to an imbalance in road capacity and the use of motor vehicles, there are factors that affect severe congestion in Greater Jakarta, namely individual characteristic variables (gender, age, education, occupation, and income), mode of transportation (mode of transportation used and frequency of change of modes) and travel characteristics (distance traveled and travel time). Variables of distance traveled and travel time are important factors for severe congestion in Greater Jakarta. This study aims to analyze the influence and significance of each variable on the chances of severe congestion experienced by commuters in the Greater Jakarta area. This data was analyzed statistically descriptive and inferential. This study utilizes microdata from the 2023 Jabodetabek Commuter Survey from the Central Statistics Agency. The results of the analysis show that all the variables proposed in this study have a significant effect on the chance of severe congestion.

Abstract

Indonesia holds a strategic opportunity to develop Green Ship Recycling (GSR) as part of its transition toward a circular economy, particularly with the obligation to ratify the Hong Kong International Convention (HKC) 2009 by June 2025. However, GSR has not been fully integrated into the Circular Economy Roadmap 2025–2045, despite pressing issues of hazardous waste, material efficiency, and sustainable resource management. This study aims to demonstrate the crucial role of GSR in Indonesia’s circular economy and provide evidence-based policy recommendations for building a national GSR ecosystem. Data from 38 provinces were analyzed using GeoDa through multiple regression and spatial autocorrelation. The regression model shows a strong fit (R² = 0.829; Adjusted R² = 0.803; p < 0.001), with metal recyclers (β = 1.166), non-metal recyclers (β = 0.564), and hazardous waste facilities (β = 0.141) significantly supporting shipyard growth, while steel plants negatively affect development (β = –0.309). Spatial autocorrelation and LISA cluster analysis identified Riau Islands, East Java, Jakarta, and West Java as strategic hubs for GSR cluster development. The findings highlight those shipyards, recyclers, waste handlers, and steel manufacturers tend to cluster spatially, reinforcing the feasibility of establishing integrated GSR ecosystems in Indonesia. Such clustering could reduce dependence on volatile raw material imports by strengthening domestic recycled steel supply chains. Overall, this study provides empirical support for integrating GSR into Indonesia’s circular economy roadmap by enhancing cross-ministerial coordination, prioritizing cluster-based development, and ensuring alignment with HKC to promote sustainable and green ship recycling.
