Abstract

The implementation of public service policies through online media is a service to facilitate the public in managing population documents. With this service, people do not need to queue at the Bogor City Disdukcapil office. This service policy is a form of application of presidential regulation number 95 of 2018 concerning online-based government systems. The purpose of this study is to determine the process of implementing service policies through online drive thru media at Disdukcapil Bogor City and the impact resulting from this policy. This research uses qualitative methods. Data was collected by interviews, observation and documentation. The data is then analyzed by data reduction, data presentation and conclusions. The results showed that the process of implementing public service policies through online drive thru at the Bogor City Disdukcapil which was seen from the dimensions of communication, resources, disposition and bureaucratic structure had been carried out well. However, there are obstacles in the communication dimension, this is because there are still quite a lot of people who do not know and do not understand about the use of services through online drive thru media. On the other hand, this policy has had a positive impact. This can be seen from the fact that there are also many people who use services through online drive thru media. The implications of research on the implementation of public service policies through the online drive-thru media Disdukcapil Bogor City are theoretically good, but the resulting impact has not been maximized.

Abstract

This research is motivated by the problem of effectiveness, efficiency and distribution of vaccines for Foot and Mouth Disease (FMD) in livestock in Bogor Regency. The purpose of this study is to analyze how the implementation of vaccination policies on livestock in Bogor Regency and what factors support and do not support the implementation of FMD vaccination. This research uses a qualitative descriptive research method using the model developed by George C. Edward III that policy implementation is influenced by 4 factors. Edward III that policy implementation is influenced by 4 (four) variables, namely communication, resources, disposition, and bureaucratic structure. The results showed that the implementation of FMD vaccination policy in Bogor District has been running well and successful in tackling FMD in livestock. The results include decreased FMD cases, improved livestock health and productivity. Communication, disposition, and bureaucratic structure variables are supporting factors for the successful implementation of FMD vaccination policy. Meanwhile, the resource dimension is a factor that does not support the implementation of FMD vaccination. This can be seen from the lack of staff (vaccination officers), inadequate vaccine storage (cool boxes), and lack of budget. Collaborative efforts with third parties (non-governmental organizations, private sector, universities) in terms of providing supporting facilities to ensure vaccine storage facilities meet the required standards and meet the availability of trained human resources.

Abstract

The thesis entitled Umar Bin Khatab's Leadership Policy Strategy in the Pancasila Perspective is with the aim of discussing how the policy strategy implemented by Umar Bin Khatab as one of the leading caliphs in Islamic history, was able to implement the principles of Pancasila in various steps and policies he took during his leadership. In this study, the method used is a qualitative research method, which is a research based on the philosophy of positivism, used to examine the natural condition of objects, where the researcher is the key instrument. Data collection techniques are carried out using a triangulation approach (combined), data analysis is inductive / qualitative, which emphasizes meaning rather than generalization. The expected result in this study is to be able to contribute to enriching leadership insights based on universal values in the context of Pancasila based on the historical context and development of the life of Indonesian society which is pluralism.
