Abstract

ABSTRACT The phenomenon raised as a research problem is the quality of Birth Certificate services organized by the Bogor Regency Population and Civil Registry Service which is still not optimal in its implementation, one of which is population data that is not comprehensive, not all accurate, and not all valid so that the performance of population administration services is still weak. The research was carried out according to the post-positivist paradigm (qualitative study). The population of this research is residents who have taken care of birth certificates and residents who are currently taking care of birth certificates at the Department of Population and Civil Registry of Bogor Regency. The community members are located in RW areas in 47 villages in Ciomas District, Ciawi District, Parung District, and Citeureup District. The research sample of 386 respondents was taken from a population of 1,115 people using the simple random sampling technique.  Data analysis used Frequency Distribution Analysis which was developed with Descriptive Analysis. The results showed that the respondents considered the quality of birth certificate services to be optimal and satisfactory in meeting the demands and expectations of the service recipients in terms of tangible, reliability, responsiveness, assurance, and empathy dimensions. Penelitian dilaksanakan menurut post positivist paradigm (study qualitative). Populasi penelitian adalah warga masyarakat yang pernah mengurus akta kelahiran serta warga masyarakat yang sedang mengurus akta kelahiran di Dinas Kependudukan dan Catatan Sipil Kabupaten Bogor. Warga masyarakat tersebut berada dalam wilayah RW pada 47 desa/kelurahan di Kecamatan Ciomas, Kecamatan Ciawi, Kecamatan Parung dan Kecamatan Citeureup.  Sampel penelitian 386 responden diambil dari populasi sebanyak 1.115 orang dengan simple random sampling technique. Analisis data menggunakan Analisis Distribusi Frekuensi yang dikembangkan dengan Analisis Deskriptif. Hasil penelitian menunjukkan bahwa para responden menganggap kualitas pelayanan akta kelahiran cukup optimal dan memuaskan dalam memenuhi tuntutan dan harapan pihak penerima layanan baik dari segi dimensi tangible, reliability, responsiveness, assurance dan empathy. Abstract

Fenomena yang diangkat menjadi masalah penelitian adalah kualitas pelayanan Akta Kelahiran di Dinas Kependudukan dan Catatan Sipil Kabupaten Bogor  dan korelasinya dengan masalah komunikasi dan kompetensi pegawai. Metode penelitian yang digunakan adalah penelitian kuantitatif yang dilaksanakan dengan pendekatan penelitian survey sample. Pengambilan sampel dari populasi penelitian menggunakan stratified random sampling technique. Pengumpulan data menggunakan studi kepustakaan,  kuesioner penelitian dan observasi. Analisis data  menggunakan Analisis SEM (Structural Equation Model Analysis). Dari pembahasan hasil penelitian diperoleh kesimpulan sebagai berikut :Besarnya pengaruh Komunikasi terhadap Kualitas Pelayanan Akta Kelahiran di Dinas Kependudukan dan Catatan Sipil Kabupaten Bogor mencapai 0,430. Besarnya pengaruh Komunikasi terhadap Kualitas Pelayanan Akta Kelahiran ditentukan oleh personal skills and attitudes, interpersonal skills dan oral and written communication. Besarnya pengaruh Kompetensi Pegawai terhadap Kualitas Pelayanan Akta Kelahiran di Dinas Kependudukan dan Catatan Sipil Kabupaten Bogor mencapai 0,543. Besarnya pengaruh kompetensi pegawai terhadap kualitas pelayanan akta kelahiran di Dinas Kependudukan dan Catatan Sipil Kabupaten Bogor ditentukan oleh motives,  traits,  self-concept,  knowledge, dan Skills.           Konsep baru yang diperoleh dari analisis pengaruh Komunikasi terhadap Kualitas Pelayanan Akta Kelahiran adalah tentang Sikap dan Ketrampilan Pribadi Petugas Pelayanan Publik. Cakupan sikap dan ketrampilan pribadi petugas pelayanan yang dimaksud meliputi keahlian berkomunikasi dalam menyiapkan informasi pelayanan; kepandaian berkomunikasi dalam menyampaikan informasi pelayanan; ketrampilan berkomunikasi dalam memproses informasi yang disampaikan oleh penerima layanan; sikap petugas menyampaikan informasi kepada penerima layanan; dan sikap dalam menerima informasi dari penerima layanan.           Konsep baru yang diperoleh dari analisis pengaruh Kompetensi Pegawai terhadap Kualitas Pelayanan Akta Kelahiran adalah tentang Ketrampilan Pelayanan Administrasi Publik. Ketrampilan pelayanan yang dimaksud meliputi ketrampilan mengelola sumber daya administrasi yang terdiri atas sumber daya manusia, sumber daya anggaran, sumber daya kebijakan, dan sumber daya sarana pelayanan; ketrampilan manajemen pelayanan yang terdiri atas perencanaan layanan, palaksanaan pelayanan, pengendalian pelayanan, dan penilaian hasil pelayanan; ketrampilan teknis pelayanan yang terdiri atas prosedur,  tata cara dan waktu pelayanan; ketrampilan sosial pelayanan.

Abstract

Abstrak: Fenomena yang diangkat menjadi masalah penelitian adalah kualitas pelayanan Akta Kelahiran yang diselenggarakan oleh Dinas Kependudukan dan Catatan Sipil Kabupaten Bogor dan korelasinya dengan kompetensi. Penelitian dilaksanakan menurut positivist paradigm (study quantitative). Populasi penelitian adalah warga masyarakat yang pernah mengurus akta kelahiran serta warga masyarakat yang sedang mengurus akta kelahiran di Dinas Kependudukan dan Catatan Sipil Kabupaten Bogor. Warga masyarakat tersebut berada dalam wilayah RW pada 47 desa/kelurahan di Kecamatan Ciomas, Kecamatan Ciawi, Kecamatan Parung dan Kecamatan Citerureup. Sampel penelitian 386 responden diambil dari populasi sebanyak 1.115 orang dengan simple random sampling technique. Analisis data menggunakan Analisis SEM (Structural Equation Models Analysis) dan Analisis Distribusi Frekuensi. Hasil penelitian adalah berikut: Besarnya pengaruh Kompetensi terhadap Kualitas Pelayanan Akta Kelahiran ditentukan oleh tangible, reliability, responsiveness, assurance dan emphaty. Besarnya pengaruh tersebut mencapai 0,543, terbilang kurang kuat, positif dan signifikan. Adanya pengaruh yang demikian itu membuktikan bahwa di antara Kompetensi dengan Kualitas Pelayanan Akta Kelahiran terjalin suatu hubungan kausalitas (sebab-akibat) yang bermakna : apabila Kompetensi ditingkatkan atau meningkatkan, maka peningkatan tersebut diikuti dengan peningkatan kualitas pelayanan akta kelahiran. Dengan demikian, kualitas pelayanan akta kelahiran yang diselenggarakan oleh Dinas Kependudukan dan Catatan Sipil Kabupaten Bogor dapat ditingkatkan dengan meningkatkan, memperbaiki atau mengoptimalkan 15 indikator Kompetensi. Kata kunci: Kompetensi; Pelayanan; Empati; Masyarakat Sipil. Analysis of the data using SEM (Structural Equation Models Analysis) and Frequency Distribution Analysis. The results of the study are as follows: The magnitude of the influence of Competence on the Quality of Birth Certificate Services is determined by tangible, reliability, responsiveness, assurance, and empathy. The magnitude of this influence reaches 0.543, which is considered less strong, positive, and significant. The existence of such an influence proves that between Competence and Quality of Birth Certificate Services there is a causal relationship (cause and effect) which means: if Competence is increased or increased, then the increase is followed by an increase in the quality of birth certificate services. Thus, the quality of birth certificate services provided by the Department of Population and Civil Registry of Bogor Regency can be improved by improving, improving, or optimizing 15 indicators of competence. Abstract

Reducing the use of plastic is an important issue in handling plastic waste, a national problem as the main pollution element causes air, soil, and water pollution and various environmental and ecosystem damage where human and natural resources develop. The collaborative concept of governance in reducing the use of plastic becomes a government study in a beautiful environment without plastic. The purpose of this research is to design collaborative governance models that can affect the development of plastic use; This research method uses qualitative with a descriptive approach. Informants of this research are government, private/business actors, and the community. The study results showed collaborative governance between the government, the private sector, and the community. However, there still needs to be an increase in collaboration so that it needs to develop in reducing plastic use. The level of collaborative governance concept in reducing the use of plastic in Bogor regency is oriented to a structured process in which there is a constructive involvement of actors with various actions carried out by the government level, private institutions/business actors, and the community in reducing the use of plastic.

Abstract

The aim of this research is to describe the implementation of ‘Bogor Kerja’ Program in Bogor City.  There are still many people who do not know about ‘Bogor Kerja’ Program in which the availability of its information is presented on the website www.bogorkerja.kotabogor.go.id. The theory used in this research is the theory of Van Meter and Van Horn (1975). The method of this research is a qualitative method with data collection techniques through observation and interviews and then processed so that it can be presented as a research discussion. Data analysis techniques are carried out using data analysis techniques which include data reduction, data display, and conclusions or verification (conclusion drawing). The results of this research conclude that the implementation of ‘Bogor Kerja’ Program facilitates the community in providing the job vacancies, reduces the unemployment rates in Bogor City, and provides the wider employment opportunities, particularly for people of Bogor City.

Abstract

The implementation of public service policies through online media is a service to facilitate the public in managing population documents. With this service, people do not need to queue at the Bogor City Disdukcapil office. This service policy is a form of application of presidential regulation number 95 of 2018 concerning online-based government systems. The purpose of this study is to determine the process of implementing service policies through online drive thru media at Disdukcapil Bogor City and the impact resulting from this policy. This research uses qualitative methods. Data was collected by interviews, observation and documentation. The data is then analyzed by data reduction, data presentation and conclusions. The results showed that the process of implementing public service policies through online drive thru at the Bogor City Disdukcapil which was seen from the dimensions of communication, resources, disposition and bureaucratic structure had been carried out well. However, there are obstacles in the communication dimension, this is because there are still quite a lot of people who do not know and do not understand about the use of services through online drive thru media. On the other hand, this policy has had a positive impact. This can be seen from the fact that there are also many people who use services through online drive thru media. The implications of research on the implementation of public service policies through the online drive-thru media Disdukcapil Bogor City are theoretically good, but the resulting impact has not been maximized.

Abstract

This research is motivated by the problem of effectiveness, efficiency and distribution of vaccines for Foot and Mouth Disease (FMD) in livestock in Bogor Regency. The purpose of this study is to analyze how the implementation of vaccination policies on livestock in Bogor Regency and what factors support and do not support the implementation of FMD vaccination. This research uses a qualitative descriptive research method using the model developed by George C. Edward III that policy implementation is influenced by 4 factors. Edward III that policy implementation is influenced by 4 (four) variables, namely communication, resources, disposition, and bureaucratic structure. The results showed that the implementation of FMD vaccination policy in Bogor District has been running well and successful in tackling FMD in livestock. The results include decreased FMD cases, improved livestock health and productivity. Communication, disposition, and bureaucratic structure variables are supporting factors for the successful implementation of FMD vaccination policy. Meanwhile, the resource dimension is a factor that does not support the implementation of FMD vaccination. This can be seen from the lack of staff (vaccination officers), inadequate vaccine storage (cool boxes), and lack of budget. Collaborative efforts with third parties (non-governmental organizations, private sector, universities) in terms of providing supporting facilities to ensure vaccine storage facilities meet the required standards and meet the availability of trained human resources.

Abstract

The thesis entitled Umar Bin Khatab's Leadership Policy Strategy in the Pancasila Perspective is with the aim of discussing how the policy strategy implemented by Umar Bin Khatab as one of the leading caliphs in Islamic history, was able to implement the principles of Pancasila in various steps and policies he took during his leadership. In this study, the method used is a qualitative research method, which is a research based on the philosophy of positivism, used to examine the natural condition of objects, where the researcher is the key instrument. Data collection techniques are carried out using a triangulation approach (combined), data analysis is inductive / qualitative, which emphasizes meaning rather than generalization. The expected result in this study is to be able to contribute to enriching leadership insights based on universal values in the context of Pancasila based on the historical context and development of the life of Indonesian society which is pluralism.

Abstract

The aim of this research is to understand how the Kampus Mengajar program enhances literacy, numeracy, and technology adaptation in Ciderum Village, Caringin District. The policy implementation theory used in this research is the Implementation Policy theory by George Edward III, which includes four dimensions: Communication, Resources, Disposition, and Bureaucratic Structure. The research applies a qualitative descriptive research method, relying on information gathered through observation, interviews, and documentation. The analysis techniques include data summarization, presentation, and drawing conclusions. The results indicate that the implementation of the Kampus Mengajar program in literacy, numeracy, and technology adaptation learning can be considered good. The school has implemented literacy, numeracy, and technology adaptation learning and collaborated with teachers and parents in the learning process for each student. Although the implementation at SDN Cikereteg 03 is not yet optimal and maximal, the school continuously strives to ensure that it can be implemented optimally and maximally for all students.

Abstract

A Child Identity Card (KIA) is a card that is officially owned by children under 17 years of age and unmarried. So far, the service has been at the Service agency. cumulatively it is still low. One of the obstacles is a lack of awareness of the benefits of children's identity cards and socialization has not been optimal. The aim of the research is to find out how effective children's identity card services are, the obstacles to the effectiveness of services, and efforts to resolve obstacles to the effectiveness of children's identity card services. The method used is descriptive quantitative. With a sample of 100 people from the community and 32 employees. Data was collected through primary and secondary data techniques. Data analysis uses a Likert scale. The results show that the overall response is that the community received a score of 3.49 in the "Good" criteria and the results of employee respondents' responses were a score of 4.09 in the "Good" criteria. The assessment of these two elements is considered good, meaning that it is an indicator of increasing ability in communication skills and document detection skills so that the services provided can minimize the number of children's identity cards. This means that the implementation of children's identity card services is said to be effective, but there are still several factors that hinder the service, including that socialization has not been carried out evenly, so improvements need to be made in terms of the socialization method to make it more effective.
