Abstract

The work load by definition is a scope of work to do and to be a responsibility of the assigned position and or a unit of organization. If the scope of organization is determined as in the work responsibility, the effective, efficient, rational, and proportional organization will be realized. The object of the study is the work load including the subject of structural officer of echelon IV in Public Assistant of Local Secretariat, the Civil Registry Office, Board of Regional Development Planningof Musi Rawas Regency. Referring to the finding, the job/work description should be clearly and specifically stated based on their own authority and responsibility (Public Assistant of Local Secretariat, the Civil Registry Office, Board of Regional Development Planning), the system of work relation and work procedure through making Standard Operating Procedure (SOP) and the fulfillment of Employee?s needaccording to the work load referred to requirement of work competence.

Abstract

So far, local governments have not managed their region-owned assets effectively and efficiently so that that they have not proportionally contributed to local revenue and local public services. This condition is mainly due to structural hindrances in theforms of: the indistinctness of job descriptions and functions, the lack of lucid managerial mechanism and standard operating procedures, and inadequacy of resources (human resource, facilities, and finance). The writer recommends that local government should endorse the structure of institution in charge of managing regionowned assets with translucent job descriptions and functions, clear and integrated authority transfer, comprehensible managerial mechanism and standard operating procedures, and sufficient resources comprising human resource, facilities, and financial resource.

Abstract

The management reforms of regional governance in Indonesia had started since the enactment of Law Number 22 Year 1999 regarding Regional Governance. The policy has influenced and changed the institutionalization/institution of between Central and Regional Government. Meanwhile, the implications that appeared towards the institutionalization of the regional government, amongst others, were the occurrence of less harmonious work relations between provincial and regency/city governments. Another implication that was also very important to be further observed was the institution of District that has become one of regional apparatus organizations since the implementation of Law. District seems have no important roles and functions like they had before. The main cause of this condition was about delegation of authority. Therefore, this descriptive case study was conducted. The main purpose of study was to find out the formulation of authorities that could be delegated. Case study was conducted in the Regency Government of Sumbawa where the districts were Sumbawa, Tarano and Lapelopok district. The basic concept used to build the formula of delegation of authorities was the potency of geographical characteristics. Primary data were collected through open and closed questions, whereas the secondary ones were collected from some relevant documents. Data were analyzed by triangulation method and statistical descriptive. The paper suggested that delegation of authorities should give differently based on geographical characteristics. Therefore, every district might have different authorities depend on their potencies

Abstract

This study was aimed at anlizing the arrangement of the Regional Organizational Apparaturs of Murung Raya Regency based on Government Regulation No. 41 Year 2007 concerning Regional Organizational Apparatus. The study analysed the exsisting condition, local needs, and related rules of laws, and vision and mission of the regional government of Murung Raya Regency.

Abstract

Pangandaran, a tourist destination located in Ciamis Region,, becomes an important part in economic growth of West Java, Indonesia. Unfortunately, it is s not managed optimally, yet. Therefore, this paper suggests several organization models as alternatives for managing this area optimally.The methodology of the paper is qualitative research. The tool of analysis is case study. Primary data was collected through depth interview with the officials of Tourism and Culture Office of Ciamis Regency, and through Focus Group Discussion with several Regional Organizational Apparatus who were in the management team of Pangandaran Tourist Area. Whereas, secondary data was collected from some relevant documents.

Abstract

Dalam usaha budidaya ikan, pakan merupakan salah satu faktor yang menentukan keberhasilan dalam budidaya. Selain itu pakan juga memberikan kontribusi yang besar terhadap biaya mencapai 60-70% dari biaya produksi. Berdasarkan hal tersebut perlu dilakukan teknik untuk meningkatkan kadar protein dari pakan, salah satunya dengan cara fermentasi. Selanjutnya limbah dari pakan juga merupakan suatu kendala dalam usaha budidaya. Untuk mengatasi permasalahan tersebut perlu dilakukan terobosan dalam sistem budidaya, salah satunya dengan menggunakan system bioflok dengan memanfaatkan bakteri heterotrofik. Selain memperbaiki kualitas air, bioflok juga menyediakan pakan secara insitu, sehingga mampu mengurangi biaya pakan dengan meningkatkan nilai efesiensi pakan. Penelitian ini bertujuan untuk menganalisis aplikasi pakan berprotein terfermentasi terhadap pertumbuhan dan konversi pakan ikan lele (Clarias sp.) menggunakan sistem bioflok. Penelitian ini dilaksanakan ditempat pembudidayaan lele di desa mesjid punteut dengan menggunakan metode Rancangan Acak Lengkap (RAL) dengan mengaplikasikan 3 perlakuan dan 3 kali ulangan sehingga diperoleh 9 satuan percobaan. Parameter yang diamati dalam penelitian ini meliputi laju pertumbuhan ikan, kelangsungan hidup dan efesiensi pakan. Hasil penelitian menunjukkan bahwa pemberian probiotik pada pakan memberikan hasil terbaik terhadap laju pertumbuhan ikan 4.95%, tingkat kelangsungan hidup 97.77% dan efesiensi pakan 98.86%.Kata kunci: bioflok; ikan lele; kinerja; probiotik In aquaculture, fish feed is one of the factors that determine success in aquaculture. Besides, the feed also contributes significantly to costs reaching 60-70% of production costs. Based on this, it is necessary to use techniques to increase the protein of the feed; one of them is by fermentation. In addition, waste from the feed is also a problem in the aquaculture business. To overcome these problems, it is necessary to make a breakthrough in the aquaculture system, one of these is using a biofloc system by utilizing heterotrophic bacteria. Besides improving water quality, biofloc also provides in situ feed, so it would reduce feed costs by increasing the value of feed efficiency. This study aims to analyze the application of fermented protein feed on growth and feed conversion of catfish (Clarias sp.) using the biofloc system. This research was carried out in the catfish culture at punteut mosque village using the Completely Randomized Design (CRD) method by applying three treatments and three replications to obtain nine experimental units. Parameters observed in this study include fish growth rate, survival and feed efficiency. The results showed that the administration of probiotics in feed gives the best results on fish growth rate of 4.95%, survival rate of 97.77% and feed efficiency of 98.86%.Keywords: biofloc; catfish; performance; probiotics

Abstract

Tilapia (Oreochromis niloticus) is a type of freshwater fish that is widely cultivated by Indonesians. The problem that often arises in cultivation is lack of water quality. One of the ways to improve water quality is by using aquaponics technology, which can help to overcome lack of water quality by using a combination of different sub-extracts. This study was aim to determine the effect of different substrate combinations on water quality, growth of tilapia (Oreochromis niloticus) and lettuce vegetables. This study used an experimental method with a completely randomized design (CRD) with 4 treatments and 3 replications. That was control, rockwool and sawdust, rockwool and charcoal, rockwool and husk charcoal. The results showed that the use of different substrate combinations had no significant effect on water quality and fish growth. The best water quality was found in treatment D (rockwool and husk charcoal) with ammonia content of 0.09 mg / L, nitrate 13.45 mg / L, temperature 28.84 0c, pH 7.29 and DO 5.75 mg / L.Keywords: aquaponic system; substrate; tilapia; water quality.

Abstract

Indonesia is a maritime country that has seaweed natural resources that have the potential to be developed. Several types of seaweed have started to be cultivated by manipulating the cultivation environment such as providing various types of fertilizers to complement nutrient needs. This research was carried out at the Hatchery Laboratory of the Aquaculture Study Program, Faculty of Agriculture, Malikussaleh University in February -March 2020 which aims to determine the growth rate of Caulerpa racemosa by applying liquid organic fertilizer with different concentrations in the cultivation media. The design used was a non-factorial Completely Randomized Design (CRD) with 4 treatments and 3 replications, namely A Control (without giving liquid organic fertilizer), B (giving liquid organic fertilizer with a concentration of 0.22 mL fertilizer/L water), C (giving organic fertilizer). liquid concentration of 0.28 mL of fertilizer/L of water) and D (giving of liquid organic fertilizer with a concentration of 0.34 mL of fertilizer/L of water). The results showed that the application of liquid organic fertilizer had a very significant effect on the length growth rate of seaweed (Caulerpa racemosa). The best growth rate was in treatment D with a length growth rate of 9.2 cm. There was no significant difference between the weight growth rate and the regeneration rate of the thallus. However, based on the growth yield data for all treatments, it can be said that the higher the concentration of liquid fertilizer used, the better the growth of seaweed (Caulerpa racemosa).Keywords: Caulerpa rasemosa; Pertumbuhan; Pupuk cair; Rumput Laut.

Abstract

Water quality is one of the determining factors for the success of tiger shrimp in super intensive tiger shrimp culture that has very high productivity, this produces a lot of waste in the form of manure and leftover food which is a trigger for the decline in water quality. This study aims to determine the use of RAS using a different filter arrangement of water quality in the maintenance of tiger shrimp (Panaeus monodon). This research was conducted from August to September 2019 at the Hatchery and Aquaculture Technology Laboratory, Faculty of Agriculture, Malikussaleh University. The method used in this study is an experimental method with data collection techniques with a non-factorial Completely Randomized Design (RAL) consisting of 4 treatments and 3 replications that were treatment A without filter (control), treatment B: physics filter, chemical filter, biological filter, treatment C: chemical filter, biological filter, physics filter, and treatment D: biological filter, physics filter, chemical filter. The results showed that the use of different filter arrangements in RAS has an influence on water quality parameters except for temperature, increase in length, and weight and has a very significant effect on survival. The best water quality was found in treatment B, physical filter, chemical filter, band iological filter.Keywords: black tiger shrimp; Recirculating Aquaculture System; water quality
