Abstract

Abstract: By leveraging digital technology, Laporkitong enhances transparency and accountability, as well as facilitates public participation in the oversight and enforcement processes related to land use and natural resource management. The Laporkitong website functions as an online reporting application aimed at documenting instances of spatial planning violations in the West Papua Province. The lack of public knowledge about the Laporkitong application has led to numerous issues. Therefore, an analysis of the adoption of the Laporkitong application is necessary. This study aims to investigate the influence of Perceived Quality, Perceived Control, and Perceived Ease of Use factors as determinants of the residents' willingness to use the Laporkitong application, employing the Technology Acceptance Model (TAM) and DeLone and McLean IS Success (IS D&M) theories. As many as 160 valid respondents are gathered based purposive sampling technique and evaluated using Partial Least Square Structural Equation Modeling (PLS-SEM). The results inform that all seven hypotheses are accepted with the R-square of the intention to use is 0.273 indicationg 27.3% variance of the model can determine the outcome. Further discussion and conclusion regarding the implication of theoretical and practical contribution are also discussed.            Keywords: laporkitong; perceived control; perceived ease of use; perceived quality; technology acceptance model Abstrak: Dengan memanfaatkan teknologi digital, Laporkitong meningkatkan transparansi dan akuntabilitas, serta memfasilitasi partisipasi publik dalam proses pengawasan dan penegakan terkait penggunaan lahan dan pengelolaan sumber daya alam. Website Laporkitong berfungsi sebagai aplikasi pelaporan online yang bertujuan untuk mendokumentasikan pelanggaran perencanaan tata ruang di Provinsi Papua Barat. Minimnya pengetahuan masyarakat terhadap aplikasi Laporkitong menyebabkan banyak permasalahan. Maka dari itu perlu dilakukan analisis mengenai adopsi pada aplikasi Laporkitong. Penelitian ini bertujuan untuk menyelidiki pengaruh faktor Kualitas yang Dirasakan, Kendali yang Dirasakan, dan Kemudahan Penggunaan yang Dirasakan sebagai penentu keinginan penduduk untuk menggunakan aplikasi Laporkitong, dengan menggunakan Model Penerimaan Teknologi (TAM) dan teori Kesuksesan Sistem Informasi (IS D&M) DeLone dan McLean. Sebanyak 160 responden valid dikumpulkan berdasarkan teknik purposive sampling dan dievaluasi menggunakan Partial Least Square Structural Equation Modeling (PLS-SEM). Hasilnya menunjukkan bahwa semua tujuh hipotesis diterima dengan R-square niat untuk menggunakan adalah 0,273, menunjukkan bahwa 27,3% variasi model dapat menentukan hasilnya. Diskusi lebih lanjut dan kesimpulan mengenai implikasi kontribusi teoritis dan praktis juga dibahas. Kata kunci: laporkitong; pengendalian yang dirasakan; kemudahan penggunaan yang dirasakan; kualitas yang dirasakan; model penerimaan teknologi

Abstract

This study aims to analyze the Sipadu application in the Manokwari Regency implemented by Civil Servants (PNS) to increase the administrative efficiency of absenteeism. Before the application came into action, absenteeism was controlled through attendance books or paper forms and everything took more time, then it was necessary to validate and adjust the data manually. The sheer volume of paper and equipment, managing, processing, and storing the attendance data also represented additional costs. The introduction of the Sipadu application shifted attendance recording from manual to automated system, so data entry and processing can be done in real time, paper and administrative equipment can be minimized, and the administrative process can be automated. According to the results of this study, attendance processing using the Sipadu application is faster, data accuracy is increased, and operational costs are reduced. Moreover, since there are automatic verifications in the application, the chances of repetition and tampering with data is reduced to keep the application transparent and reliable. Increasing employee satisfaction, as they are more focused on their activities no longer disturbed by absence input as a result of the benefits of implementing Sipadu linked with the attendance system that are efficient and transparent. This research shows that the Sipadu application as information technology solves the problems of absenteeism administration and public sector efficiency.

Abstract

This research aims to predict the characteristics of driver's license (SIM) applicants at the SATPAS (Driver’s License Issuance Unit) Polresta Manokwari using Hierarchical Multiple Regression analysis. The study explores six key variables: gender, age, occupation, city, type of driver's license, and type of application, as predictors of applicant characteristics. The analysis was conducted using SPSS version 29, with data collected from the population of driver's license applicants since 2023. Three models were tested, with Model 3 being identified as the best predictor, explaining 7% of the variance in applicant characteristics (R² = 0.070). This model incorporates the variables of age, occupation, city, and type of application, while gender and driver's license class were found to have no significant individual impact. The partial t-test results show that age, occupation, city, and type of application significantly influence applicant characteristics, with negative regression coefficients indicating that an increase in these variables leads to a decrease in the predicted characteristics of SIM applicants. The study highlights practical implications for SATPAS, suggesting that service processes could be improved by considering demographic factors such as age and occupation in order to optimize resource allocation and reduce service complexity. However, the study has several limitations. The use of secondary data limits the completeness and accuracy of the analysis, and the limited number of variables results in a narrow interpretation of the factors influencing SIM applicants. Additionally, the model explains only a small portion of the variance in applicant characteristics, suggesting that other unmeasured factors, such as education level or driving experience, may play a more significant role. Furthermore, the findings are not generalizable to other regions, as local conditions may impact license application patterns. Future research should address these limitations by collecting primary data, expanding the range of variables, employing more sophisticated analytical methods, and exploring other regions. This would provide a more comprehensive understanding of the factors affecting driver's license applicants and contribute to enhancing the quality of SIM issuance services in Indonesia. Abstract

Pada UPTD Puskesmas Amban sistem pengelolaan persediaan obat saat ini masih dilakukan secara manual menggunakan buku atau arsip, oleh karena itu sering terjadi kekeliruan dalam pengelolaan persediaan obat menyebabkan lamanya proses pencarian data, adanya kemungkinan dokumen yang hilang dan pembuatan laporan yang lama sehingga hal ini dianggap kurang efisien. Tujuan penelitian ini untuk membangun sistem persediaan obat berbasis web pada Puskesmas Amban Manokwari yang aman dan mudah untuk diakses dan dicari datanya. Metode pengembangan yang digunakan dalam penelitian ini adalah metode waterfall. Sistem ini dibangun menggunakan Unified Modeling language (UML) dengan bahasa pemrograman PHP dan MySQL sebagai database. Hasil yang diperoleh adalah sebuah sistem persediaan obat berbasis web yang memudahkan petugas dalam mengelola persediaan obat baik itu data stok obat, obat masuk dan obat keluar, mempercepat proses pembuatan laporan serta pencarian data dibandingkan dengan cara konvensional atau manual. Dengan Sistem persediaan yang dibangun ini diharapkan dapat membantu dalam proses pengelolaan persediaan obat puskesmas.

Abstract

Prediction can be called a science that is used to predict events that are likely to occur in the future based on past events. One of the other prediction methods in circulation is Backpropagation Neural Network. Backpropagation Neural Network (BPNN) is a Neural Network (NN) that is forward in nature and does not have a loop through which signals flow from input neurons to output neurons. This research aims to determine a prediction of egg supply in 2023, especially during Christmas in Manokwari district to meet market and customer needs. By analyzing the availability of egg supplies in the city of Manokwari from January 2018 to December 2022. From the methods used in this research, starting from data collection methods as well as variables and research stages which include the data collection process, data sharing, then training and data testing and validation crosswise, the prediction pattern for the number of egg stocks is 12-16-1, where there are 12 variables in the input layer, then 16 variables in the hidden layer, 1 variable in the output layer, the learning rate value is 0.9 and the value the momentum is 0.1, resulting in a prediction of egg stock in 2023, especially in December, of 131053 eggs. With a MAPE value of 27.4767%. with the results of a feasible prediction model value. With the predicted results, the number of egg stocks in 2023, especially in December (during Christmas celebrations) in Manokwari Regency is 131,053 eggs during December 2023.

Abstract

This study developed and evaluated a mobile application for infrastructure rental at the Quality Assurance Agency for Education (BPMP) in West Papua using the Design Science Research (DSR) approach in the field of Information Systems (IS). This application, the first designed specifically for the needs of BPMP West Papua and integrated with the existing system, was assessed based on usability and user acceptance through interviews, black box testing, and effectiveness testing using Structural Equation Modeling (SEM) with the Technology Acceptance Model (TAM) approach. The black box testing results indicated successful application development. Evaluation with 64 respondents through hypothesis testing showed that social influence and technological anxiety significantly affect attitudes toward accepting the use of the application. This highlights the importance of considering these factors for the successful implementation of the mobile application at BPMP West Papua, potentially enhancing the efficiency of infrastructure rental.

Abstract

Cancer is the uncontrolled growth of cells that spread to other parts of the body. There are different types of cancer that are named after the organ they originate from. One of them is blood cancer or leukemia, which is bone marrow cancer caused by genetic mutations. According to data from Global Cancer Statistics in 2020, there were an estimated 19.3 million new cancer cases and 10 million cancer deaths, and it is estimated that by 2040 it will increase globally by 47% from 19.3 million to 28.4 million new cancer cases. Leukemia is one type of cancer with the ninth rank in Indonesia in 2020, there are 14,979 new cases and 11,530 cases of death caused by leukemia. One of the efforts to prevent leukemia can be done by diagnosing the acute leukemia category using DNA and genetic information. The purpose of this study is to analyze the comparative performance between Random Forest and Adaptive Boosting methods in predicting leukemia types using microarray datasets to determine which method is more effective in performing classification. In this study, the dataset used is gene expression in bone marrow and blood consisting of two categories of acute leukemia, namely Acute Myeloid Leukemia (AML) and Acute Lymphoblastic Leukemia (ALL) obtained with DNA microarray technology. These genes will be classified using Random Forest and Adaboost methods to predict acute leukemia categories. The results of the analysis process show that the random forest method is a better method for predicting acute leukemia with an Area Under Curve value of 100%, Accuracy 92.9%, Precision 93.7%, Recall 92.9%, and F1-Score 92.7% compared to the AdaBoost method with an Area Under Curve value of 83.3%, Accuracy 85.7%, Precision 88.6%, Recall 85.7%, and F1-Score 85.1%.

Abstract

The development of information technology has driven changes in news consumption, with online media becoming the main source of information for the public. Tribun News West Papua, as one of the news portals, has an important role in presenting fast and relevant news. However, website quality affects user satisfaction, so an evaluation of Usability, Information Quality, and Service Interaction Quality aspects is needed. This study aims to analyze the quality of the Tribun News West Papua website using the WebQual 4.0 method and see the effect of these three variables on user satisfaction. The quantitative approach used 134 respondents and the data was analyzed using PLS-SEM through SmartPLS 4.0. The results showed that Usability has no significant effect on user satisfaction, while Information Quality and Service Interaction Quality have a positive and significant effect. Service Interaction Quality has the most dominant influence where service responsiveness and ease of interaction are the main aspects in increasing user satisfaction. This research shows that increasing user satisfaction can be achieved by keeping the news current and improving service interaction features, such as a more responsive commenting system.

Abstract

The digitalization of public services encourages government institutions to provide efficient and responsive information systems, including in the recruitment process of the Indonesian National Police (Polri). The Polri recruitment website was developed as an online registration platform to improve transparency, accessibility, and service effectiveness. However, systematic evaluations of user satisfaction with this website are still limited. This study aims to measure user satisfaction using the End User Computing Satisfaction (EUCS) model. A quantitative approach was applied, with data collected through questionnaires from 144 prospective applicants in the West Papua Regional Police area. Data were analyzed using the Partial Least Squares - Structural Equation Modelling (PLS-SEM) method. The findings reveal that ease of use and timeliness significantly influence user satisfaction, while content, accuracy, and format do not. This indicates that usability and information timeliness play a more critical role. The study encourages system developers to focus on enhancing functional and responsive features to improve digital public services.

Abstract

As the digital era advances, the use of websites as the main means of providing information and services is increasingly important. One example is the BPJS Health website, which is an important platform for providing health information and services for the Indonesian people. This research aims to evaluate the quality of the BPJS Health website using the WebQual 4.0 method and PLS-based SEM analysis, with a focus on user satisfaction as end users. This research method uses a quantitative approach by collecting data through questionnaires distributed to 118 BPJS Health website users. Analysis was carried out using SmartPLS 4.0 software to test the measurement model (outer loading) and structural model (inner model). The research results show that the Usability and Service Interaction Quality variables have a positive and significant effect on user satisfaction, while Information Quality has a positive but not significant effect.
