Abstract

Naskah Akademik memiliki peran penting dan strategis dalam pembentukan peraturan perundang-undangan yang baik, termasuk pada Rancangan Peraturan Daerah Kabupaten Wajo tentang Penyelenggaraan Peternakan dan Kesehatan Hewan. Selain penyusunan naskah akademik tersebut merupakan bentuk penelitian, juga sekaligus sebagai bentuk pengabdian yang diharapkan dapat memberi manfaat yang besar bagi masyarakat. Selanjutnya, Ranperda Kabupaten Wajo tentang Penyelenggaraan Peternakan dan Kesehatan Hewan telah disetujui, dilakukan penetapan, pengesahan dan diundangkan dalam Lembaran Daerah Kabupaten Wajo Tahun 2023 Nomor 9 dengan Nomor Register Peraturan Daerah Kabupaten Wajo Provinsi Sulawesi Selatan B.HK.09.183.23. Peraturan daerah tersebut diharapkan dapat meningkatkan produktivitas dan menekan tingkat kematian hewan ternak serta menaggulangi berbagai permasalahan berkaitan dengan pemeliharaan hewan ternak yang selama ini mengganggu kenyamanan, ketertiban, keamanan pengguna jalan dan gangguan lainnya dari hewan ternak di Kabupaten Wajo.

Abstract

One of the most important ways for villages to implement programs to improve community welfare is through the provision of village funds. Compared to district governments, which certainly have broader and more complex problems, it is believed that village governments are better able to identify the most important community needs. This study aims to determine the management of village fund allocations as well as the factors that influence the management of village funds in an effort to improve the welfare of the community of Palippu Village, which is located in Tanasitolo District, Wajo Regency. This study employs a descriptive qualitative methodology and is classified as field research, which includes observation, interview, and documentation. Firstly, this study found that the ADD management process includes planning, implementation, reporting, accountability and monitoring. The Palippu village government, in the Tanasitolo sub-district, Wajo Regency, manages ADD according to the technical guidelines stipulated in the laws and regulations. However, the process is still not optimal. Second, village fund management is influenced by supporting and inhibiting factors. Community participation, facilities, and infrastructure are supporting factors, and human resources, communication, and technical guidelines for managing ADD change every year.

Abstract

Constitutional amendments serve as the primary mechanism that guarantees the fundamental law's relevance amidst social, political, and economic changes. In the Indonesian context, this process consistently involves a conflict between public ambitions, representing the collective will, and the need to uphold the consistency and integrity of fundamental values. This research employs a normative juridical method, including philosophical and conceptual analysis, to investigate the interplay between popular desires and the comprehension of content, while also evaluating the possible hazards associated with amendments influenced by transient populist or elitist conservatism. The study's findings indicate that public ambitions provide significant social legitimacy for change; but, without a comprehension of content, modifications may disregard the concept of justice and jeopardize the stability of the legal system. Conversely, a strategy that prioritizes content while neglecting the desires of the populace jeopardizes the constitution's relevance to social reality. The equilibrium of the two necessitates an inclusive deliberative framework, ongoing constitutional education, and the sophistication of political culture. Consequently, seeing the constitution as a collective social compact is essential to ensure that constitutional change transcends immediate political reactions and evolves into a strategic initiative to fortify democracy and achieve real justice.
